MEMORANDUM ORDER NO. 281

DIRECTING ALL GOVERNMENT OFFICES AND AGENCIES, AND PUBLIC SCHOOLS TO CONDUCT DAILY FLAG RAISING CEREMONY AND PLEDGE TO THE CONSTITUTION OF THE REPUBLIC OF THE PHILIPPINES EVERY MORNING AT THE START OF OFFICE HOURS DURING THE PERIOD FEBRUARY 2 TO 8, 1990

WHEREAS, Proclamation No. 515 dated January 15, 1990 declared the observanceof the second day of February of every year as CONSTITUTION DAY and the period February 2 to 8, 1990 as CONSTITUTION WEEK.

In view of the foregoing, all government offices and agencies, and public schools are hereby directed to conduct daily flag raising ceremony and pledge to the Constitution of the Republic of the Philippines every morning at the start of office hours during the period February 2 to 8, 1990.

In making the pledge, the employee or student shall face the flag, raise his right arm and recite the attached “Panunumpa sa Saligang-Batas,” with all the solemnities of the raising of the Philippine Flag.

Strict compliance with this Memorandum Order is hereby enjoined.

DONE in the City of Manila, this 1st day of February, in the year of Our Lord, nineteen hundred and ninety.
