Baltic Assembly Sessions

 

 

The 23^rd Session of the Baltic Assembly and the 10^th Baltic Council took place on 17 –19 December 2004 in the Saeima, Riga, Latvia.

 

During the Session of the Baltic Assembly and the Baltic Council, the following meetings were held:

 

·    Meeting of the Presidium of the Baltic Assembly;

·    Meetings of the committees of the Baltic Assembly;

·    Meetings of the party groups of the Baltic Assembly;

·    Meeting with the representatives of the Baltic Council of Ministers;

·    Meeting of the Baltic Assembly Presidium with the chairpersons and deputy chairpersons of the Baltic Assembly committees;

·    Meeting with the representatives of the Nordic Council.

 

Total expenditures related to these events amounted to EUR 32,958*, (planned EUR 32,958), which included accommodation costs, premiums, translation costs, travel costs, organizational costs, producing souvenirs, preparation of informative materials.

Baltic Assembly Presidium Meetings

 

Seven Baltic Assembly Presidium meetings took place from January to December of 2004:

·    Presidium meeting in Riga, 22 - 23 January;

·    Presidium meeting in Brussels, 17 - 20 March;

·    Presidium meeting in Riga, 2 – 3 April;

·    Presidium meeting in Riga, 25 - 26 June;

·    Presidium meeting in Riga, 25 August;

·    Presidium meetings in Stockholm: 1 - 3 November;

·    Presidium meetings in Brussels, 3 - 4 December.

 

The total amount of funds allocated for meetings of the Presidium was EUR 6, 712, and EUR 5, 208 was actually spent. Expenditures include accommodation costs, rent of premises, preparation of informative materials, representation and organizational costs.

Baltic Assembly Committee Meetings

 

 

 

Three meetings of the standing committees, two meetings of the Budget and Audit Committee, five meetings of the BA - NC working groups and one Joint meeting of the Economic Affairs, Communications and Informatics Committee, BA Environment Protection and Energy Committee and NC Environment and Natural Resources Committee, as well as one unplanned meeting and three Ad hoc committees meetings took place from January to December of 2004:

Two meetings of the Budget and Audit Committee took place in 2004: on 5 - 6 February in Cēsis, Latvia, and on 24 - 25 September in Riga, Latvia.

 

The total amount of funds allocated for Budget and Audit Committee meetings was EUR 3,360, and EUR 3,031 was actually spent. Expenditures include contract work of interpreters, rent of premises, accommodation expenses, informative materials, organizational and other expenses.

Meeting of the Social Affairs Committee took place on 26 - 27 February in Tartu, Estonia.

 

The total amount of funds allocated for the Social Affairs Committee meeting was EUR 4,340, and EUR 3,015 was actually spent. Expenditures include contract work of interpreters, transport, rent of premises and technical equipment, accommodation expenses, organizational and other expenses.

Meeting of the Education, Science and Culture Committee took place on 4 - 5 March in Vilnius, Lithuania.

 

The total amount of funds allocated for the Education, Science and Culture Committee meeting was EUR 5,920, and EUR 2,544was actually spent. Expenditures include contract work of interpreters, accommodation expenses, organizational and other expenses.

Meeting of the Environmental Protection and Energy Committee took place on 9 – 11 September in Narva, Estonia.

 

The total amount of funds allocated for the Environmental Protection and Energy Committee meeting was EUR 4,289, and EUR 2,461, was actually spent. Expenditures include contract work of interpreters, transport, accommodation expenses, informative materials, organizational  and other expenses.

Joint meetings of the committees

Joint meeting of the Economic Affairs, Communications and Informatics Committee, BA Environment Protection and Energy Committee and NC Environment and Natural Resources Committee took place on 12-13 February in Riga, Latvia.

 

The total amount of funds allocated for the Joint meeting was EUR 3,272, and EUR 2,948was actually spent. Expenditures include contract work of interpreters, transport and hotel, organizational and other expenses.

Joint working groups of the Baltic Assembly and the Nordic Council

 

Five meetings of the BA - NC joint working groups took place from January to December of 2004:

·    Meeting of the BA – NC joint working group on education quality and joint meeting of the BA Legal Committee and the NC Citizens’ and Consumer Committee in Iceland, 30 January - 4 February;

·    Meeting of the BA - NC Presidents in Stockholm, 25 - 26 May;

·    Conference of the Nordic Council of Ministers on labour market in Stockholm, 31 August - 1 September;

·    Seminar on the NC Citizens’ and Consumer Rights Committee on fight against organised crime meeting in Marienhamn, 20-21 September;

·    Meeting of the BA – NC working group on education quality in Riga, 18 December.

