MEMORANDUM CIRCULAR NO. 13

ENCOURAGING ALL INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT) EXECUTIVES, PROFESSIONALS, PRACTITIONERS, FACULTY, USERS AND ALLIED PROFESSIONS IN GOVERNMENT SERVICE TO ATTEND THE 8th ANNUAL NATIONAL CONVENTION OF THE GOVERNMENT ORGANIZATION FOR INFORMATION TECHNOLOGY

WHEREAS, the Government Organization for Information Technology (GO for IT) is an association of ICT executives, practitioners, professionals, faculty, users and allied professions in government committed to promote and support the effective use of information and communications technology in governance; in the performance of strategic and business functions, and in the efficient delivery of basic and front-line services;

WHEREAS, the GO for IT will hold its 8th Annual National Convention on 4 to 7 December 2001 at the Bahay ng Alumni, University of the Philippines, Diliman, Quezon City with the theme: “e-Governance in a Knowledge-based Economy”;

WHEREAS, governments worldwide are now beginning to offer effective solutions to citizens in many areas such as e-learning, employment services, e-procurement, digital certificate usage, electronic censuses and other basic e-services;

WHEREAS, the 8th Annual National Convention of the GO for IT will be the venue for coming up with innovative ICT solutions that will provide greater opportunities for citizens to interact with their government intended to result in cost-savings and improvement in the satisfaction levels among citizens with respect to services of government agencies and instrumentalities;

WHEREAS, the GO for IT Convention will explore government’s use of ICT to help bridge the “digital divide” and promote economic development in the country;

WHEREAS, the presentations and discussions will showcase the government’s ICT initiatives as well as programs and policies to help fully implement e-governance in a knowledge-based economy.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

SECTION 1. All heads of departments, offices, agencies, local government units, government-owned and/or controlled corporations and their subsidiaries, government financial institutions and state universities and colleges are hereby enjoined to:

1.1 Allow their ICT personnel, executives, practitioners, faculty, users and allied professions in government to participate in the 8th Annual National Convention of the GO for IT, provided that their attendance will not prejudice the regular delivery of services of the instrumentalities concerned;

1.2 Consider the convention as an official staff development activity of the participants.

SEC 2. All those who will participate in the Convention are enjoined to:

2.1 Participate actively in the discussions and in the resolution of critical issues;

2.2 Gain additional knowledge about the latest state-of-the-art technological developments in ICT as these pertain to individual agency situations and requirements;

2.3 Present and/or critique agency presentations on the status of their compliance of the Electronic Commerce Act, and

2.4 Come up with proposals and/or recommendations which their respective agencies can implement in furtherance of e-governance in a knowledge-based economy.

SEC 3. This Memorandum Circular shall take effect immediately.
