MEMORANDUM CIRCULAR NO. 1070

AUTHORIZING ATTENDANCE IN THE SEMINAR-WORKSHOPS ON HUMAN RESOURCE DEVSLOPILET AND MOTIVATION AND PRODUCTIVITY TO BE CONDUCTED BY THE COMPRO PHILIPPINES CORPORATION.

The Compro Philippines Corporation will conduct seminar-workshops on Human Resources Development and Motivation and Productivity, on July 24-28, 1978, and November 27 to December 1, 1978, respectively, at the Manila Hotel.

The attendance of not more than two (2) senior officials from each Ministry (including attached bureaus, offices, agencies and corporations) who are directly responsible for planning and implementing human resource development programs and who are stationed within the Metro Manila Area is hereby authorized on official time with a seminar fee of p4,000 per participant per module, chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972.

Each participant shall submit to his agency head a complete report on his attendance or participation in the seminar-workshop as prescribed under Memorandum Circular No. 987 dated June 10, 1977 and prepare and conduct within one (1) month after the termination thereof an echo seminar within their respective ministries. Likewise, the organizer shall submit to this Office a report and evaluation of the seminar-workshop copy furnished the Budget Commission, including a list of participants from the government sector indicating their respective offices.
