The Session of the Baltic Assembly approves the Baltic Assembly Budget Report for the year 2005 in accordance with the attached Baltic Assembly Budget adjustments.

According to the budget of the Baltic Assembly for the year 2005, membership fees from the parliaments of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania were planned in the amount of EUR 100,087 from each parliament. Baltic Assembly Session
 
 
The 24th Session of the Baltic Assembly and the 11th Baltic Council took place on 25-26 November 2005 in the Riigikogu, Tallinn, Estonia.
 
During the Session of the Baltic Assembly and the Baltic Council, the following meetings were held:
 
·    Meeting of the Presidium of the Baltic Assembly;
·    Meetings of the committees of the Baltic Assembly;
·    Meetings of the party groups of the Baltic Assembly;
·    Meeting with the representatives of the Baltic Council of Ministers;
·    Meeting of the Baltic Assembly Presidium with the chairpersons and deputy chairpersons of the Baltic Assembly committees;
·    Meeting with the representatives of the Nordic Council;
·    Meeting of the Working Group on Planning the BICC-BA-NC Trilateral Conference
 
Total expenditures related to these events amounted to EUR 33,254, (planned EUR 37,213), which included contract work, accommodation/catering costs, travel and hotel costs, rent and lease expenses, organizational and representation expenses, preparation of informative materials.
 
 
 
Baltic Assembly Presidium Meetings
 
 
Eight Baltic Assembly Presidium meetings took place between January and December 2005:
·    Presidium meeting in Tallinn, 27–28 January;
·    Presidium meeting in the Hague, 17–18 March;
·    Presidium meeting in Pärnu, 29–30 March;
·    Presidium meeting in the Hague, 17–18 June;
·    Presidium meeting in Vilnius, 28–30 August
·    Presidium meeting in Riga, 29–30 September;
·    Presidium meeting in Reykjavik, 25–27 October;
·    Presidium meeting in the Hague, 09–10 December.
 
The total amount of funds allocated for meetings of the Presidium was EUR 10,369, and EUR 11,993 was actually spent. Expenditures include contract work, accommodation costs, rent of premises, preparation of informative materials, representation and organizational expenses.

Baltic Assembly Committee Meetings
 
 
Six meetings of the standing committees, two meetings of the Budget and Audit Committee, four BA – NC working group meetings, and three ad hoc committee and unplanned committee meetings took place between January and December 2005:
 
·    Budget and Audit Committee
 
Two meetings of the Budget and Audit Committee took place in 2005: on 10–11 February in Tallinn, Estonia, and on 29–30 September in Riga, Latvia.
 
The total amount of funds allocated for Budget and Audit Committee meetings was EUR 4,462, and EUR 2,619 was actually spent. Expenditures include contract work of interpreters, accommodation expenses, informative materials, organizational and other expenses.

·    Social Affairs Committee
 
Two meeting of the Social Affairs Committee took place in 2005: on 2–3 June in Palanga, Lithuania, and on 20–21 October in Riga, Latvia.
 
The total amount of funds allocated for the Social Affairs Committee meetings was EUR 6,294, and EUR 6,184 was actually spent. Expenditures include contract work of interpreters, transportation expenses, rent of premises and technical equipment, accommodation expenses, organizational and other expenses.

·    Economic Affairs, Communications and Informatics Committee
 
A meeting of the Economic Affairs Committee took place in on 17–18 February in Tallinn, Estonia.
 
The total amount of funds allocated for the Economic Affairs, Communications and Informatics Committee meetings was EUR 2,822, and EUR 1,805 was actually spent. Expenditures include contract work of interpreters, transportation expenses, rent of premises and technical equipment, accommodation expenses, organizational and other expenses.
Balance: EUR 1,017
 
·    Legal Affairs and Security Committee
 
Two meetings of the Legal Affairs and Security Committee took place in 2005: on 26–27 May in Palanga, Lithuania, and on 15–16 September in Jūrmala, Latvia. Members of the Citizens’ and Consumer Rights Committee of the Nordic Council and the Justice and Public Order Committee of the Benelux Interparliamentary Consultative Council participated in these meetings.
 
The total amount of funds allocated for the Legal Affairs and Security Committee meetings was EUR 7,860, and EUR 6,719 was actually spent. Expenditures include contract work of interpreters, transportation expenses, rent of premises and technical equipment, accommodation expenses, organizational and other expenses.

·    Environmental Protection and Energy Committee
 
A meeting of the Environmental Protection and Energy Committee took place on 8–9 September in Riga, Latvia. Members of the Environment and Natural Resources Committee of the Nordic Council participated in this meeting.
 
