EXTENDING THE IMPLEMENTATION OF THE PRE-PORT CONGESTION TRUCK ROUTES IN MANILA (SPECIFICALLY ROXAS BOULEVARD), AS SPECIFIED IN MMC ORDINANCE NO. 5, SERIES OF 1994 AND OTHER SUBSEQUENT ISSUANCES

WHEREAS, the MMC has authorized the Special Traffic Committee to study, craft and formulate the new truck regulations to respond to the pressing needs to alleviate traffic congestion in major thoroughfares of Metro Manila and submit the same to the Metro Manila Council for approval and adoption;

WHEREAS, due to the exigent necessity to decongest the Ports of Manila which were in their capacity levels due to the adjustments of the truckers to the Manila Truck Ban Ordinance No. 8336 and to avoid adverse effects of the port congestion in the economy of the country, the MMC_STC under MMDA Resolution Nos. 10-17 and 13-02 passed MMC-STC Resolution No. 2, Series of 2012 entitled “SIX (6) MONTHS TWENTY FOUR (24) HOURS SPECIFIED TRUCK ROUTES IN METROPOLITAN MANILA FROM JUNE 10, 2014 TO DECEMBER 10, 2014”;

WHEREAS, MMC-STC Resolution No. 2, Series Of 2012 specified additional truck routes with no truck ban hours which may be used as alternative to the existing specified truck routes in Metro Manila;

WHEREAS, delegates from different countries for the Asia Pacific Economic Conference (APEC) are expected to arrive and stay in Metro Manila in 2015;

WHEREAS, Roxas Boulevard is utilized as an alternative route to the Airport;

WHEREAS, Manila Mayor Joseph Estrada has initiated the revival of Roxas Boulevard as a tourist attraction by allowing the establishment of restaurants in Baywalk strip facing Manila Bay;

WHEREAS, MMC Special Traffic Committee approved and implemented MMC-STC Resolution No. 10, Series of 2014 entitled “Implementing the Pre-port Congestion Truck Routes in Manila (Specifically Roxas Boulevard), as Specified in MMC Ordinance No. 5, Series of 1994, and other subsequent issuances” which helped decongesting the roads in Metro Manila;

WHEREAS, the MMC recognized the success of the numerous national and religious events that transpired in the year 2014 and early 2015 after the implementation of the pre-port congestion of truck routes in Metro Manila;

WHEREAS, considering the on-going construction of the NAIA Elevated Expressway, the Skyway Stage 3, and other DPWH infrastructure projects in Metro Manila, there is a necessity to extend MMC-STC Resolution No. 10, Series of 2014 to mitigate the adverse effect on traffic of the aforementioned infrastructure projects;

NOW, THEREFORE, by the authority vested upon MMC-STC under MMDA Resolution Nos. 10-17 and 13-02, be it resolved, as it is hereby resolved, that the Committee extends MMC-STC Resolution No. 10, Series of 2014 for a period of six (6) months or from June 1, 2015 to December 1, 2015, as provided below:

Cargo trucks and heavy vehicles having a gross capacity weight of more than 4,500 kgs. are covered by this resolution.
SOUTHERN TRUCK ROUTE

2.1 From Port Area to South Superhighway (SLEX)

Bonifacio Drive, left P. Burgos, Finance Road, Ayala Boulevard, right San Marcelino, left Pres. Quirino Ave., right South Superhighway.

Truck allowable period 24 hours, subject to prohibited dates in APEC related events

2.2 From South Superhighway (SLEX) to Port Area

South Superhighway, right Pres. Quirino Ave., left Plaza Dilao, right Pres. Quirino Ave. Extension, left United Nations Ave., right Romualdez St., left Ayala, Finance Road, P. Burgos right Bonifacio Drive to Port Area.

Truck allowable period 24 hours, subject to prohibited dates in APEC related events

NORTHERN TRUCK ROUTE

3.1 From Port Area to North Diversion Road

3.1.1 Option 1: From Pier Zone, travelling northward along R-10 right Capulong towards Tayuman, straight ahead towards Gov. Forbes, left Maria Clara, left Dimasalang, right Blumentritt, left A. Bonifacio and find their way to the north.

Note: The route is subject to an on-going Blumentritt Interceptor Project of DPWH which will render Blumentritt impassable to trucks, subsequent to the passage of this Resolution.

