PROCLAMATION NO. 16
RESERVING AND DECLARING AS PUERTO PRINCESA CITY GOVERNMENT CENTER AND NATURE PARK A CERTAIN PORTION OF THE LAND OF THE PUBLIC DOMAIN SITUATED IN BARANGAYS STA. MONICA, AND TINIGUIBAN, PUERTO PRINCESA CITY
WHEREAS, the fast pace of physical development of the City of Puerto Princesa has become evident;
WHEREAS, the influx of population has likewise increased in an unabated rate;
WHEREAS, in the light of these highly observable growth and progress in the City of Puerto Princesa, national and local government offices should be, as much as possible located in one contiguous area so that efficient service to the public can be sustained;
WHEREAS, the City Government of Puerto Princesa has located its New City Hall Building in Sta. Monica and has zoned the area into an ideal government center for local and national;
WHEREAS, in order to maintain a wholesome and balance ecology in the area, it is essential that the government center be complimented by the creation of a nature’s park to preserve and enhance the environment.
NOW, THEREFORE, upon the recommendation of the Secretary of Environment and Natural Resources and by virtue of the powers vested in me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby set aside, reserve and declare as PUERTO PRINCESA CITY GOVERNMENT CENTER AND NATURE PARK, certain parcel of land of the public domain situated in the Barangays of Sta. Monica and Tiniguiban, City of Puerto Princesa, Province of Palawan, under the jurisdiction and administration of the City Government of Puerto Princesa, subject to private rights, if any there be, which parcel of land is more particularly described as follows:
A parcel of land (As shown on plan Swo-04-003556 being a portion of the consolidation of Lots 4201, 4202, 4103, 3838, 4198, 3828, 4153, 4075, 4196, 2685, 4151 and 4197 (Portion) Cad-800-D, Puerto Princesa Cadastre, situated in the Barangays of Sta. Monica, Municipality of Puerto Princesa, Province of Palawan, Island of Palawan. Bounded on the W., along lines 1-2-3-4-5-6-7-8 by Circumferential Road, on the N., W., and S., along lines 8-9-10-11 by Lot 4197 (Port), Cad-800-D, Puerto Princesa Cadastre; on the W., along line 11-11A, by the Circumferential Road; on the W., along line 11-A-12 by Lot 4098, Cad-800-D, Puerto Princesa Cadastre; on the W., and N., along lines 12-13-14 by Road; on the S., and W., along lines 14-15-16-17 by Lot 4203, Cad-800-D, Puerto Princesa Cadastre; on the W., along line 17-18 by Road; on the NE., along lines 17-18-19-20-21-22-23-24-25-26-27-28-29-30-31-32-33-34-35-36-37-38-39-40-41-42 by National Highway (60.00 M. The City Government of Puerto Princesa shall prepare development plan which shall equitably allocate space for government offices and agencies now located, or in the future, may locate in the City. The portions occupied by government offices and agencies already existing in the area should be retained subject to reasonable size limitations as provided for under the development plan.
The City Government shall relocate the occupants of the area that would be affected/displaced in the implementation of the proclamation and shall provide the resettlement site, including disturbance compensation and other relocation expenses as provided under existing laws, rules and regulations.
The disposition of timber and other forest products found therein shall be subject to the forestry laws, rules and regulations.
All previous Proclamation and orders contrary to or inconsistent with this Proclamation are hereby revoked or amended accordingly.
