EXPLANATORYMEMORANDUM
This Act authorises the issue and appropriation from the Consolidated Revenue Fund of the Federation the total sum of =N=4,987,220,425,601 (four trillion, nine hundred and eighty-seven billion, two hundred and twenty million, four hundred and twenty-five thousand, six hundred and one Naira) only, of which, =N=387,976,000,000 (three hundred and eighty-seven billion, nine hundred and seventy-six million Naira) only is for Statutory Transfers, =N=591,764,000,000 (five hundred and ninety-one billion, seven hundred and sixty-four million Naira) only is for Debt Service, =N=2,386,024,770,349 (two trillion, three hundred and eighty-six billion, twenty-four million, seven hundred and seventy thousand, Ihree hundred and forty-nine Naira) only, is for Recurrent (Non-Debt) Expenditure, while the balance of =N=l ,621 ,477,655,252 (one liilliori, six hundred and twenty-one billion, four hundred and seventy-seven million. six hundred and fifty-five thousond. two hundred and fifly-two Naira) only is for contribution to the Development Fund for Capital Expenditure for the year ending 31st December, 2013.

An Act to authorise the issue and appropriation from the Consolidated Revenue Fund of the Federation the total sum of =N=4,987,220,425,601 (four trillion, nine hundred and eighty-seven billion, two hundred and twenty million, four hundred and twenty-five thousand, six hundred and one Naira) only, of which, =N=387,976,000,000 (three hundred and eighty-seven billion, nine hundred and seventy-six million Naira) only is for Statutory Transfers, =N=591,764,000,000 (five hundred and ninety-one billion, seven hundred and sixty-four million I'-Jaira)only is for Debt Service, =N=2,386,024,770,349 (two trillion, three hundred and eighty-six billion, twenty-four million, seven hundred and seventy thousand, three hundred and forty-nine Naira) only, is for Recurrent (Non-Debt) Expenditure, while the balance of =N=1,621,477,655,252 (one trillion. six hunded and twenty-one billion, four hundred and seventy-seven million, six hundred and fifty-five thousand, two hundred and fifty-two Naira) only is for contribution to the Development Fund for Capital Expenditure for the year ending 31st December, 2013.
ENACTEDby the National Assembly of the Federal Republic of Nigeria:
(1) The Accountant-General of the Federation sholl, when authorised to do so by Warrants signed by the Minister charged with responsibility for finance, payout of the Consolidated Revenue Fund of the Federation during the year ending on the 31st day of December 2013, the sums specified by the warrants, not exceeding in the aggregate =N=4,987,220,425,601 (four trillion, nine hundred and eighty-seven billion, two hundred and twenty million, four hundred and twenty-five thousand, six hundred and

one Naira) only,.
(2) The amount mentioned in subsection (1) of this section is hereby appropriated to the heads of expenditure as specified in the Schedule to this Act.
(3) No part of the amount shall be released from the Consolidated Revenue Fund of the Federation after the end of the year mentioned in subsection (2) of this section.
2. Notwithstanding the provisions of Section 19 of the Finance (Control and Management) Act, 2004 or section 1 mid 3 of the 2012 Appropriation Act or any other finance law for the time being in force, all unutilised, unexecuted and unimplemented Capital Expenditure Component of the 2012 Appropriation Act shall be construed to form part of the 2013 Act provided that the unutilized Capitol Expenditure Componet of 2012 Budget shall lapse on the 12th day of April 2013
3 Amounts appropriated under this Act shall be released from the Consolidated Revenue Fund of the Federation and applied only for the purpose specified in the Schedule to this Act.
