MEMORANDUM CIRCULAR NO. 41

ENJOINING ALL HEADS OF DEPARTMENTS, AGENCIES AND INSTRUMENTALITIES OF THE NATIONAL GOVERNMENT TO SEND NOMINEES TO THE PUBLIC MANAGEMENT DEVELOPMENT PROGRAM

WHEREAS, in pursuit of realizing the President’s goal of a professionalized and competent government bureaucracy, we are investing in a career executive service development program – the Public Management Development Program (PMDP), a purposive, program-based, and integrated professional development program that provides a clear direction towards professionalizing the bureaucracy by producing a corps of development-oriented, competent, dedicated, and accountable government executives; and,

WHEREAS, the Development Academy of the Philippines (DAP) has been tasked to implement this Program by harnessing its institutional experience and its mandate to carry out human resource development programs designed to instill development perspectives and advance management capability in the leadership of key sectors of the government.

NOW THEREFORE, all heads of departments, agencies, and instrumentalities of the National Government are hereby enjoined to send nominees to the 2013 PMDP.

The program description and requirements are attached hereto for reference.

This Circular shall take effect immediately.