The total amount of funds allocated for the Environmental Protection and Energy Committee meeting was EUR 3,272, and EUR 3,997 was actually spent. Expenditures include contract work of interpreters, transportation expenses, accommodation expenses, preparation of informative materials, organizational and other expenses.

Joint Baltic Assembly and Nordic Council Working Group Meetings
 
Four BA – NC joint working group meetings took place between January and December 2005:
·    Joint BA- NC ad hoc group meeting on European affairs on 3–4 March in Riga (held in conjunction with the BA Presidium meeting);
·    Participation of the BA Education, Science and Culture Committee in the meeting of the NC Culture, Education and Training Committee on 18–20 September in Karlstad, Sweden;
·    Two preparatory meetings of the BA – NC ad hoc group on European affairs were held on the Secretariat level.
 
The total amount of funds allocated for joint working group meetings of the Baltic Assembly and the Nordic Council was EUR 6,500, and EUR 3,284 was actually spent. Expenditures include contract work for interpreters, accommodation costs, travel and hotel expenses, organizational and other expenses.

Ad Hoc Committee and Unplanned Committee Meetings
In 2005 the following unplanned committee meetings took place:
·    Joint seminar of the BICC Culture, Education and Public Heath Committee and the BA Education, Science and Culture Committee on 19–21 May in Brussels, Belgium;
·    Conference for South Eastern European Parliamentarians on “Parliamentary Dimension of the Establishment of the Energy Community in South Eastern Europe” on 6-7 June in Macedonia;
·    Meeting of the Heads of the BA national delegations on 21 November in Riga, Latvia.
 
 
The total amount of funds allocated for ad hoc and unplanned committee meetings was EUR 9,302, and EUR 2574 was actually spent. Expenditures include contract works for interpreters, accommodation expenses, preparation of informative materials, organizational and other expenses.

Souvenirs
In accordance with the decision of the BA Presidium of 24 November 2005, EUR 5,000 was spent for producing souvenirs for the year 2006.

The total amount of funds planned for the Baltic Assembly committee meetings was EUR 40,512. The total amount of funds spent for committee meetings in 2005 was EUR 32,182.

Baltic Assembly Seminars, Conferences
and Other Events
 
The following conferences and seminars took place between January and December 2005:
 
·    5th Joint Meeting of the Baltic Assembly and the Nordic Council
 
The 5th Joint Meeting of the Baltic Assembly and the Nordic Council took place on 27–29 April 2005 in Pärnu, Estonia. During the 5th Joint Meeting of the Baltic Assembly and the Nordic Council, the following meetings were organized:
 
·    Meeting of the BA Presidium;
·    Meetings of the BA committees;
·    Meeting of the NC Presidium;
·    Meetings of the NC committees;
·    Joint meeting of the BA Presidium and the NC Presidium;
·    Joint meetings of the BA and the NC committees;
·    Meetings of the NC party groups;
·    Joint meetings of the BA and the NC party groups;
·    Meeting of the BSPC Standing Committee.
 
On 29 April an extraordinary Session of the Baltic Assembly took place.
 
In 2004, EUR 1,806 was spent on planning and organizing the 5th Joint meeting of the Baltic Assembly and the Nordic Council. In 2005 EUR, 2,930 was spent for two joint meetings of the Secretariats of the BA and the NC held on 11–12 January in Copenhagen, Denmark, and on 30 March in Pärnu, Estonia.
 
The total amount of funds allocated for the 5th Joint Meeting of the Baltic Assembly and the Nordic Council was EUR 50,000, and EUR 49,291 was actually spent. Participation payment of the Nordic Council was EUR 36, 992. Expenditures include contract work and taxes, accommodation/catering expenses, preparation of informative materials, travel and hotel expenses, rent of premises and technical equipment, organizational and other expenses.

·    Summer Seminar of the BA Education, Science and Culture Committee
 
The summer seminar of the BA Education, Science and Culture Committee, with the participation of the BICC Culture, Education and Public Health Committee’s representatives, took place on 9–10 June in Saaremaa, Estonia.
 
The total amount of funds allocated for the summer seminar of the BA Education, Science and Culture Committee was EUR 12,080, and EUR 10,336 was actually spent. Expenditures include contract work and taxes, accommodation expenses, preparation of informative materials, transportation expenses, rent of premises and technical equipment, organizational and other expenses.

·    Mini-seminar of the BA Economic Affairs, Communications and Informatics Committee
 
Mini-seminar of the Economic Affairs, Communications and Informatics Committee took place on 10–11 November in Tallinn, Estonia.
 
The total amount of funds allocated for the mini-seminar of the Economic Affairs, Communications and Informatics Committee was EUR 7,403, and EUR 5,499 was actually spent. Expenditures include contract work and taxes, accommodation expenses, transportation expenses, rent of premises and technical equipment, organizational and other expenses.

