PROCLAMATION NO. 1110

DECLARING THE 1ST WEEK OF OCTOBER OF EACH YEAR AS “NATIONAL HOSPICE AND PALLIATIVE CARE WEEK”

WHEREAS, the National Hospice and Palliative Care Council of the Philippines, Inc. (Hospice Philippines), launched under the auspices of the Philippine Cancer Society, as an organization uniting and coordinating the various hospice and palliative care institutions in the Philippines is also actively engaged in establishing hospice and palliative care centers throughout the country;

WHEREAS, the declaration of National Hospice and Palliative Care Week in 2005, from November 7-13, 2005 under Proclamation No. 936 dated October 24, 2005, enabled Hospice Philippines to conduct public awareness activities on the services of various hospice and palliative care institutions;

WHEREAS, Hospice Philippines has achieved considerable progress in strengthening its services to its member institutions in terms of providing training programs for volunteers, continuing education activities of medical staff/volunteers through participation in courses, seminars and conferences offered by international hospice organizations or by the UP-PGH Department of Family Community Medicine. Hospice Philippines has successfully established networking relationships among member institutions enabling them to refer patients to each other and/or exchange information on the availability of specialized hospice care for certain patients;

WHEREAS, Hospice Philippines, through the Philippine Cancer Society, is one of the conduits of the Department of Health for the distribution of Morphine to indigent patients making it necessary for Hospice Philippines, to establish and/or bring to its fold hospice institutions throughout the Philippines to effectively provide pain medication assistance to indigents afflicted with cancer or other life threatening illnesses;

WHEREAS, Hospice Philippines is a member of the Asia Pacific Hospice Palliative Care Network (APHN) based in Singapore and active collaborator of World Hospices based in London, England, two international organizations actively advocating hospice and palliative care services to patients afflicted with cancer and other life threatening illnesses;

WHEREAS, with the growing statistics on the incidence of cancer in the country, there is a need for Hospice Philippines to have a regular annual public celebration of Hospice and Palliative Care as a medium to gain public awareness of its services so that the greater number of the populace especially the indigent could avail of its services, inspire the establishment of hospice and palliative care institutions throughout the country and encourage existing institutions to join Hospice Philippines;

WHEREAS, the celebration of Hospice and Palliative Care Week in the Philippines will gain additional mileage if the same is held during the world’s observance of hospice and palliative care during the first week of October of each year.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the 1st week of October of each year as “National Hospice and Palliative Care Week”.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
