MEMORANDUM CIRCULAR NO. 27

AUTHORIZING ATTENDANCE IN THE MORAL RECOVERY OFFICERS’ 5TH CONGRESS AND GENERAL ASSEMBLY

In line with the objectives of Proclamation No. 479 dated October 7, 1994, declaring the month of November of every year as Filipino Values Month, the Moral Recovery Officers Foundation, Inc. (MROFI), in cooperation with different government agencies, will hold the MRO 5th Congress and General Assembly on November 28, 2002 at the Legend Hotel, Pioneer St., Mandaluyong City, with the theme “Ang Tunay at Marangal na Pilipino, Maipagmamalaki Kahit Kanino.”

In view thereof, heads of departments and agencies of the government may authorize the attendance of one (1) designated MRO in the Congress and General Assembly, with entitlement to registration fee of Nine Hundred Pesos (P900.00), and, only for those based outside Metro Manila, travel expenses and allowances at the rates prescribed in Executive Order No. 248, series of 1995, chargeable against the appropriations of the agencies concerned, subject to the availability thereof and to accounting and auditing requirements, provided there will be no disruption of normal office activities/services in their respective offices by reason thereof.

The participants shall submit to their respective agency heads a complete report on their attendance in the Congress and General Assembly. Likewise, MROFI is requested to submit to this Office and the Civil Service Commission a general report and evaluation of the Congress and General Assembly, including a list, by offices, of participants therein.