 

The total amount of funds allocated for joint working groups of the Baltic Assembly and the Nordic Council was EUR 11,800, and EUR 9,604* was actually spent. Expenditures include contractworks for interpreters, accommodation costs, travel and hotel expenses, organizational costs and other expenses.

Three meetings of the ad hoc committees and one meeting of the unplanned committee took place in 2004:

·    Joint Meeting of the Presidium, Security and Foreign Affairs Committee and the Legal Committee on 29 - 30 April in Riga, Latvia;

·    Joint Meeting of the Presidium, Security and Foreign Affairs Committee and the Legal Committee on 15 - 16 May in Riga, Latvia;

·    Legal Committee meeting on 24 - 25 August, in Riga, Latvia.

 

The total amount of funds allocated for ad hoc committees and unplanned committee meetings was EUR 3,500, and EUR 3,167 was actually spent. Expenditures include contract works for interpreters, accommodation expenses, information materials, organisational and other expenses.

Round Table Discussions on Co-operation of the Baltic States within the European Union took place on 22 - 23 January in Riga, Latvia.

 

The total amount of funds allocated for the Round Table was EUR 9,762, and EUR 9,762 was actually spent, and extra EUR 2,000 were taken from the item “Parliamentary Programme”, and EUR 1,955 were taken from the item “ BA-NC Committee working group”.

Expenditures include contract work and taxes, accommodation expenses, information materials, travel and hotel expenses, rent of premises and technical equipment, organisational and other expenses.

 

·        Participation of the Baltic Assembly delegation in the Conference of the Benelux Interparliamentary Consultative Council 2004 “Conference on Ports

 

Conference of the Benelux Interparliamentary Consultative Council 2004 “Conference on Ports” took place on 23 - 24 April in Liège.

 

Total amount of EUR 294 was actually spent. Expenditures include information materials, organisational and other expenses.

 

·   Summer Seminar of the BA Education, Science and Culture Committee, with the participation of the BICC Culture, Education and Public Health Committee

 

Seminar of the BA Education, Science and Culture Committee, with the participation of the BICC Culture, Education and Public Health Committee, took place on 27 - 29 May in Daugavpils, Latvia.

 

Total amount of funds allocated for the summer seminar of the BA Education, Science and Culture Committee with the participation of the BICC Culture, Education and Public Health Committee, was EUR 10,467 and EUR 10,473, was actually spent, and an extra EUR 500 was taken from the item “Parliamentary Programme”. For planning the seminar, a meeting of the working group was organised. Expenditures include contract work and taxes, accommodation expenses, information materials, transport, rent of premises and technical equipment, organisational and other expenses.

·   Baltic Assembly Theme Conference

 

The Baltic Assembly Theme Conference took place on 17 – 18 June in Liepāja, Latvia.

 

Total amount of funds allocated for the Theme Conference was EUR 18,534, and EUR 18,502 was actually spent and an extra EUR 1,000 was taken from the item “Parliamentary Programme”. For planning the seminar, a meeting of the Secretariat of the Baltic Assembly was organised. Expenditures include contract work and taxes, accommodation expenses, information materials, transport, renting of premises and technical equipment, organisational and other expenses.

The NC – BA - BICC Trilateral Conference took place on 9 -12 December in Oslo.

 

Total amount of funds allocated for the trilateral conference was EUR 12,950 and savings of the Budget 2003 of EUR 10,169, and EUR 16,364* was actually spent. Expenditures include contract work and taxes; transport and hotel expenses; organisational expenses, information materials.

The Baltic Assembly Prize award ceremony took place on 17 December 2004. Total expenditures related to the Baltic Assembly Prizes amounted to EUR 39,599* (planned EUR 39,872). Expenditures include the awards for prize winners in literature, the arts and science; expenses of Jury Committee meetings; producing of statuettes; premiums for the concert director, artists and jury members; travel and hotel expenses, advertising expenses, as well as expenses for renting premises; and accommodation expenses.
