MEMORANDUM ORDER NO. 189

Pursuant to Article IX(C), Section 2(4), of the 1987 Constitution, I, CORAZON C. AQUINO, President of the Philippines, do hereby concur with Resolution No. 2023 of the Commission on Elections promulgated on July 27, 1988, deputizing, in connection with the holding of the first barangay elections on November 14, 1988, the Armed Forces of the Philippines, Philippine Constabulary/Integrated National Police, National Bureau of Investigation, other national or local law enforcement agencies and instrumentalities, all departments, bureaus, offices or agencies of the Government including government-owned or controlled corporations and flag-carriers, and all officials and employees thereof, for the exclusive purpose of ensuring free, orderly, honest, peaceful and credible elections in the places cited in the aforesaid Resolution.

All government agencies, officials and employees deputized by the Commission on Elections pursuant to this Memorandum Order are hereby directed to coordinate and cooperate with the Commission on Elections in the performance of their respective duties and functions.

This Memorandum Order shall take effect immediately.

Done in the City of Manila, this 17th day of August, in the year of Our Lord, nineteen hundred and eighty-eight.
