MEMORANDUM CIRCULAR NO. 1077

URGING GOVERNMENT AGENCIES CONCERNED TO GIVE MAXIMUM SUPPORT AND ASSISTANCE TO THE NATIONAL EDUCATIONAL TESTING CENTER, MINISTRY OF EDUCATION AND CULTURE IN CONNECTION WITH THE CONDUCT OF THE NATIONAL COLLEGE ENTRANCE EXAMINATION.

WHEREAS, the National Educational Testing Center (NETC), Ministry of Education and Culture (MEC), is charged with the duty of administering the National College Entrance Examination (NCEE) required of all high school graduates seeking admission to post-secondary degree programs to pass said examination, as provided under Presidential Decree No. 146 dated March 9, 1973;

WHEREAS, the NCEE is scheduled to be given on November 5, 1978 in about 1,300 examination centers throughout the country to more than half-a-million examinees, a job so great considering the demographic conditions of the Philippines;

WHEREFORE, the Ministry of National Defense (MND), the Armed Forces of the Philippines, (AFP) , the National Intelligence and Security Authority (NISA), the Integrated National Police (INP), the Philippine Ports Authority (PPA), and the Philippine National Railways (PNR), are hereby tasked to extend maximum support and assistance to the NETC, MEC, to ensure full security and smooth administration of the 1978 NCEE all over the country.

The Ministry of Public Information (MPI), the National Media Production Center (NMPC), and the Bureau of telecommunications (BUTEL) are likewise enjoined to extend maximum support and assistance relative to the dissemination of essential information pertaining to the holding of the examination and the utilization of communication facilities throughout the country, respectively.
