MEMORANDUM CIRCULAR NO. 171

AUTHORIZING THE ATTENDANCE OF MORAL RECOVERY OFFICERS (MROs), INTEGRITY CIRCLES (IC) OFFICERS & MEMBERS AND MORAL RECOVERY PROGRAM TRAINORS IN THE SECOND ASIA-PACIFIC INTEGRITY FORUM AT PICC, MANILA ON NOVEMBER 10 & 11, 1997

The Moral Recovery Program (MRP) National Secretariat, in partnership with Transparency International (TI)-Philippines, will sponsor the 2nd Asia-Pacific Integrity Forum on November 10 & 11, 1997 at the Philippine International Convention Center in Manila. This regional forum will bring together people in the whole Asia-Pacific region involved in the crusade against corruption.

In this connection, heads of departments and agencies of the government may authorize the attendance of a Moral Recovery Officer, Integrity Circle Officer, Member and MRP Trainor at the said forum on official time, with entitlement to registration fee and transportation allowance, subject to availability of funds and the usual accounting and auditing requirements, provided there will be no disruption of normal office activities/services in their respective offices by reason thereof.

The participants shall submit to their respective agency heads a complete report on their attendance or participation in the forum. Likewise, MRP National Secretariat and TI-Phil are requested to submit to this Office and the Civil Service Commission a general report and evaluation of the forum, including a list, by offices, of participants therein.
