MEMORANDUM CIRCULAR

ALL PROVINCIAL GOVERNORS, MUNICIPAL MAYORS, DILG REGIONAL DIRECTORS AND OTHERS CONCERNED

SUBJECT       :
LMP PROVINCIAL CHAPTER ELECTIONS

Section 11 of Article VI of the League of Municipalities of the Philippines (LMP) Constitution an By-Laws provides for the creation of Provincial Chapters. For the coming term, provincial chapter elections will held within July, 2010. Incumbent Chapter Presidents, or their duly authorized next ranking officers, are to convene and preside over the election of the new sets of chapter officers.

In this connection, and upon the request of Mayor Manuel M. Escalante III, Secretary-General, LMP, all Provincial Governors are encouraged to allow their Municipal Mayors to attend such chapter elections, on official business.

The payment of applicable traveling expenses, and registration fee, if any, as well as Annual Due based on the rates provided under Section 2 of Article IV of LMP-CBL, as amended, may be authorized chargeable against local funds, subject to the availability thereof, and to the usual accounting and auditing requirements and to all pertinent rules, rules and regulations.

Likewise, DILG Provincial Directors, or their duly authorized representatives, are hereby enjoined to witness the Provincial Chapter Elections on the dates and venues that will be determined by the LMP Provincial Chapters.

The LMP National President shall submit to, through the Director of Bureau of Local Government Supervision, the Secretary of Interior and Local Government, a Post-Election Report within fifteen (15) days after the completion of league elections at the provincial level.
