The budget expenditures of the Baltic Assembly in 2014 consisted of the following categories:
- Session of the Baltic Assembly and the Baltic Council;
- meetings of the Presidium of the Baltic Assembly;
- meetings of the committees of the Baltic Assembly;
- international cooperation;
- informative activities and other events;
- Baltic Assembly prizes for literature, the arts and science, as well as the Baltic Innovation Prize;
- secretariat of the Baltic Assembly;
- unplanned expenses;
- presidency fund.
The budget for 2014 consisted of membership fees from the national parliaments of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania in the amount of EUR 91,380. The total budget of the Baltic Assembly for 2014 was EUR 274,140.

2. Overview of the budget expenditures by categories
2.1. Session of the Baltic Assembly and Baltic Council
The 33rd Session of the Baltic Assembly and the 20th Baltic Council took place on
23 – 24 October 2014 in Tallinn (Estonia). During the Session, meetings of the Presidium and committees of the Baltic Assembly, as well as joint committee meetings, were held. Meetings with international organisations were also held. From the total amount of funds allocated for the Session and the Baltic Council, EUR 37,660 were spent.
2.2. Meetings of the Presidium of the Baltic Assembly
The following meetings of the Presidium took place:
- meeting of the Presidium on the margins of the meeting of the BSPC Standing Committee: 29-30 January, Brussels (Belgium);
- meeting of the Presidium on the margins of the BA-BCM theme conference: 16 May, Tallinn (Estonia);
- meeting of the Presidium: 26–27 May, Jūrmala (Latvia);
- participation in the annual Session of the Benelux Parliament: 19-21 June, Luxembourg;
- meeting of the Presidium: 11-12 September, Võru (Estonia);
- meeting of the Presidium on the margins of the NC Session: 28-30 October, Stockholm (Sweden);
- participation in the 7th GUAM Parliamentary Assembly (PA) Session: 9-12 November, Chisinau (Moldova);
- pre-payment in connection with the meeting of the Presidium: 22 January 2015, Brussels (Belgium).
From the total amount of funds allocated for the meetings of the Presidium, EUR 10,161 were spent.
2.3. Meetings of the committees of the Baltic Assembly
The following meetings of the committees took place:
- meeting of the Budget and Audit Committee: 7 February, Tallinn (Estonia);
- meeting of the Ad Hoc Group:20-21 February, Tallinn (Estonia);
- meeting of the Ad Hoc Group:3-4 April, Rīga (Latvia);
- meeting of the Budget and Audit Committee: 11-12 September, Võru (Estonia).
From the total amount of funds allocated for the meetings of the committees, EUR 2,293 were spent.
2.4. International cooperation
From the total amount of funds allocated for international cooperation, EUR 76,696 were spent.
2.4.1. International parliamentary seminars
The following international parliamentary seminars with participation of the relevant standing committees of the national parliaments of the Baltic, Nordic and Benelux countries, committees of the Nordic Council, the Benelux Parliament and the GUAM PA, as well as representatives of the Baltic Council of Ministers, took place:
- parliamentary seminar organised by the Welfare Committee: 23-24 January, Rīga (Latvia);
- parliamentary seminar organised by the Legal Affairs and Security Committee: 6-7 February, Tallinn (Estonia);
- parliamentary seminar organised by the Economics, Energy and Innovation Committee: 27-28 February, Rīga (Latvia);
- parliamentary seminar organised by the Education, Science and Culture Committee: 13-14 March, Vilnius (Lithuania);
- parliamentary seminar organised by the Economics, Energy and Innovation Committee: 10-11 April, Klaipėda (Lithuania);
- parliamentary seminar organised by the Welfare Committee: 8-9 May, Vilnius (Lithuania);
- parliamentary seminar organised by the Natural Resources and Environment Committee: 5-6 June, Vilnius (Lithuania).
From the total amount of funds allocated for the international parliamentary seminars,
EUR 34,330 were spent.
2.4.2. Theme Conference of the Baltic Assembly and the Baltic Council of Ministers
The theme conference was held on 15-16 May in Tallinn (Estonia). From the total amount of funds allocated for the theme conference, EUR 9,123 were spent.
2.4.3. Trilateral conference of the Baltic Assembly, the Nordic Council and the Benelux Parliament
The trilateral conference was held on 24-25 April in Tallinn (Estonia). From the total amount of funds allocated for the conference, EUR 9,219 were spent.
2.4.4. Annual summit of the Baltic Assembly and the Nordic Council
2.4.4.1. Annual summit of the Baltic Assembly and the Nordic Council planned for 2013
The annual summit of the Baltic Assembly and the Nordic Council planned for 2013 took place on 21-22 January 2014 in Copenhagen (Denmark). According to the Budget and Audit Committee’s decision of 29 November 2013, funds in the amount of EUR 4,804 allocated for this summit were transferred from the budget of the Baltic Assembly for 2013. From the total amount of funds allocated for the annual summit, EUR 3,626 were spent.
