MEMORANDUM ORDER NO. 28

DIRECTING ALL OFFICES UNDER THE OFFICE OF THE PRESIDENT TO FOLLOW THE PROPER PROCEDURE TO BE OBSERVED IN FORMALLY TRANSMITTING PRESIDENTIAL ISSUANCES TO THE HOUSE OF REPRESENTATIVES AND/OR THE SENATE FOR ACTION BY EITHER OR BOTH HOUSES OF CONGRESS

In order to promote closer relationship between the Executive and the Legislative branches of government and to promote efficiency and better coordination between the offices under the Office of the President, all Presidential Issuances bearing the signature and/or imprimatur of His Excellency, the President of the Philippines, shall henceforth be formally transmitted to any or both Houses of Congress by the Office of the Executive Department through the Presidential Legislative Liaison Office.

This Memorandum Order shall take effect immediately.