BSPC Standing Committee
 
 
The following meetings of the BSPC Standing Committee took place from January to December 2005:
·    BSPC Standing Committee meeting in Warsaw, 17–18 January;

·    Baltic Sea Day in St. Petersburg, 22–23 March;
·    BSPC Secretariat’s meeting in Stockholm, 14–15 April;
·    BSPC Standing Committee meeting in Bodö, 29–30 June;
·    BSPC Standing Committee meeting in Moscow, 12–13 October;
·    BSPC Secretariat’s meeting in Stockholm, 29–30 November.
 
 
The total amount of funds allocated for BSPC Standing Committee’s meetings was EUR 5,011, and EUR 6,233 was actually spent. Expenditures include preparation of informative materials, travel and hotel expenses, and organizational expenses.

Homepage of the Baltic Assembly
 
The total amount of funds allocated for the Baltic Assembly’s homepage in 2005 was EUR 5,350, and EUR 6,563 was actually spent for ensuring the functioning of the homepage, as well as for updating the information on the homepage and improving its content and design. In accordance with the decision of the BA Presidium, a special software program for maintaining and improving the BA homepage was purchased, and the costs of training courses for working with this program were covered.

The total amount of funds allocated for the Baltic Assembly Newsletter in 2005 was EUR 2,000, and EUR 1,918 was actually spent. Expenditures include costs of the photos, translation and editing expenses, preparing the layout and printing the BA Newsletter.

In 2005 five informative booklets on the activities of the Baltic Assembly, as well as on its co-operation activities with the international partners, were published. The total amount of funds allocated for Baltic Assembly information booklets in 2005 was EUR 4,750, and EUR 2,092 was actually spent. Expenditures include costs of preparing the layouts, printing costs, translation and editing of the texts.

Baltic Assembly Prizes
FOR Literature, the Arts and Science
 
 
·    Baltic Assembly Prizes
 
The Baltic Assembly Prize awards ceremony took place on 25 November 2005. The total expenditures related to the Baltic Assembly Prizes amounted to EUR 42,238 (the planned amount was EUR 43,250). Expenditures include awards for prize winners in literature, the arts and science; expenses for holding National and the Joint Judging Committee meetings; producing statuettes; premiums for the concert director, artists and Judging Committee members; travel and hotel expenses, advertising expenses, expenses for renting premises; and accommodation/catering expenses.

Baltic Assembly Secretariat
 
In 2005 the expenses of the Baltic Assembly Secretariat amounted to EUR 73,477 (the planned amount was EUR 75,895).
 
Expenditures include:
1)   Salaries (net): EUR 21,141;
2)   Employer’s state social insurance payment; employee income tax payment and employee state social insurance payment: EUR 17,732;
3)   Travel and hotel expenses: EUR 1,760;
4)   Office and equipment expenses: EUR 24,917:
·      Office rent: EUR 9,194;
·      Electricity and heating: EUR 3,291;
·    Communication expenses: EUR 4,842;
·    Stationery: EUR 3,159;
·    Information resources (BNS, NAIS, The Baltic Times, Tilde, Diena): EUR 1,915;
·    Services used (security, office cleaning, sanitation services, repairs): EUR 2,516;
5)   Organizational, representation and other expenses: EUR 2,387;
6)   Other expenses (EUR 4,304):
   - Fees for advertising a job vacancy for the Head of the Secretariat: EUR 2,062;
   -Office equipment (furniture): EUR 2,242;

Unplanned expenses
 
The Budget for 2005 included EUR 3,003 for unplanned expenses, and EUR 2,992 was actually spent for covering expenses related to changes in currency exchange rates and for commission fees on money transfers.

Outstanding expenses in 2005
 
In accordance with the Budget Report for 2004, in 2005 the previous year’s expenses were covered in the amount of EUR 32,762, which also included the final payment for publishing the BA prize winners’ books in 2003 and 2004.
 
 
Residual of the BA Budget 2005
 
 
In accordance with the activities of the Baltic Assembly in 2005 a residual surplus originated in amount of EUR 20,567. Taking into consideration the fact that the membership fee of the national parliament of the Republic of Estonia to the Baltic Assembly Budget 2005 was EUR 98,547, it was decided by the Presidium of the Baltic Assembly (as of 31 October 2006) to decrease membership fees of the national parliaments of the Republic of Latvia and the Republic of Lithuania to the Baltic Assembly Budget 2007 in amount of EUR 1,540 for each. Residual sum for levelling membership payments to the Baltic Assembly Budget 2007 was reserved in the Baltic Assembly Budget 2005 in amount of EUR 3,080. In the result residual surplus of the Baltic Assembly Budget 2005 are EUR 17,487.
