ON THE MAIN PRELIMINARY INDICATORS OF THE NATIONAL BUDGET OF THE REPUPUBLIC OF LITHUANIA FOR 2006, 2007 AND 2008

For the purpose of implementing paragraph 9 of the Plan for the Preparation of the Draft Financial Indicators of the State Budget and Municipal Budgets of the Republic of Lithuania for 2006 approved by Resolution No 159 of the Government of the Republic of Lithuania of 11 February 2005 (Valstybės žinios (Official Gazette), No 23-724, 2005), the Government of the Republic of Lithuania has resolved:
To approve the following documents appended:
1. The Main Preliminary Indicators of the National Budget of the Republic of Lithuania for 2006, 2007 and 2008.
2. The General Principles for the Establishment of Maximum Appropriations of the State Budget of the Republic of Lithuania, including investment into the relevant area, for 2006, 2007 and 2008.

General Principles for the Establishment of Maximum Appropriations of the State Budget of the Republic of Lithuania, including investment into the relevant area, FOR 2006, 2007 and 2008
 
 
 
1. The appropriations for the expenditure of the budgetary bodies in 2006 (excluding the appropriations for the implementation of the European Union assistance programmes) shall be determined, on average, at the level of the 2005 plan by taking into consideration the use of the appropriations of 2004, and they shall be differentiated by separate public functions.
2. Differentiation of the size of appropriations to appropriation managers for 2006 compared to the plan for 2005 (except for the appropriations for the implementation of the European Union assistance programmes) shall be made according to the following criteria:
2.1. programmes (measures) entailing an increase in the appropriations: contributions to the Budget of the European Union, the Budget of NATO and of other international institutions, commitments in the defence area, development of education and science, increase of employment and reduction of social exclusion;
2.2. programmes (measures) entailing a possible increase in the appropriations: co-financing the European Union assistance programmes; development of national culture and health promotion; public security and public order, improvement of the conditions for the development of business, increasing the competitiveness of agriculture.
3. The national funds allocated for public capital investment in 2006-2008 shall be differentiated by individual investment areas.
4. Differentiation of the amounts allocated for public capital investment in 2006-2008 by individual areas shall be made according to the following priorities:
4.1. assurance of the implementation of investment projects financed jointly with the European Union;
4.2. further development of national defence as part of the NATO collective security and defence system;
4.3. implementation of other investment projects in respect of which the Seimas of the Republic of Lithuania has adopted resolutions and the Government of the Republic of Lithuania has passed resolutions;
4.4. reconstruction and capital repairs of buildings the use of which cannot be terminated in spite of their dangerous condition;
4.5. further financing of construction in progress.
5. The financing of new investment projects eligible under the measures of the Single Programming Document of Lithuania for 2004-2006 approved by Resolution No 935 of the Government of the Republic of Lithuania of 2 August 2004 (Valstybės žinios (Offical Gazette), No 123-4486, 2004) (hereinafter referred to as the “Single Programming Document”) shall be planned first from the funds allocated for the implementation of the measures of the Single Programming Document.
6. Funds for the implementation of the Single Programming Document shall be allocated in accordance with the amounts set for the respective measures in the Single Programming Document and its Annex by taking into consideration the results of the implementation of the measures of the Single Programming Document in 2004-2005 and the forecasts for 2006-2008.
7. A reserve of funds for the implementation of the EU programmes shall be established under a separate programme of the Ministry of Finance.
8. In determining the preliminary appropriations for the expenditure of the budgetary bodies for 2007 and 2008, account must taken of the projected increasing trends in the macroeconomic indicators and the revenue of the National Budget of the Republic of Lithuania, also, of the criteria set in the Convergence Programme of Lithuania approved by Resolution No 54 of the Government of the Republic of Lithuania of 21 January 2005 (Valstybės žinios (Official Gazette), No 11-341, 2005).
