ANTI-MEASLES CAMPAIGN IN SCHOOLS

1. In response to the alarming increase of individuals/children sick of measles, the Department of Education (DepEd), following the advisory of the Department of Health (DOH), is conducting an Anti-Measles Campaign in all schools nationwide.
2. In this connection, the School Heads (SHs) through the Schools Division Superintendents (SDSs) and the Regional Directors (RDs) are hereby instructed to do the following tasks:
a. disseminate information about measles and measles immunization, which is detailed in Enclosure No. 1;
b. advise children manifesting flu-like symptoms to stay home, rest, and recuperate;
c. identify and report any case, to the concerned local health units as a result of the Preventive Alert System for Schools (PASS) using the guidelines in Enclosure No. 2; and
d. coordinate with the local government health units for the complete vaccination of children.
3. The RDs and SDSs shall mobilize all school officials to undertake supportive activities.
4. Reports on compliance shall be submitted to the Office of the Secretary (Attention: The Director, Health and Nutrition Center (HNC), DepEd Central Office, Pasig City.

ABOUT MEASLES
1. Highly contagious viral infection
2. A public health problem in the Philippines
3. Transmitted by droplets
4. Characterized by any of the following:
âgeneralized rash
âfever
âcough
ârunny nose
âconjunctivitis (red eyes)
5. Complications of measles in children include pneumonia, encephalitis, blindness, deafness, ear infection, diarrhea & dehydration.
6. Is very dangerous to very young and undernourished children
7. is very easily and rapidly transmitted from person to person through air or direct contact.
8. All children not immunized or infected are at highest risk of infection
9. No cure for measles, only prevention through immunization
10. Measles vaccines are free at all health centers nationwide
11. Measles vaccine is safe and effective

OPERATlONALIZING THE PREVENTIVE ALERT SYSTEM IN SCHOOLS (PASS)
1. The Preventive Alert System in Schools (PASS) is a systematic relay of information on a childâs or teacherâs state of health to appropriate personnel and/or agencies in the locality.
2. All school heads shall operationalize the PASS in their respective schools.
3. Teachers-in-charge shall explain in class how the PASS works:
Pupils/students will observe the well-being of their own classmates and if someone among them is not feeling well or has colds/cough and feverish, the sick pupil/student will be reported to the teacher for validation.
The early morning health inspection shall be conducted routinely by the teacher to detect the presence of fever and other signs and symptoms of infection. The teacher shall keenly observe the health status of each pupil in the classroom. If he/she finds out that a child is sick, this case shall be reported immediately to the principal.
The principal shall notify the family/guardian of the sick child. The feverish person shall be immediately referred to the school physician for evaluation. If the school does not have a physician, the nearest health center physician/municipal health officer or rural health midwife shall be consulted.
Depending on assessment, the student, teacher or another employee who has fever regardless of cause will be requested to stay at home for a number of days as determined by the school medical officer/municipal health officer/nurse.
The illness of the student, teacher or another school employee should be closely followed up by the health personnel.
4. School heads shall conduct daily monitoring of health status of school children and personnel and maintain record on health status. Lessons/materials for home study may be provided to the child.
5 School principals are expected to take the lead in operationalizing the PASS and to relay relevant information to the Schools Division Superintendent and such information be likewise relayed to the Office of the Secretary, Attention: Health and Nutrition Center.
