FURTHER EXTENDING THE IMPLEMENTATION OF ONE TRUCK LANE POLICY ALONG C5 AND KATIPUNAN FROM AUGUST 1, 2015 UP TO JANUARY 31, 2016

WHEREAS, Sec. 3b of RA 7924 mandates the MMDA to manage transport and traffic in Metro Manila, which include the formulation, coordination and monitoring of policies, standards, programs and projects to rationalize the existing transport operations, infrastructure requirements, the use of thoroughfares and promotion of safe and convenient movement of persons and goods;

WHEREAS, the Metro Manila Council (MMC), Special Traffic Committee (STC) enacted MMC-STC Resolution No. 05, Series of 2014 entitled “Implementing a One Truck Lane Policy Along C5 and Katipunan” to alleviate traffic congestion in the major thoroughfares of Metro Manila, which shall be effective from September 1, 2014 to January 31, 2015;

WHEREAS, the Metro Manila Council on September 17, 2014 enacted MMDA Resolution No. 18, Series of 2014 affirming among others, MMC-STC Resolution No. 05, Series of 2014;

WHEREAS, that on its analysis, the Special Traffic Committee recognized the success and other positive effects of the implementation of the one truck lane policy along C5 and Katipunan;

NOW, THEREFORE, by the authority vested upon the Special Traffic Committee, be it resolved, as it is hereby resolved, that the Committee passes the following truck ban rules in Metro Manila to be adopted from August 1, 2015 to January 31, 2016:

Cargo trucks and heavy vehicles having a gross capacity weight of more than 4,500 kilograms are covered by this resolution.
During the truck hours from Monday- Saturday, including Sundays and Holidays, trucks shall only use the innermost lane along C5 and shall strictly observe the one-lane policy.
To ensure the efficient implementation of this Resolution, U-turn slots along C5 and Katipunan shall be closed and signalized intersections shall be opened.
At no time during the whole day will container trucks be allowed to park on any street along C5 and Katipunan.
Failure to observe the one-lane policy, the truck shall be apprehended and pay the fine of Php 2, 000.00 that is corresponding to the violation of Truck ban Regulation, and MMDA shall recommend the blacklisting of the trucking company.
Should any part of this Resolution be declared invalid or unconstitutional, the other provisions not affected shall remain in full force and effect.
The MMDA Chairman is authorized to issue circulars or implementing guidelines for the efficient and effective implementation of this Resolution.
All previous issuances inconsistent with the provisions of this Order are hereby repealed or modified accordingly.
This Resolution shall be effective from August 1, 2015 to January 31, 2016 unless sooner repealed or revoked.
