ON THE APPROVAL OF THE PLAN FOR THE PREPARATION OF THE DRAFT FINANCIAL INDICATORS OF THE STATE BUDGET AND MUNICIPAL BUDGETS OF THE REPUBLIC OF LITHUANIA FOR 2006

For the purpose of implementing paragraph 3 of the Rules for the Drawing up and Implementation of the State Budget and Municipal Budgets of the Republic of Lithuania approved by Resolution No 543 of the Government of the Republic of Lithuania of 14 May, 2001 (Valstybės žinios (Official Gazette), No 42-1455, 2001; No 96-3531,2004), the Government of the Republic of Lithuania has resolved:
To approve the Plan for the Preparation of the Draft Financial Indicators of the State Budget and Municipal Budgets of the Republic of Lithuania for 2006 (as appended).

Plan for the Preparation of the Draft Financial Indicators of the State Budget and Municipal Budgets of the Republic of Lithuania for 2006
 
1. The Government of the Republic of Lithuania shall, by 23 February 2005, adjust, if necessary, the strategic goals (priorities) of the Government of the Republic of Lithuania by taking into consideration the most important approved strategic documents of the State.
2. The public authorities identified in paragraphs 2.1-2.7 herein shall, by 25 February 2005 (Stage I) and 12 August 2005 (Stage II), submit to the Ministry of Finance information (2004-2008) on the following:
2.1. The Ministry of Environment: development of construction services (economic indicators of the mineral products industry, construction and forestry);
2.2. The Ministry of Social Security and Labour: indices of wages and salaries, the size of the payroll fund, the number of employees (average annual number of the actually employed and average annual number of employees in full time equivalents) and unemployment;
2.3. The Ministry of Transport and Communications: development of transport;
2.4. The Ministry of Economy: the main economic activities (with details on the production of the main industries), exports and imports of goods and services;
2.5. The Ministry of Economy and the Ministry of Foreign Affairs: foreign trade and its structural elements;
2.6. The Ministry of Agriculture: gross agricultural output;
2.7. The Information Society Development Committee under the Government of the Republic of Lithuania, the Ministry of Transport and Communications and the Ministry of the Interior: the development of communications and informatics.
3. The intermediate bodies responsible for the implementation of the measures of the Single Programming Document of Lithuania for 2004-2006 (hereinafter referred to as the “SPD”) shall submit to the Ministry of Finance:
3.1. by 8 March 2005 information on:
3.1.1. the expected need for funds for the implementation of the SPD measures in 2006-2008 under each SPD measure by indicating separately the financing amounts from the EU Structural Funds and co-financing;
3.1.2. the programmes (measures) carried out and continued in 2005, the appropriations for which were approved in the 2005 State Budget of the Republic of Lithuania and could be planned for co-financing the SPD measures in 2006-2008, by indicating separately the funds that could be used for co-financing, as well as other possible sources of financing, and the need for additional funds for the implementation of the Special Programmes of the European Regional Development Fund, the European Social Fund, the European Agricultural Guidance and Guarantee Fund and the Financial Instrument for Fisheries Guidance by each SPD measure;
3.2. by 25 July 2005, information on the need for co-financing and the assistance from the European Union in 2006-2008 by indicating specifically how much funds will be needed from the State Budget of the Republic of Lithuania for expenditure and the acquisition of assets by each measure separately.
4. The managers of the State Budget appropriations and municipal appropriations shall, by 8 March 2005, submit to the Ministry of Finance information on:
4.1. the need for funds in 2006-2008 from the State Budget of the Republic of Lithuania for co-financing PHARE projects and projects under the measure for the development of institutions in the transitory period;
4.2. the expected need for financing the Cohesion Fund projects from the Cohesion Fund and national co-financing;
4.3. the income contributions of the budgetary institutions to the State Budget of the Republic of Lithuania in 2006-2008;
4.4. programmes (measures) to be completed in 2005 (programmes that will not be continued);
4.5. the need for funds for the implementation of the new legislation (municipalities are not required to submit this information).
