Report on Implementation of the Budget of the Baltic Assembly for 2013

 

1. General information

 

The budget expenditures of the Baltic Assembly in 2013 consist of the following categories:

- Session of the Baltic Assembly and the Baltic Council;

- Meetings of the Presidium of the Baltic Assembly;

- Meetings of the committees of the Baltic Assembly;

- International cooperation;

- Informative activities and other events;

- Baltic Assembly prizes for literature, the arts and science, as well as the Baltic Innovation Prize;

- Secretariat of the Baltic Assembly;

- Unplanned expenses;

- Presidency Fund.

The budget for 2013 consisted of membership fees from the national parliaments of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania in the amount of EUR 91,380. The total budget of the Baltic Assembly for 2013 was EUR 274,140.

2. Overview of the budget expenditures by categories

 

2.1. Session of the Baltic Assembly and Baltic Council

The 32nd Session of the Baltic Assembly and the 19th Baltic Council took place on
28–29 November 2013 in Rīga (Latvia). During the Session, meetings of the Presidium and committees of the Baltic Assembly, as well as joint committee meetings, were held. Meetings with international organisations were also held. From the total amount of funds allocated for the Session and the Baltic Council, EUR 37,156 was spent.

 

2.2. Meetings of the Presidium of the Baltic Assembly

The following meetings of the Presidium took place:

- Meeting of the Presidium on the margins of the meeting of the Standing Committee of the Baltic Sea Parliamentary Conference: 30 January–1 February, Brussels (Belgium);

- Meeting of the Presidium on the margins of European Maritime Day: 19–22 May, Valetta (Malta);

- Meeting of the Presidium on the margins of the Session of the Benelux Parliament, joint meeting of the Presidium of the Baltic Assembly and the Presidium of the Benelux Parliament: 13–15 June, Luxembourg;

- Meeting of the Presidium: 12–13 September, Liepāja (Latvia);

- Interparliamentary Conference under the parliamentary dimension of the Lithuanian presidency of the Council of the European Union: 16–17 October, Vilnius (Lithuania);

- Meeting of the Presidium on the margins of the Session of the Nordic Council:
28–31 October, Oslo (Norway);

- Unplanned meeting of the Presidium: 21–22 November, Rīga (Latvia).

From the total amount of funds allocated for the meetings of the Presidium, EUR 9,534 was spent.

 

2.3. Meetings of the committees of the Baltic Assembly

The following meetings of the committees took place:

- Meeting of the Budget and Audit Committee: 7 February, Rīga (Latvia);

- Meeting of the Budget and Audit Committee: 12–13 September, Liepāja (Latvia).

From the total amount of funds allocated for the meetings of the committees, EUR 876 was spent.

 

2.4. International cooperation

From the total amount of funds allocated for international cooperation, EUR 71,106 was spent.

 

2.4.1. International parliamentary seminars

The following international parliamentary seminars with participation of the relevant standing committees of the national parliaments of the Baltic, Nordic, and Benelux countries, committees of the Nordic Council, the Benelux Parliament and the GUAM PA, as well as representatives of the Baltic Council of Ministers, took place:

- Parliamentary seminar organised by the Economics, Energy and Innovation Committee: 7–8 February, Rīga (Latvia);

- Parliamentary seminar organised by the Education, Science and Culture Committee and the Economics, Energy and Innovation Committee: 21–22 March, Rīga (Latvia);

- Parliamentary seminar organised by the Legal Affairs and Security Committee:
18–19 April, Vilnius (Lithuania);

- Parliamentary seminar organised by the Welfare Committee: 16–17 May, Vilnius (Lithuania);

- Parliamentary seminar organised by the Natural Resources and Environment Committee: 6–7 June, Pärnu (Estonia);

- Parliamentary seminar organised by the Economics, Energy and Innovation Committee: 10–11 October, Vilnius (Lithuania).

From the total amount of funds allocated for the international parliamentary seminars,
EUR 29,822 was spent.

 

2.4.2. International Conference of the Baltic Assembly

The international conference was held on 9–10 May in Rīga (Latvia). From the total amount of funds allocated for international conference, EUR 8,898 was spent.

 

2.4.3. Annual summit of the Baltic Assembly and the Nordic Council

 

2.4.3.1. Annual summit of the Baltic Assembly and the Nordic Council planned for 2012

The annual summit of the Baltic Assembly and the Nordic Council planned for 2012 took place on 17–18 January 2013 in Rīga (Latvia). According to the Budget and Audit Committee’s decision of 9 November 2012, funds in the amount of EUR 7,437 allocated for this summit were transferred from the budget of the Baltic Assembly for 2012. From the total amount of funds allocated for the annual summit, EUR 4,981 was spent.

 


2.4.3.2. Annual summit of the Baltic Assembly and the Nordic Council planned for 2013

The annual summit of the Baltic Assembly and the Nordic Council planned for 2013 was rescheduled for 21–22 January 2014 to be held in Copenhagen (Denmark). According to the Budget and Audit Committee’s decision as of 29 November 2013, funds in the amount of EUR 5,098 allocated for this summit were transferred to the budget of the Baltic Assembly for 2014. From the total amount of funds allocated for the annual summit, EUR 294 was spent.