2.4.5. Participation in the activities of the Baltic Sea Parliamentary Conference (BSPC) and cooperation with the Baltic Sea organisations
The following meetings of the BSPC Standing Committee, the BSPC working groups, the BSPC Secretariat and other activities took place:
- meeting of the BSPC Secretariat: 9-10 January, Oslo (Norway);
- BSPC, CBSS and BASREC seminar: 3-4 March, Helsinki (Finland);
- meeting of the BSPC Working Group on Innovation: 26-28 March, Tromsø (Norway);
- European Maritime Day: 18-20 May, Bremen (Germany);
- meeting of the BSPC Standing Committee: 19-20 May, Gdansk/Sopot (Poland);
- meeting of the BSPC Working Group on Innovation: 19-20 June, Birštonas (Lithuania);
- 23rd BSPC: 23-26 August, Olsztyn (Poland);
- meeting of the BSPC Secretariat and BSPC Standing Committee: 25-26 September, Berlin (Germany);
- meeting of the BSPC Standing Committee: 6-7 November, Kiel (Germany);
- meeting of the BSPC Working Group on Innovation: 13-14 November 2014, Copenhagen (Denmark);
- pre-payment for the meeting of the BSPC Secretariat: 8-9 January 2015, Berlin (Germany);
- pre-payment for the meeting of the BSPC Standing Committee: 21-23 January 2015, Brussels (Belgium).
From the total amount of funds allocated for participation in the activities of the BSPC and cooperation with the Baltic Sea organisations, EUR 7,531 were spent.
2.4.6. Cooperation with the Nordic Council
The following joint events took place:
- meeting of the parliamentarians from the Baltic Assembly and the Nordic Council: 20-21 March, Vilnius (Lithuania);
- meeting of the parliamentarians from the Baltic Assembly and the Nordic Council: 24 March, Rīga (Latvia);
- meeting of the parliamentarians from the Baltic Assembly, the Nordic Council and the Visegrad Group: 16-17 June, Stockholm (Sweden);
- parliamentary seminar of the Nordic Council and the Baltic Assembly on Belarus: 15 October Vilnius (Lithuania).
From the total amount of funds allocated for cooperation with the Nordic Council, EUR 1,507 were spent.
2.4.7. Cooperation with the Benelux Parliament
The following joint event took place:
- conference on smart cities: 16-18 October, Ghent (Belgium).
From the total amount of funds allocated for cooperation with the Benelux Parliament,
EUR 1,409 were spent.
2.4.8. Cooperation with the GUAM PA and other partners within the framework of the European Neighbourhood Policy
The following joint events took place:
- participation in the Inaugural Session of the SEECP Parliamentary Assembly: 9-11 May, Bucharest (Romania);
- participation of the GUAM PA delegation in the BA–BCM theme conference: 15-17 May, Tallinn (Estonia).
From the total amount of funds allocated for cooperation with the GUAM PA and other partners within the framework of the European Neighbourhood Policy, EUR 1,183 were spent.
2.4.9. Meeting of parliamentarians of the Nordic Council, Benelux Parliament, GUAM PA, Visegrad countries and the Baltic Assembly
Meeting of parliamentarians of the Nordic Council, Benelux Parliament, GUAM PA, Visegrad countries and the Baltic Assembly was organised on 23-24 November 2014 in Rīga (Latvia). For organising of this parliamentary meeting, EUR 7,819 were spent.
2.5. Informative activities and other events
From the total amount of funds allocated for informative activities and other events,
EUR 9,915 were spent.
2.5.1. Baltic Assembly medals
A total of nine medals were produced. From the total amount of funds allocated for production of the medals, their folders and certificates, as well as travel and hotel expenses for receivers of the BA medals, EUR 1,484 were spent.
2.5.2. Baltic Assembly website
From the total amount of funds allocated for maintenance and update of the website www.baltasam.org, EUR 931 were spent.
2.6. Baltic Assembly prizes for literature, the arts and science, and the Baltic Innovation Prize
The Baltic Assembly awards its prizes annually (monetary prize, certificate and statuette). Meetings of the national judging committees were held in Tallinn (Estonia), Rīga (Latvia) and Vilnius (Lithuania), and a meeting of the Joint Jury was held on 25-26 September in Rīga (Latvia). The awarding ceremony took place on 23 October 2014 in Tallinn (Estonia). From the total amount of funds allocated for the Baltic Assembly prizes and the Baltic Innovation Prize, EUR 57,516 were spent.
2.7. Secretariat of the Baltic Assembly
From the total amount of funds allocated for the Secretariat, EUR 71,595 were spent. These expenditures include salaries for the staff members of the Secretariat, expenses for rent of the premises, office equipment, public utilities, communications, stationery, software, annual office insurance, repairs, postal services and other services, as well as unplanned expenses.
2.8. Unplanned expenses
From the total amount of funds allocated for unplanned expenses, EUR 471 were spent on changes in currency exchange rates and commission fees for money transfers.
2.9. Presidency fund
From the total amount of the presidency fund, EUR 51,493 were spent for the events marking the 25th anniversary of the Baltic Way and the 20th anniversary of the Baltic Assembly Prizes for Literature, the Arts and Science (planting of the trees, national projects to mark the 25th anniversary of the Baltic Way, competition for the youth).
