I. Budget Income in 2006

The Budget 2006 sets membership fees from the parliaments of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania in the amount of EUR 100,087.

AMOUNT OF SAVINGS
 
Savings in the Budget 2004 in the amount of EUR 26,013 and in the Budget 2005 in the amount of EUR 17,487[1] were reserved for the Budget 2006. The total amount of savings was EUR 43,500. Savings in the amount of EUR 38,500 were used for organizing the celebration of the 15th anniversary of the Baltic Assembly. The remaining sum in the amount of EUR 5,000 was included in the Budget 2007. 
 
TOTAL: As of 31 December 2006, the total income and savings of the Budget 2006 amounted to EUR 343,760.

Baltic Assembly Session
 
 
The celebration of the 15th anniversary of the Baltic Assembly, the Annual Summit of the Baltic Assembly and the Nordic Council, the 12th Baltic Council, and the 25th Session of the Baltic Assembly took place on 14 – 17 December 2006 in Vilnius, Lithuania.
 
During the 25th BA Session, the following meetings were held:
 
·    Meetings of the Presidium of the Baltic Assembly;
·    Meetings of the committees of the Baltic Assembly;
·    Meetings of the party groups of the Baltic Assembly;
·    Meeting of the Baltic Assembly Presidium with the chairpersons and deputy chairpersons of the Baltic Assembly committees;
·    Meeting with the representatives of the Nordic Council;
 
Total expenditures related to these events amounted to EUR 80,455, (planned EUR
80,450), which included contract work, transportation/hotel/catering expenses, rent and lease expenses, preparation of informative materials, representation and organizational expenses. Balance: - EUR 5
 
 
Baltic Assembly Presidium Meetings
 
 
 
Six Baltic Assembly Presidium meetings took place between January and December 2006:
·    Presidium meeting in Vilnius, 2  – 5 February;
·    Presidium meeting in The Hague, 24 – 25 March;
·    Presidium meeting in The Hague, 16 – 17 June;
·    Presidium meeting in Reykjavik, 3 – 5 September;
·    Presidium meeting in Copenhagen, 31 October – 2 November;
·    Presidium meeting in The Hague, 1 – 2 December.
 
The total amount of funds allocated for meetings of the Presidium was EUR 12,590, and EUR 12,579 was actually spent. Expenditures included contract work, transportation/hotel/catering expenses, rent and lease expenses, preparation of informative materials, representation and organizational expenses.  Balance: + EUR 11
 
 
Baltic Assembly Committee Meetings
 
 
Nine meetings of the standing committees, two meetings of the Budget and Audit Committee and five unplanned meetings of the committees and ad hoc committees (including basketball tournament) took place between January and December 2006:
 
·    Budget and Audit Committee
 
Two meetings of the Budget and Audit Committee took place in 2006: on 5 – 6 March in Riga, Latvia, and on 28 – 29 September in Riga, Latvia.
 
The total amount of funds allocated for Budget and Audit Committee meetings was EUR 4,550, and EUR 4,205 was actually spent. Expenditures included contract work, transportation/hotel/catering expenses, preparation of informative materials, representation and organizational expenses. Balance: + EUR 345
 
·    Social Affairs Committee
 
Two meetings of the Social Affairs Committee took place in 2006: on 30 March – 2 April in Panevėžys, Lithuania, and on 8 – 9 June in Tallinn, Estonia.
 
The total amount of funds allocated for the Social Affairs Committee meetings was EUR 9,660, and EUR 9,530 was actually spent. Expenditures included contract work, transportation/hotel/catering expenses, rent and lease expenses, preparation of informative materials, representation and organizational expenses. Balance: + EUR 130
 
·    Economic Affairs, Communications and Informatics Committee
 
A meeting of the Economic Affairs Committee took place on 16 – 19 March 2006 in Klaipėda, Lithuania.
 
In view of the fact that the joint meeting of the BA Economic Affairs, Communications and Informatics Committee and the BICC Economic Affairs, Agriculture and Fisheries Committee planned for September 2006 was postponed to February 2007, the funds allocated for this meeting in the amount of EUR 2,100  were transferred from the Budget 2006 to the Budget 2007.
 
The total amount of funds allocated for the Economic Affairs, Communications and Informatics Committee meetings was EUR 7,020, and EUR 4,921 was actually spent. Funds in the amount of EUR 2,100 were reserved for the Budget 2007. Expenditures included contract work, transportation/hotel/catering expenses, rent and lease expenses, preparation of informative materials, representation and organizational expenses.  Balance: - EUR 1
 
 
·    Legal Affairs and Security Committee
 
Two meetings of the Legal Affairs and Security Committee took place in 2006: on 9 – 12 February in Druskininkai, Lithuania, and on 6 – 7 April in Sigulda, Latvia.
 
The total amount of funds allocated for the Legal Affairs and Security Committee meetings was EUR 12,010, and EUR 11,010 was actually spent. Expenditures included contract work, transportation/hotel/catering expenses, rent and lease expenses, preparation of informative materials, representation and organizational expenses. Balance:  + EUR 1000.
 
