Baltic Assembly Sessions

The 22^nd Session of the Baltic Assembly and the 9^th  Baltic Council took place on 27 –29 November 2004 in the Seimas, Vilnius, Lithuania.

During the Session of the Baltic Assembly and the Baltic Council, the following meetings were held:

·    Meeting of the Presidium of the Baltic Assembly;

·    Meetings of the committees of the Baltic Assembly;

·    Meetings of the party groups of the Baltic Assembly;

·    Meeting with the representatives of the Baltic Council of Ministers;

·    Meeting of the Baltic Assembly Presidium with the chairpersons and deputy chairpersons of the Baltic Assembly committees;

·    Meeting with the representatives of the Nordic Council;

·    Meeting with the representatives of the Benelux Interparliamentary Consultative Council.

Total expenditures related to these events amounted to EUR 31,140*, (planned EUR 33,650), which included accommodation costs, premiums, translation costs, travel costs, organizational costs, producing medals and souvenirs, preparation of informative materials.

Baltic Assembly Presidium Meetings

Six Baltic Assembly Presidium meetings took place from January to December of 2003:

·    Presidium meeting in Vilnius, 11-13 January;

·    Presidium meeting in Brussels,14-15 March;

·    Visit of the BICC President; meeting of the BA Presidium; the 10th Anniversary of the Renewed Parliament of the Republic of Latvia: Riga, 6-7 July;

·    Presidium meeting in Oulu, 6-9 September;

·    Presidium meeting in Riga, 29-30 September;

·    Presidium meeting in Oslo, 27-29 October.

The total amount of funds allocated for meetings of the Presidium was EUR 6,750, and EUR 6,937 was actually spent. Expenditures include accommodation costs, translation costs, preparation of informative materials, accommodation, representation and organizational costs.

Baltic Assembly Committee Meetings

Eight meetings of the standing committees, two meetings of the Budget and Audit Committee and one meeting of the Drafting Committee, as well as three unplanned meetings, took place from January to December of 2003.

·   Security and Foreign Affairs Committee

The meeting of the Security and Foreign Affairs Committee took place on 12 –13 June in Palanga and Klaipėda, Lithuania.

The total amount of funds allocated for the Security and Foreign Affairs Committee meeting was EUR 3,720, and EUR 3,700 was actually spent. Expenditures include renting of premises and technical equipment, accommodation expenses, informative materials, representation, organizational and other expenses.

·   Legal Committee

Two meetings of the Legal Committee took place in 2003: on 18 – 19 September in Panevėžys, Lithuania, and on 2 –3 October in Riga, Latvia.

The total amount of funds allocated for the Legal Committee meetings was EUR 6,272, and EUR 5,753 was actually spent. Expenditures include contract work, accommodation expenses, informative materials, representation, organizational  and other expenses.

·   Education, Science and Culture Committee

The meeting of the Education, Science and Culture Committee took place on 9 – 10 October in Panevėžys, Lithuania.

The total amount of funds allocated for the Education, Science and Culture Committee meeting was EUR 3,070, and EUR 2,348 was actually spent. Expenditures include renting of premises, accommodation expenses, informative materials, representation, organizational and other expenses.

·   Social Affairs Committee

The meeting of the Social Affairs Committee took place on 5 – 6 June in Palanga, Lithuania.

The total amount of funds allocated for the Social Affairs Committee meeting was EUR 3,865, and  EUR 3,366 was actually spent. Expenditures include contract work of interpreters, transport, renting of premises and technical equipment, accommodation expenses, informative materials, representation, organizational  and other expenses.

·   Economic Affairs, Communications and Informatics Committee

Two meetings of the Economics Affairs, Communications and Informatics Committee took place in 2003: on 20 – 21 June in Klaipėda, Lithuania, and on 16 – 17 October in Tallinn, Estonia.

                        The total amount of funds allocated for Economics Affairs, Communications and Informatics Committee meetings was EUR 8,877, and EUR 6,658 was actually spent. Expenditures include contract work of interpreters, renting of premises and technical equipment, transport and hotel, accommodation expenses, informative materials, representation, organizational and other expenses.

Balance: EUR 2,219.

·   Environmental  Protection and Energy Committee

The meeting of the Environmental Protection and Energy Committee took place on 22 – 23 May in  Tallinn, Estonia.

The total amount of funds allocated for the Environmental Protection and Energy Committee meeting was EUR 6,051, and  EUR 3,110 was actually spent. Expenditures include contract work of interpreters, renting of premises and technical equipment, transport, accommodation expenses, informative materials, representation, organizational  and other expenses.

·   Budget and Audit Committee

Two meetings  of the Budget and Audit Committee took place in 2003: on 6 –7 February in Riga, Latvia, and on 25 –26 September in Panevėžys, Lithuania.

                        The total amount of funds allocated for Budget and Audit Committee meetings was EUR 3,205, and  EUR 3,183 was actually spent. Expenditures include contract work of interpreters, renting of premises and technical equipment, accommodation expenses, informative materials, representation, organizational  and other expenses.

·   Drafting Committee

The meeting of the Drafting Committee took place on 6 – 7 November in Vilnius, Lithuania.       

                        The total amount of funds allocated for Drafting Committee meeting was EUR 1,812, and EUR 1,373* was actually spent. Expenditures include accommodation expenses, informative materials, representation, organizational  and other expenses.

