Pursuant to the powers vested in me under Republic Act No. 7916, the Special Economic Zone Act of 1995 as amended by Republic Act No. 8748 and upon recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA), I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby create and designate as Information Technology Buildings, henceforth to be known as the EDSA Central IT Center, subject to the provisions of Republic Act No. 7916 as amended, its Implementing Rules and Regulations, and Resolutions Nos. 00-411, 05-006 and 05-058 dated 29 December 2000, 17 January 2005 and 04 March 2005 respectively, of the PEZA Board of Directors, the EDSA Central Pavilion and EDSA Central Square, which stand on a 42,754-square meter lot, more or less, located along Epifanio de los Santos Avenue corner United Street, Barangay Barranca, Mandaluyong City, Metro Manila, as defined by the following technical descriptions:
