DEPARTMENT ORDER NO. 15-12

AMENDED GUIDELINES FOR THE ONE APPEAL PLAN

SECTION 1. Establishment of One Appeal Plan.

Department Circular No. 169, dated 27 January 1958, instituted a yearly tradition for each officer or employee of the Department to give a share for charitable purpose.

Department Order No. 24-89, dated 6 November 1989, provides that each employee or officer is requested to voluntarily contribute through payroll deductions to the One Appeal Plan.

Department Order No. 04-92, dated 26 August 1992, provides for the creation of the Committee on the One Appeal Plan to screen all requests, donations/ contributions etc. and to recommend payment chargeable against the One Appeal Plan.

Department Order No. 36-94, dated 24 August 1994, provides for the contribution scheme in the Home Office and Foreign Service under the One Appeal Plan.

Foreign Service Circular No. 31-95, dated 13 January 1995, provides for the remittance of One Appeal Plan contributions to the Department by all Posts, particularly the remittance of the proceeds of the 1994 contributions and of the years thereafter.

Department Order No. 05-09 dated 21 April 2009, provides for the revival of the One Appeal Plan.

Department Order No. 11-11 dated 14 June 2011, provides for the revised guidelines for the One Appeal Plan.

SECTION 2. System Plan and Objective.

The One Appeal Plan aims to provide a scheme through which all employees of the Department may seek and receive financial assistance in times of emergency.

It also aims to raise funds for the Department personnel’s donation to deserving charitable institutions.

SECTION 3. Composition of the One Appeal Plan Committee.

The One Appeal Plan Committee shall be formed to accept and process all requests for donations or financial assistance and approve payments chargeable against the One Appeal Plan fund.

The Committee shall be composed of the following:

Members:
The Undersecretary for Migrant Workers Affairs

The Chief Coordinator, OSEC

The Assistant Secretary, OPAS

The Assistant Secretary, OFM

The Assistant Secretary, OLA

President, DFAPA

SECTION 4. Request for Donations and Contributions

All requests for donations or financial assistance shall be coursed through the Technical Working Group of the One Appeal Plan Committee for verification. The TWG shall then forward the verified request to the Committee for consideration and approval.

SECTION 5. Source of Funding.

In addition to the existing balance of the One Appeal Plan fund certified by the Office of Fiscal Management (OFM) prior to the affectivity of this Department Order, the One Appeal Plan Fund shall henceforth be sourced from the voluntary contribution of all employees of the Department in the Home Office, Regional Consular Offices (RCOs) and Foreign Service Posts (FSPs) consisting of their one (1) day peso salary.

SECTION 6. Reportorial Requirements.

The Secretariat shall provide a monthly report to the Committee on the status and utilization of the One Appeal Fund.

SECTION 7. Repealing Clause.

All Department Orders, Circulars and Regulations, or parts thereof, which are inconsistent with any provisions of this Order are hereby repealed or amended accordingly.

SECTION 8. Effectivity.

This Department Order shall take effect immediately from the date of its submission with the Office of National Administrative Registry (ONAR) and publication in the Official Gazette or in any newspaper of general circulation.

This ORDER amends Department Order Nos. 05-09 and 11-11 accordingly.
