MEMORANDUM ORDER NO. 65

ENJOINING THE PARTICIPATION OF ALL GOVERNMENT OFFICES, AGENCIES AND INSTRUMENTALITIES IN THE CELEBRATION OF THE “NATIONAL HUMAN RIGHTS WEEK” ON DECEMBER 3 TO 10, 1992

In commemoration of the “National Human Rights Week” on December 3 to 10, 1992 pursuant to Proclamation No. 177, series of 1987, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby enjoin all government offices, agencies and non-governmental organizations (NGOs) to initiate commemorative and educational activities designed to highlight respect for and observance of human rights.

To culminate the celebration of the “National Human Rights Week”, all government offices, agencies and instrumentalities in Metro Manila are hereby enjoined to participate in the mass pledging ceremony on December 10, 1992 at 8:30 A.M. at the Liwasang Bonifacio, Manila to reaffirm adherence to the principles of human rights and international humanitarian law.

In other places outside Metro Manila, all Governors, Mayors, Barangay Captains, Commanding Officers and Heads of Offices are hereby directed to lead their employees, soldiers, policemen and CAFGUs in their respective jurisdictions in the conduct of the pledge simultaneously with the above occasion.

Sectoral groups, non-governmental organizations (NGOs) and private companies are also hereby enjoined to conduct the same activity.

A copy of the pledge is hereby attached for the purpose.

DONE in the City of Manila, this 2nd day of December, in the year of Our Lord, nineteen hundred and ninety-two.