·    Environmental Protection and Energy Committee
 
Two meetings of the Environmental Protection and Energy Committee took place in 2006: on 26 – 28 January in Vilnius and Ignalina, Lithuania, and 2 – 3 March in Tallinn, Estonia.
 
The total amount of funds allocated for the Environmental Protection and Energy Committee meetings was EUR 7,160, and EUR 7,160 was actually spent. Expenditures included contract work, transportation/hotel/catering expenses, rent and lease expenses, preparation of informative materials, representation and organizational expenses. Balance: EUR 0.
 
·    Education, Science and Culture Committee
 
Two meetings of the Education, Science and Culture Committee took place in 2006: on 27 – 28 April in Riga, Latvia, and on 29 June – 2 July in Klaipėda, Lithuania.
 
The total amount of funds allocated for the Education, Science and Culture Committee meetings was EUR 14,240, and EUR 14,177 was actually spent. Expenditures included contract work, transportation/hotel/catering expenses, rent and lease expenses, preparation of informative materials, representation and organizational expenses. Balance: + EUR 63.
 
·    Joint meeting of the Presidium and the Legal Affairs and Security Committee
 
In view of the fact that the joint meeting of the Presidium and the Legal Affairs and Security Committee planned for September 2006 was postponed to May 2007, the funds allocated for this meeting in the amount of EUR 4,500 were transferred from the Budget 2006 to the Budget 2007.
 
 
·    Ad Hoc Committee and Unplanned Committee Meetings
 
In 2006 the following unplanned committee meetings took place:
·    Meeting of the Parliamentary Working Group on Combating Eutrophication in the Baltic Sea on 10 – 11 January in Helsinki, Finland. Total expenditures: EUR 700.
·    Basketball tournament for the Travelling Cup of the Baltic Assembly on 27 April in Riga, Latvia. Total expenditures: EUR 1,500.
·    Meeting of the Parliamentary Working Group on Combating Eutrophication in the Baltic Sea on 1 – 2 March in Tallinn, Estonia. Total expenditures: EUR 2,576.
·    Meeting of the Parliamentary Working group on Combating Eutrophication held during the Conference on Eutrophication on 14 – 15 August in Marienhamn, Aland Island. Total expenditures: EUR 2,168.
·    Joint meeting of the BA Environmental Protection and Energy Committee and the NC Environment and Natural Resources Committee on 17 – 20 September in Lahti, Finland. Total expenditures: EUR 1,158
The total amount of funds allocated for ad hoc committee and unplanned committee meetings was EUR 8,580, and EUR 8,102 was actually spent. Expenditures included contract work, transportation/hotel/catering expenses, rent and lease expenses, preparation of informative materials, representation and organizational expenses. Balance: + EUR 478

The total amount of funds allocated for the Baltic Assembly committee meetings in 2006 was EUR 67,720, and EUR 59,105 was actually spent.  In view of the fact that the    joint meeting of the Presidium and the Legal Affairs and Security Committee planned for September 2006 was postponed to May 2007, the funds in amount of EUR 4,500 were transferred from the Budget 2006 to the Budget 2007. Likewise, in view of the fact that the joint meeting of the BA Economic Affairs, Communications and Informatics Committee and the BICC Economic Affairs, Agriculture and Fisheries Committee planned  for September 2006  was postponed to February  2007, the funds in the amount of   EUR 2,100 were transferred from the Budget 2006 to the Budget 2007. As a result, a total sum of EUR 6,600 was reserved for Budget 2007. Balance: + EUR 2,015.
 
 
 
Baltic Assembly Seminars, Conferences
and Other ACTIVITIES
 
The following conferences and seminars and other activities took place between January and December 2006:
 
·    Theme Conference of the Baltic Assembly
 
Theme Conference of the Baltic Assembly took place on 1 – 4 June 2006 in Palanga, Lithuania.
 
During the Theme Conference the following meetings were held:
 
·    Meeting of the Presidium of the Baltic Assembly;
·    Meetings of the committees of the Baltic Assembly;
·    Meetings of the party groups of the Baltic Assembly;
·    Meeting of the Baltic Assembly Presidium with the chairpersons and deputy chairpersons of the Baltic Assembly committees.
 
Total expenditures related to this event amounted to EUR 21,917 (planned EUR 22,100), which included contract work, transportation/hotel/catering expenses, rent and lease expenses, preparation of informative materials, organizational and representation expenses, including participation fee. Balance: + EUR 183.
 
·    Trilateral conference of the Benelux Interparliamentary Consultative Council, the Baltic Assembly and the Nordic Council
 
The trilateral conference of the Benelux Interparliamentary Consultative Council, the Baltic Assembly and the Nordic Council took place on 19 – 20 May 2006 in Liege, Belgium. The total amount of funds allocated for the trilateral conference was
EUR 15,000, and EUR 14,780 was actually spent. Expenditures included contract work, transportation/hotel/catering expenses, rent and lease expenses, preparation of informative materials, representation and organizational expenses, including participation fee. Balance: + EUR 220.
 
