BY THE PRESIDENT OF THE PHILIPPINES

PROCLAMATION NO. 1964

DECLARING FRIDAY, DECEMBER 18, 2009, AS SPECIAL (NON-WORKING) DAY IN THE CITY OF TACLOBAN

WHEREAS, Proclamation No. 1637, dated October 4, 2009, proclaimed the conversion of the City of Tacloban into a highly-urbanized city, provided that its effectivity can only be attained upon ratification in a plebiscite by qualified voters therein;

WHEREAS, Friday, December 18, 2009, marks the 1st Anniversary of the conversion of the City of Tacloban into a highly-urbanized city;

WHEREAS, it is but fitting and proper that the people of the City of Tacloban be given full opportunity to celebrate the occasion with appropriate ceremonies;

NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by the power of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Friday, December 18, 2009, as a special (non-working) day in the City of Tacloban.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 17th day of December, in the year of Our Lord, Two Thousand and Nine.
