MEMORANDUM ORDER NO. 319

DIRECTING THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR) AND THE DEPARTMENT OF EDUCATION, CULTURE AND SPORTS (DECS) TO FACILITATE THE IDENTIFICATION AND THE TITLING OF UNTITLED SCHOOL SITES IN WESTERN MINDANAO

Whereas, at present, only 18 percent of the 2,269 school sites in Western Mindanao are titled;

Whereas, the submission of school land title is a requirement for the construction of school buildings or additional classrooms;

Whereas, through the joint effort of the Department of Environment and Natural Resources and the Department of Education, Culture and Sports, the identification and titling of school sites can be facilitated;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

SECTION 1. The Department of Environment and Natural Resources (DENR) and the Department of Education, Culture and Sports (DECS) shall jointly endeavor to effect the immediate titling of school sites in Western Mindanao.

SECTION 2. Subject to existing laws, the DECS, in coordination with the Community Environment and Natural Resources Officer in the region, is hereby further directed to identify other sites that have not been reserved for school site purposes.

Done in the City of Manila, this 11th day of September, in the year of Our Lord, nineteen hundred and ninety.
