MEMORANDUM ORDER NO. 83
CONCURRENCE OF THE PRESIDENT IN THE DEPUTATION OF THE ARMED FORCES OF THE PHILIPPINES (AFP), PHILIPPINE NATIONAL POLICE (PNP), LAW ENFORCEMENT AGENCIES, AND OTHER INSTRUMENTALITIES OF THE GOVERNMENT IN CONNECTION WITH THE 11 JULY 2015 PLEBISCITE TO RATIFY THE CREATION OF SEVEN (7) NEW BARANGAYS SEPARATE AND DISTINCT FROM THE MOTHER BARANGAY OF SAN VICENTE, SAN PEDRO, LAGUNA
WHEREAS, Provincial Ordinance No. 8 (s. 1997) of the Sangguniang Panlalawigan of Laguna provides for the creation of seven (7) new barangays: Pacita 1, Chrysanthemum, Rosario, Pacita 2, Fatima, San Lorenzo Ruiz, and Maharlika, separate and distinct from the mother barangay of San Vicente, San Pedro, Laguna;
WHEREAS, the Commission on Elections (COMELEC), through its Resolution No. 9969 (s. 2015), resolved to set the date of the plebiscite to ratify the creation of seven new barangays separate and distinct from the mother barangay of San Vicente, San Pedro, Laguna on 11 July 2015;
WHEREAS, the COMELEC, through its Resolution No. 9977 (s. 2015), resolved to request the concurrence of the President in the deputation of the AFP, PNP, law enforcement agencies, and other instrumentalities of the Government in connection with the 11 July 2015 plebiscite; and
WHEREAS, pursuant to Section 2 (4), Article IX-C of the Constitution, the COMELEC is empowered to deputize, with the concurrence of the President, law enforcement agencies and instrumentalities of the Government, including the AFP, for the exclusive purpose of ensuring free, orderly, honest, peaceful, and credible elections.
NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, hereby concur with COMELEC Resolution No. 9977, deputizing the AFP, PNP, law enforcement agencies, and other instrumentalities of the Government to assist COMELEC in ensuring the free, orderly, honest, peaceful, and credible conduct of the 11 July 2015 plebiscite to ratify the creation of seven (7) new barangays separate and distinct from the mother barangay of San Vicente, San Pedro, Laguna.
The foregoing law enforcement agencies and other concerned agencies are hereby directed to coordinate and cooperate with the COMELEC in the performance of their duties and functions.
This Memorandum Order shall take effect immediately.
