PROCLAMATION NO. 935
AMENDING PROCLAMATION NO. 887, DATED 03 APRIL 1992, AS AMENDED, WHICH ESTABLISHED THE MINDANAO STATE UNIVERSITY – GENERAL SANTOS CITY AND THE HUMAN SETTLEMENT SITES IN TAMBLER, GENERAL SANTOS CITY, BY GRANTING OWNERSHIP OF THE LANDS RESERVED FOR HUMAN SETTLEMENT SITE PURPOSES TO THE CITY OF GENERAL SANTOS AND DECLARING THE SAME OPEN FOR DISPOSITION IN FAVOR OF THE QUALIFIED BENEFICIARIES
Upon recommendation of the Secretary of Environment and Natural Resources and by virtue of the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby amend Proclamation No. 887, dated 03 April 1992, as amended, which established the Mindanao State University – General Santos City, and the Human Settlement sites in Tambler, General Santos City, by granting ownership of the parcels of land reserved for human settlement site purposes to the City of General Santos and declaring the same open for disposition in favor of the qualified beneficiaries in accordance with the provisions of Republic Act (R.A.) Nos. 7160 otherwise known as the Local Government Code of 1991 and 7279 otherwise known as the Urban Development and Housing Act of 1992, subject to private rights, if any there be, which parcels of land are identified as Lot Nos. 1 and 3, Mr-11-000022 located at Barangay Tambler, City of General Santos, Island of Mindanao and more particularly described as follows:

Such part or parts of the area herein declared open for disposition which are being used or earmarked for public or quasi-public purposes shall be excluded from such disposition. Except in favor of the government or any of its branches, units institutions or agencies, lands disposed of under this proclamation shall not be subject to alienation and encumbrance for a term of ten (10) years from the issuance of the deed of sale/conveyance, in case of sale or execution of contract in case of lease, nor shall they become liable to the satisfaction of any debt contracted prior to the expiration of said period except for housing loan purposes; but the improvements on the land may be mortgaged to qualified persons, associations, or corporations.
The Department of Environment and Natural Resources shall cause the issuance of a special patent in favor of the City of General Santos covering the parcels of land reserved for human settlement sites.
