MEMORANDUM CIRCULAR NO. 51

DIRECTING THE INSTALLATION OF A MONITORING SYSTEM TO IDENTIFY IMPOSTORS AND POSEURS

It has come to the attention of the President that unscrupulous persons, influence peddlers, extortionists, impostors and poseurs have been engaging in peddling influence or attempting extortion by using his name, signature, picture or office to gain favors, advantage or to carry out various illegal purposes. The President condemns such activities and directs the punishment thereof.

In this regard, all heads of departments, bureaus, agencies, offices and instrumentalities of the national government including government-owned or controlled corporations and local government units are hereby directed to install an effective monitoring system in their respective offices to identify the presence of these acts and in the process, eliminate the same. It is further directed that notices be posted in conspicuous places of the office premises advising the general public to report the presence of such activities directly to the Office of the President (Attn: Senior Aide-de-Camp, Tel. No. 712-5421).

A report on the implementation of this directive should be submitted to this Office within fifteen days from the date hereof, and quarterly thereafter.