 

2.4.4. Participation in the activities of the Baltic Sea Parliamentary Conference (BSPC) and cooperation with the Baltic Sea organisations

The following meetings of the BSPC Standing Committee, the BSPC working groups, the BSPC Secretariat and other activities took place:

- Meeting of the BSPC Secretariat: 10–11 January, Berlin (Germany);

- Meeting for planning the 22nd BSPC: 23 January, Tallinn (Estonia);

- Meeting of the BSPC Working Group on Green Growth and Energy Efficiency:
28 February–1 March, Bergen (Norway);

- Meeting of the BSPC Secretariat: 25–26 March, Tallinn (Estonia);

- Conference on maritime policy: 11–12 April, Schwerin (Germany);

- XI Baltic Sea NGO Forum: 16–17 April, St. Petersburg (Russia);

- Meeting of the BSPC Standing Committee: 26–28 May, Tartu (Estonia);

- Meeting of the BSPC Working Group on Green Growth and Energy Efficiency:
9–11 June, Bornholm (Denmark);

- Meeting on the mandate of the BSPC Working Group on Innovation: 19 June, Rīga (Latvia);

- 22nd BSPC: 25–27 August, Pärnu (Estonia);

- Meeting of the BSPC Secretariat: 7–8 October, Schwerin (Germany);

- Meeting of the BSPC Secretariat (prepayment for the tickets): 9–10 January 2014, Oslo (Norway);

- Meeting of the BSPC Standing Committee (prepayment for the tickets): 29–30 January 2014, Brussels (Belgium).

From the total amount of funds allocated for participation in the activities of the BSPC and cooperation with the Baltic Sea organisations, EUR 5,882 was spent.

 

2.4.5. Cooperation with the Nordic Council

The following joint events took place:

- 6th Barents Parliamentary Conference: 21–24 April, Harstad (Norway);

- Nordic–Russian round-table discussion: 14–16 May, Syktyvkar (Russia);

- Nordic Council – Baltic Assembly and Belarus opposition seminar: 16–17 September, Vilnius (Lithuania);

- Meeting of the ScanBalt on health and innovation: 25–27 September, Brussels (Belgium);

- 3rd Northern Dimension Parliamentary Forum: 10–12 November, Arkhangelsk (Russia).

From the total amount of funds allocated for cooperation with the Nordic Council, EUR 4,136 was spent.

 

2.4.6. Cooperation with the Benelux Parliament

The following joint events took place:

- Meeting of the Secretariat of the Baltic Assembly and the Secretariat of the Benelux Parliament: 6–8 March, Brussels (Belgium);

- Seminar of the Benelux Parliament: 25–26 April, Luxembourg;

- Baltic–Benelux parliamentary seminar: 26–27 September, Rīga (Latvia);

- Seminar of the Benelux Parliament: 14–16 November, Wageningen (the Netherlands).

From the total amount of funds allocated for cooperation with the Benelux Parliament,
EUR 8,961 was spent.

 

2.4.7. Cooperation with the GUAM Parliamentary Assembly and other partners within the framework of the European Neighbourhood Policy

The following joint events took place:

- International conference of the Baltic Assembly and the GUAM Parliamentary Assembly: 25–29 June, Batumi (Georgia);

- Annual Session of the GUAM Parliamentary Assembly: 1–4 December, Tbilisi (Georgia).

From the total amount of funds allocated for cooperation with the GUAM Parliamentary Assembly and other partners within the framework of the European Neighbourhood Policy, EUR 8,132 was spent.

 

2.5. Informative activities and other events

From the total amount of funds allocated for informative activities and other events,
EUR 9,351 was spent.

 

2.5.1. Baltic Assembly medals

A total of 10 medals were produced. From the total amount of funds allocated for production of the medals, as well as folders and certificates for the medals, EUR 1,158 was spent.

 

2.5.2. Baltic Assembly website

From the total amount of funds allocated for maintenance and update of the website www.baltasam.org, EUR 649 was spent.

 

2.5.3. Baltic Assembly basketball tournament

The basketball tournament was held on 12–13 September in Liepāja (Latvia). From the total amount of funds allocated for organising the basketball tournament, EUR 7,544 was spent.

 

2.6. Baltic Assembly prizes for literature, the arts and science, and the Baltic Innovation Prize

The Baltic Assembly awards its prizes annually (monetary prize, certificate and statuette). Meetings of the national judging committees were held Tallinn (Estonia), Rīga (Latvia) and Vilnius (Lithuania), and a meeting of the Joint Judging Committee was held on 3–4 October in Rīga (Latvia). The awarding ceremony took place on 28 November in Rīga (Latvia). From the total amount of funds allocated for Baltic Assembly prizes and the Baltic Innovation Prize, EUR 43,580 was spent.

 

2.7. Secretariat of the Baltic Assembly

From the total amount of funds allocated for the Secretariat, EUR 71,952 was spent. These expenditures include salaries for the staff members of the Secretariat, expenses for rent of the premises, office equipment, public utilities, communications, stationery, software, annual office insurance, repairs, postal services and other services, as well as unplanned expenses.

 

2.8. Unplanned expenses

From the total amount of funds allocated for unplanned expenses, EUR 848 was spent on changes in currency exchange rates and commission fees for money transfers.

 


2.9. Presidency Fund

From the total amount of the Latvian Presidency Fund, EUR 2,786 was spent for the meetings with national delegations of the Baltic Assembly and developing new design and installing new software for the website www.baltasam.org.