5. The institutions referred to in paragraphs 5.1-5.3 herein shall, by 8 March 2005, submit to the Ministry of Finance:
5.1. The Ministry of Social Security and Labour: projections of the State Social Security Fund;
5.2. The Ministry of Health: projections of the Mandatory Health Insurance Fund;
5.3. The State Property Fund, state-owned enterprise: projections of the receipts to the Privatisation Fund.
6. The Ministry of Finance shall prepare, by 9 March 2005, on the basis of the information referred to in paragraph 2 herein and submitted by 25 February 2005 (Stage I), projections of macroeconomic indicators for 2006-2008 (by presenting a break-down of the GDP projection by activity, income and expenditure).
7. In accordance with the strategic objectives (priorities) approved by the Government of the Republic of Lithuania and the projections of macroeconomic indicators, the Ministry of Finance shall, by 15 April 2005, submit to the Government of the Republic:
7.1. a draft of the main preliminary indicators of the national budget of the Republic of Lithuania for 2006-2008;
7.2. the preliminary reference amounts of capital investment under the Public Investment Programme for 2006-2008;
7.3. a draft of general principles for the establishment of maximum appropriations for 2006-2008, including investment into the relevant area;
7.4. preliminary data on the size of financial assistance of the European Union.
8. The indicators and data referred to in paragraphs 7.1-7.4 shall be submitted to the Budget and Finance Committee of the Seimas of the Republic of Lithuania (for information).
9. In 10 working days of the date on which the Government of the Republic of Lithuania approves the main preliminary indicators of the national budget of the Republic of Lithuania for 2006-2008, the preliminary reference amounts of public investment, the general principles for the establishment of maximum appropriations, the general principles for the investment of state funds into the relevant area and the size of the financial assistance of the European Union, the Ministry of Finance shall:
9.1. inform the managers of appropriations of the State Budget of the Republic of Lithuania on the maximum limits of appropriations for the financing of expenditure;
9.2. prepare an outline of the preliminary limits of public investment for 2006-2008 by each area, acting in accordance with the general principles of public investment in the relevant area, and send this information to the relevant ministries.
10. The Ministries shall, within 20 calendar days of the receipt of the information of the Ministry of Finance on the preliminary limits of public investment into the relevant area in 2006-2008, on the basis of the investment drafts submitted to them, submit to the Ministry of Finance their proposals on the distribution of investment among the appropriation managers and investment projects without exceeding the maximum limits specified by the Ministry of Finance, and shall send this information to the managers of the State Budget appropriations in the relevant area of the implementation of state policy.
11. In accordance with the procedure of planning, adjusting, using, accounting and controlling the state funds allocated for public capital investment approved by Resolution No 478 of the Government of the Republic of Lithuania of 26 April 2001 (Valstybės žinios (Official Gazette) No 37-1251, 2001), the public or municipal bodies, public institutions and other business units shall, by 13 June, submit to the Ministry of Finance investment plans (drafts) in order for them to be included into the draft Public Investment Programme for 2006-2008.
12. The investment projects for the development of information society to be financed from state allocations (the State Budget of the Republic of Lithuania, municipal budgets, the Budget of the State Social Insurance Fund, the budget of the Mandatory Health Insurance Fund, other state funds and the funds borrowed by the State) must be co-ordinated with the Information Society Development Committee under the Government of the Republic of Lithuania. The co-ordinated projects may be submitted to the Ministry of Finance for inclusion in the draft Public Investment Programme for 2006-2008.
13. Public bodies and institutions shall submit to the Ministry of Finance:
13.1. by 25 April 2005: proposals, if necessary, on the amendments to the methodology for the calculation of funds necessary for the performance of state functions (delegated to the municipalities) approved by Order No 1K-268 of the Minister of Finance of 15 July 2004 (Valstybės žinios (Official Gazette), No 113-4246, 2004) taking into account the experience of the implementation of the methodology in practice;
13.2. by 1 June 2005: calculations substantiating the changes in the revenue and expenditure of municipal budgets due to the legal acts adopted or to be adopted;
13.3. by 1 August 2005: data on the need for appropriations from the 2006 State Budget for the performance of their state functions (delegated to the municipalities) and the financing of the pupil’s basket by each municipality.
