MEMORANDUM CIRCULAR NO. 11

Series of 2010

TO: ALL CONCERNED OFFICES INCLUDING THE REGIONAL OFFICES AND ENGINEERING DISTRICTS, LOCAL GOVERNMENT UNITS, UTILITY COMPANIES AND CONTRACTORS

SUBJECT: TEMPORARY SUSPENSION OF EXCAVATION ACTIVITIES ON ALL METRO MANILA ROAD RIGHT OF WAY

In view of the projected increase in the volume of vehicular and pedestrian traffic that will inevitably be brought about by the onset of the Yuletide Season, all excavation activities in all Metro Manila road right of way are hereby ordered temporarily suspended except Flagship Projects by the Government effective midnight of 15 December 2010 up to midnight of 02 January 2011, pursuant to the pertinent provisions of MMDA Ordinance No. 2, Series of 1991, “An Ordinance Governing Road Diggings/Excavations and Restoration in Metropolitan Manila”, which amended MMA Ordinance No.82-01 and with the promulgation of amendatory MMDA Regulation No. 98-009.

It is likewise advised that appropriate measures be undertaken to ensure that the affected roadways remain passable, clean, and serviceable to all vehicles and pedestrians during the period.

Any violation of the above mentioned order shall warrant imposition of fines and penalties as provided under Section 3 of MMDA Regulation No. 98-009.

This Circular takes effect upon approval.
