MEMORANDUM CIRCULAR NO. 117
FURTHER DEFINING CERTAIN FUNCTIONS AND POWERS OF THE
RESIDENTIAL TASK FORCE BOULEVARD 2000
WHEREAS, pursuant to Administrative Order No. 176 (1995), the Presidential Task Force Boulevard 2000 was constituted to prepare, integrate and coordinate all development plans, projects, and programs in the Boulevard Reclamation Area which covers the stretch of Roxas Boulevard-Cultural Center of the Philippines up to the Coastal Road-Las Piñas area, including its shorelines;
WHEREAS; the Presidential Task Force Boulevard 2000 has been directed to prepare and submit to the President an Integrated Master Development Plan (IMDP) for the Boulevard Reclamation Area within 180 days from the 24th day of February 1995;
WHEREAS, it is imperative that during the period of study and preparation of the IMDP, no development plans, projects and programs should be independently undertaken in the Boulevard Reclamation Area in order to insure that these development plans, projects or programs shall conform to the IMDP.
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. All agencies of the government shall submit to the Presidential Task Force Boulevard 2000 for prior approval any and all development plans, projects or programs in the Boulevard Reclamation Area before undertaking the same.
Section 2. All government agencies with authority to pass upon development plans, projects or programs of private developers to be implemented within the Boulevard Reclamation Area shall refer the same to the Presidential Task Force Boulevard 2000 for prior clearance before acting on the same.
Section 3. Repealing Clause. All Presidential issuances or part/s thereof inconsistent with this Circular are hereby repealed or modified accordingly.
Section 4. Effectivity. This Memorandum Circular shall take effect immediately.