·   Unplanned committee meetings

Three unplanned   committee meetings took place in 2003:

·    Meeting for planning activities of the joint BA-NC committees, on 27-28 August in Copenhagen, Denmark;

·    Joint meeting of the BA Social Affairs Committee and BA Women’s Group, on 28-29 September in Riga, Latvia;

·    Joint meeting of the working group of the BA Education, Science and Culture Committee and the NC Culture, Education and Training Committee on 28-29 September in Riga, Latvia.

The total amount of funds allocated for unplanned committee meetings was EUR 3,585, and EUR 4,115* was actually spent. Expenditures include contract work of interpreters, accommodation expenses, informative materials, representation, organizational and other expenses.

The following conferences and seminars took place from January to December of 2003:

·   The 4^th Joint Meeting of the Nordic Council and the Baltic Assembly, 27 – 29 April in Lund, Sweden:

For planning and organising the 4^th Joint Meeting of the Nordic Council and the Baltic Assembly, the following meetings took place:

·    Meeting of the Secretariat of the Baltic Assembly and the Nordic Council, 20 January in Stockholm, Sweden;

·    Meeting of the Secretariat of the Baltic Assembly, 31 January in Vilnius, Lithuania;

·    Meeting of the Secretariat of the Baltic Assembly, 24-25 February in Vilnius, Lithuania.

During the 4^th Joint Meeting of the Nordic Council and the Baltic Assembly, the following meetings were held:

·    Meeting of the Presidium of the Baltic Assembly;

·    Meetings of the committees of the Baltic Assembly;

·    Meetings of the party groups of the Baltic Assembly;

·    Meeting of the Presidiums of the Nordic Council and the Baltic Assembly;

Expenditures include contract work and taxes; transport and hotel expenses; renting of premises and technical equipment; accommodation and representation expenses, informative materials and bulletins; Baltic Assembly’s participation fee (EUR 19,666).

·   Seminar of the BA Education, Science and Culture Committee, with the participation of the BICC Culture, Education and Public Health Committee

The seminar of the BA Education, Science and Culture Committee, with the participation of the BICC Culture, Education and Public Health Committee, took place from 29 May to 1 June in Klaipėda, Neringa, Palanga and Šiauliai, Lithuania.

The total amount of funds allocated for the meeting of the BA Education, Science and Culture Committee, with the participation of the BICC Culture, Education and Public Health Committee, was EUR 17,732, and  EUR 17,634 was actually spent. For planning the seminar, a meeting of the working group was organized. Expenditures include contract work, accommodation expenses, informative materials, transport, renting of premises and technical equipment, representation, organizational  and other expenses.

·   Meeting of the working group of the Baltic Assembly and the Baltic Council of Ministers

The meeting of the Presidium of the Baltic Assembly with the Ministers of Foreign Affairs of the Baltic States (“Co-operation Council”) took place on 9 June in Vilnius, Lithuania.

                        The total amount of funds allocated for the meeting of the working group of the Baltic Assembly and the Baltic Council of Ministers was EUR 3,000, and EUR 2,911 was actually spent. Expenditures include contract work, accommodation expenses, informative materials, representation, organizational  and other expenses.

The total amount of funds allocated for the Baltic Assembly’s homepage in 2003 was EUR 5,450, and  EUR 5,397 was actually spent for ensuring the functioning of the homepage, as well as for elaborating and updating the information on the homepage and improving its content and design.

Newsletter of the Baltic Assembly

The total amount of funds allocated for the Baltic Assembly Newsletter in 2003 was EUR 3,300, and EUR 3,285* was actually spent. Expenditures include costs of the photos, translation and editing, preparing the lay-out, as well as printing the BA Newsletter.

Information booklets and fact sheets on the Baltic Assembly

The total amount of funds allocated for Baltic Assembly information booklets and fact sheets in 2003 was EUR 3,566, and EUR 3,550 was actually spent. Expenditures include costs of preparing the lay-outs, printing costs, translation and editing of the texts.

Baltic Assembly Prizes FOR Literature, the Arts and Science

and Publishing of the Baltic Assembly Prize winners’ books

·   Baltic Assembly Prizes

The Baltic Assembly Prize awards ceremony took place on 27 November 2003. Total expenditures related to the Baltic Assembly Prizes amounted to EUR 39,398* (planned EUR 39,334). Expenditures include the amounts for prize winners in literature, the arts and science; expenses for Jury Committee meetings; producing of statuettes; premiums for the concert director, artists and jury members; travel and hotel expenses, advertising expenses, as well as expenses for renting of premises.

·   Baltic Assembly publishing activities

The total amount of expenditures related to BA publishing activities in 2003 was EUR 16,800, and EUR 16,533* was actually spent. Expenditures include:

·    advertisements;

·    publishing activities:

publishing of the book Selected Poetry by S.Geda;

Publishing of the novel “Paigallend” by J.Kross;

Publishing of the book CARMINA MINORA by J. Marcinkevičius.

*including the outstanding sum of  EUR 2,500, which will be paid in 2004. 

Total expenses planned for the Baltic Assembly Prizes for Literature, the Arts and Science and for publishing the Baltic Assembly Prize winners’ books comprise EUR 56,134. The total expenditures in 2003  amounted to  EUR 55,931.

The 2003 budget included EUR 7,747 for unplanned expenses, and EUR 7,720 was actually spent. From this sum EUR 5,559 was spent for covering the 2003 budget deficit; the remaining amount was used for covering expenses related to changes in currency exchange rates and for commission fees for money transfers.
