MEMORANDUM CIRCULAR NO. 171

ENJOINING THE OFFICIALS AND EMPLOYEES OF ALL GOVERNMENT OFFICES INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS, GOVERNMENT FINANCIAL INSTITUTIONS, STATE COLLEGES AND UNIVERSITIES, LOCAL GOVERNMENT UNITS AND GOVERNMENT EMPLOYEES’ ASSOCIATIONS TO PARTICIPATE IN THE “LINGAP BARANGAY” PROJECT

The Philippine Government Employees Association (PGEA) will launch “LINGAP BARANGAY”, a project whereby government agencies, through their employees’ associations, unions, and cooperatives, are enjoined to adopt a “depressed barangay” for their charitable and social works.

There is a need to synchronize the socio-charitable efforts of the various agencies to attain maximum impact in improving the quality of life of the identified beneficiaries and to inculcate the essence of social responsibility to all government officials and employees.

In support of the social reform agenda of the government, all officials and employees of government departments, bureaus and offices, including government-owned and controlled corporations, government financial institutions, state colleges and universities, local government units and government employees’ associations, are hereby enjoined to support and participate in meaningful community service, whether as participant or sponsor, of the “LINGAP BARANGAY” project, under the auspices of the PGEA and the National Social Welfare Group, created by virtue of Administrative Order No. 232, dated July 8, 2008.

This Memorandum Circular shall take effect immediately.

Manila, Philippines, NOV 28 2008

By authority of the President:
