MEMORANDUM ORDER NO. 290

CREATING A SPECIAL TASK FORCE TO ORGANIZE THE NEWLY CREATED PROVINCES OF KALINGA AND APAYAO

WHEREAS, Republic Act No. 7878 provides for the conversion of the sub-provinces of Kalinga and Apayao into regular provinces to be known as the Province of Kalinga and Province of Apayao;

WHEREAS, in a plebiscite conducted last May 08, 1995 in these areas, there was an overwhelming approval of the conversion with affirmative votes at 75,051 and negative votes at 3,008;

WHEREAS, there is a need for a coordinating body to fast-track and properly implement the provisions of Republic Act No. 7878 and effect an orderly organization of the new provinces;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a Special Task Force to organize the newly created provinces of Kalinga and Apayao.

The Task Force shall be composed of the following or their respective designated representatives:

The Task Force shall perform its duties consistent with the provisions of Republic Act No. 7878 and the applicable provisions of the Local Government Code of 1991.

The Task Force shall implement, as soon as possible, actions and processes necessary to begin the Provinces’ separate corporate existence, subject to the approval of this Office.

This Memorandum Order shall take effect immediately