3.1.2 Option 2: From Port o Manila straight to R-10, right at C-3, left at A. Bonifacio Ave. to NLEX and to destination.

Truck allowable period 24 hours, subject to prohibited dates in APEC related events

3.2 From North Diversion Road to Port Area

Option 1: Take Balintawak, straight to A. Bonifacio Ave., turn right at 5th Ave./C-3 (east side), right at 5th Street, left at 7th Ave., left at Baltazar St., right at 5th Ave./C-3 (west side) then left at R-10 to destination.

Note: The route “From the north and travelling southward along A. Bonifacio Ave., right Blumentritt, left Aurora Blvd., right Dimasalang, right Aragon St., right Gov. Forbes towards Tayuman and Capulong, left R-10 to the Pier Zone ” is NOT PASSABLE at present due to an on-going Blumentritt Interceptor Project of DPWH scheduled to be completed by late 2015.

Truck allowable period 24 hours, subject to prohibited dates in APEC related events

EASTERN TRUCK ROUTE

4.1 From Port Area to Marcos Highway

From Pier Zone travelling along R-10, right at Capulong towards Tayuman, straight ahead towards A.H. Lacson Ave. (Gov. Forbes), left Ma. Clara, cross Dimasalang, right at Constancia St., left at Laong-Laan St., straight ahead towards D. Tuazon Ave., left Quezon Ave. straight towards Elliptical Road, take Commonwealth Ave., right at University Ave., right at C.P. Garcia straight towards Katipunan Ave. then right at Katipunan Ave., turn left Aurora Boulevard straight towards Marcos Highway to destination.

Truck regulation hours: 6:00 A.M. to 10:00 A.M. and from 5:00 P.M. to 10:00 P.M.

4.2 From Marcos Highway to Port Area

Marcos Highway straight towards Aurora Blvd., right at Katipunan, straight towards Tandang Sora, left Commonwealth Ave., straight towards Elliptical Road, take Quezon Ave., right at G. Araneta Ave., straight towards Sgt. Rivera then turn right at 5th St., left at 7th Ave., left at Baltazar St., right at 5th Ave./C-3 (west side) then left at R-10 to destination.

Truck regulation hours: 6:00 A.M. to 10:00 A.M. and from 5:00 P.M. to 10:00 P.M.

ROXAS BOULEVARD TRUCK ROUTE (AMENDED)

5.1 From Port Area to CAVITEX

Bonifacio Drive, left P. Burgos, Finance Road, Ayala Blvd. right San Marcelino, left Pres. Quirino Ave., right at SLEX to destination.

Truck allowable period 24 hours, subject to prohibited dates in APEC related events

5.2 From CAVITEX to Port Area

From CAVITEX via Governor’s Drive to SLEX/Superhighway, right Pres. Quirino Ave., left Plaza Dilao, right Pres. Quirino Ave. Extension, left United Nations Ave., right Romualdez St., left Ayala, Finance Road P. Burgos, right Bonifacio Drive to Port Area.

Truck allowable period 24 hours, subject to prohibited dates in APEC related events

OTHER TRUCK ROUTES:

6.1 Along Ramon Magsaysay Boulevard

6.2 Along Shaw Boulevard

6.3 Along C.P. Garcia Avenue (C-5)

6.4 Along Gregorio Araneta Avenue

6.5 Along Congressional Avenue

6.6 Along Mindanao Avenue

Truck regulation hours: 6:00 A.M. to 10:00 A.M. and from 5:00 P.M. to 10:00 P.M.

Total truck ban on EDSA and to the three (3) Central Business Districts – Makati, Ortigas and Bonifacio Global City – shall remain enforced.
Failure to observe the foregoing rules, the trucks shall be apprehended and pay the fine of Php2,000.00. The driver’s license of the driver who is apprehended three (3) times for violation of Truck Ban Rules shall be recommended by MMDA for suspension of one (1) year, as provided in MMDA Resolution No. 14-14, Series of 2014.
All other issuances not inconsistent herewith shall continue to be effective.
The MMC-STC shall have the authority to change/amend the truck routes, truck hours and effectivity period anytime as the necessity requires.
The MMDA Chairman is hereby authorized to issue Implementing Guidelines or Memorandum Circulars in furtherance and effective implementation of this Resolution.
Should any part of this Resolution be declared invalid or unconstitutional, those provisions not affected shall continue to be effective.
This Resolution shall take effect immediately after the publication in two (2) newspapers of general circulation.