14. The municipalities shall, by 1 August 2005, submit to the Ministry of Finance data on:
14.1. the useful floor area of the premises of the education institutions owned by the municipalities (financed from the municipal budgets);
14.2. the forecast of the budgetary revenue, administered by the municipalities, from the income from rented state-owned land and internal water bodies including the calculations of the contributions due to the tax breaks granted by the decisions of the municipal councils.
15. The public bodies and institutions wishing to receive statistical information necessary to draw up the State Budget of the Republic of Lithuania for 2005 and to prepare the plan of financial indicators of municipal budgets, shall submit, by 21 June, to the Department of Statistics under the Government of the Republic of Lithuania the list of the required information, in accordance with which the Department of Statistics under the Government of the Republic of Lithuania shall present, by 5 August, to the aforementioned institutions the available statistical information for 2004 and 2005.
16. The managers of the State Budget appropriations shall submit, within 45 calendar days of the receipt of the information of the Ministry of Finance on the maximum appropriations for expenditure financing, to the Ministry of Finance draft strategic activity plans for 2006-2008, the draft estimates of the state budgetary programmes of the Republic of Lithuania for 2006-2008 within the maximum limits of expenditure appropriations indicated by the Ministry of Finance together with preliminary calculations (if necessary, those documents should be accompanied with the proposed draft amendments to legal acts with the aim of reducing the regulation expenditure of the respective manager of the State Budgetary appropriations) as well as the planned preliminary allocations of public funds received from the ministries for the implementation of investment projects.
Science and studies institutions shall submit to the Ministry of Education and Science draft estimates of their strategic activity plans and programmes for 2006-2008 together with preliminary calculations by the date set by the aforementioned Ministry, while the Ministry of Education and Science shall submit the draft estimates of the strategic activity plans and programmes of the science and studies institutions for 2006-2008 to the Ministry of Finance (together with the preliminary calculations by each science and studies institution) by the time set herein.
17. The Ministries, governmental bodies and County Governors shall submit, by the time set in paragraph 16 herein, to the Office of the Government of the Republic of Lithuania their draft strategic activity plans for 2006-2008. The Ministries shall also submit the draft strategic activity plans of the bodies within their subordination, as well as a summary of the information on all the programmes under implementation within the remit of the ministry (summaries of the strategic activity plans).
18. The Strategic Planning Committee of the Government of the Republic of Lithuania shall, after taking into consideration the comments and suggestions of the Office of the Government of the Republic of Lithuania and the Ministry of Finance on the draft strategic activity plans for 2006-2008 submitted and the General Economic Policy Guidelines for Lithuania approved by the Council of the European Union, take a decision on the priorities of the draft budget for 2006.
19. The managers of the State Budget appropriations shall, taking into consideration the decisions of the Strategic Planning Committee, adjust the activity plans for 2006-2008, the draft estimates of the state budgetary programmes of the Republic of Lithuania together with the relevant calculations, the state investment applications and shall submit them to the Ministry of Finance within 10 working days of the decision taken by the Strategic Planning Committee.
20. The Ministry of Finance shall prepare, by 26 August 2005, on the basis of the information referred to in paragraph 2 and submitted by 12 August 2005 (Stage II), the adjusted projections of macroeconomic indicators for 2006-2008 (including GDP projections by activity, income and expenditure).
21. The State Tax Authority under the Ministry of Finance shall, by 13 August 2005, submit to the Ministry of Finance data on the forecast budgetary revenue in 2006 in each municipality according to the taxes administered and by taking into consideration the tax breaks granted by the decisions of municipal councils.
22. on the basis of the draft programme estimates and calculations by the managers of the State Budget appropriations of the Republic of Lithuania, The Ministry of Finance shall, by 21 September 2005, prepare and submit to the Government of the Republic of Lithuania the draft Law on the Approval of the Financial Indicators of the State Budget and Municipal Budgets of the Republic of Lithuania for 2006, as well as the draft Public Investment Programme for 2006-2008.
