MEMORANDUM ORDER NO. 331
CREATING A NATIONAL COMMITTEE TO TAKE CHARGE OF THE OFFICIAL VISIT OF HIS EXCELLENCY, TOSHIKI KAIFU, PRIME MINISTER, GOVERNMENT OF JAPAN ON JANUARY 16–18, 1991
There is hereby created a National Committee to take charge of the arrangements connected with the Official Visit of His Excellency, Toshiki Kaifu, Prime Minister, Government of Japan, on January 16–18, 1991 to be composed of:

Department of Foreign Affairs
The Committee shall be responsible for the planning, coordination and smooth execution of all arrangements to be made in connection with the official visit.
The Committee is authorized to call upon any department, bureau, office, agency or any instrumentality of the government, including government-owned and controlled corporations, for such assistance as it may need in discharging its duties and functions. The Committee is likewise authorized to create sub-committees as necessary.
This Memorandum Order takes effect immediately.