 
 
·    Standing Committee of the Baltic Sea Parliamentary Conference
 
The following meetings of the BSPC Standing Committee and the BSPC Secretariat took place between January and December 2006:
·    Meeting of the BSPC Extended Standing Committee on 30 – 31 January in Copenhagen, Denmark;
·    Meeting of the BSPC Secretariat on 27 – 28 February in  Copenhagen, Denmark;
·    Meeting of the BSPC Standing Committee on 16 – 17 March in Kellokoski, Finland;
·    Participation in the VIIth  International Environmental Forum “Baltic Sea Day 2006” on  22 – 23 March in St. Petersburg, Russia;
·    Meeting of the BSPC Standing Committee on  14 - 15 May in Berlin, Germany;
·    Participation in the Conference of Parliamentarians of the Arctic Region on  1 – 4 August in Kiruna, Sweden;
·    15th BSPC on 3 – 5 September in Reykjavik, Iceland;
·    Meeting of the BSPC Secretariat on  4 – 5 October in Stockholm, Sweden ;
·    Meeting of the BSPC Standing Committee on 3 – 4 December in Berlin, Germany.
 
Total expenses planned for the activities related to participation in the work of the BSPC Standing Committee and the BSPC Secretariat amounted to EUR 5,900, and EUR 6,110 was actually spent. Balance: - EUR 210

Homepage of the Baltic Assembly
 
The total amount of funds allocated in 2006 for ensuring the functioning of the Baltic Assembly’s homepage, as well as for updating the information on the homepage and improving its content and design, was EUR 1,670, and EUR 794 was actually spent.  Balance: + EUR 876

Newsletter of the Baltic Assembly
 
The total amount of funds allocated for the Baltic Assembly Newsletter in 2006 was EUR 2,000, and EUR 1,967 was actually spent. This planned amount of finances was used for the following:
·    Preparation of the exhibition (15 stands, photos, paper, editing of texts). Total  amount:  EUR 1,100;
·    Production of the statuette of the BA Prizes for the archives of the BA Secretariat. Total amount: EUR 867.

Information booklets and fact sheets on the Baltic Assembly
 
In 2006 five informative booklets on the activities of the Baltic Assembly, as well as on co-operation activities with its international partners, were published; two of the informative booklets were issued repeatedly. The total amount of funds allocated for Baltic Assembly information booklets in 2006 was EUR 4,750, and EUR 4,620 was actually spent. Expenditures included translation and editing of the texts, costs of preparing the layouts and printing costs. Balance: + EUR 130

The total amount of funds allocated for producing Baltic Assembly Medals in 2006 was EUR 1,800, and EUR 1,770 was actually spent.  Balance: + EUR 30

The total amount of funds allocated for seminars, conferences, as well as other activities in 2006, was EUR 53,220, and EUR 51,958 was actually spent. Balance: + EUR 1262
 
 
Baltic Assembly Prizes
FOR Literature, the Arts and Science
 
 
The Baltic Assembly awards its prizes annually (monetary prize, certificate and statuette). Between   August and October 2006, 6 one-day meetings of the National Judging Committees were held in Tallinn (Estonia), Riga (Latvia) and Vilnius (Lithuania) (two meetings in each country), and one meeting of the Joint Judging Committee was held on 9 – 10 November in Riga, Latvia. The Baltic Assembly Prize awards ceremony took place on 16 December 2006 in Vilnius, Lithuania.
The total expenditures related to the Baltic Assembly Prizes amounted to EUR 45,321 (the planned amount was EUR 45,882). Expenditures included awards for prize winners in literature, the arts and science; expenses for holding Judging Committee meetings and producing statuettes; premiums for the concert director, artists and Judging Committee members; transportation/hotel/catering expenses, advertising expenses, and expenses for renting premises. Balance: + EUR 561
 
 
Baltic Assembly Secretariat
 
In 2006 the expenses of the Baltic Assembly Secretariat amounted to EUR 77,004 (the planned amount was EUR 75,895).
 
Expenditures include:
1)   Salaries (net): EUR 24,532;
2)   Employer’s state social insurance payment; employee income tax payment and employee state social insurance payment: EUR 19,195.
In accordance with the decision of the BA Presidium as of 16.06.2006, it was decided to increase the monthly salary of the Head of the BA Secretariat by EUR 100. As a result, total expenditures for this budgetary item exceeded the planned ones by EUR 1,109.
3)   Transportation and hotel expenses: EUR 770;
4)   Office and equipment expenses: EUR 28,579 including:
·    Office rent: EUR 11,646;
·    Electricity and heating: EUR 3,549;
·    Communication expenses: EUR 6,305;
·    Stationery: EUR 2,209;
·    Information resources (BNS, NAIS, The Baltic Times, Tilde, Diena): EUR 1,366;
·    Services used (security, office cleaning, sanitation, repairs): EUR 3,504;
5)   Organizational, representation and other expenses: EUR 4,237.
Balance: - EUR 1,109
 
 
Unplanned expenses
 
The Budget for 2006 included EUR 3,003 (i.e., 1% of the total budget) for unplanned expenses, and EUR 2, 986 was actually spent for covering expenses related to changes in currency exchange rates and for commission fees on money transfers. Balance: + EUR 17
 
 
 
 
[1] A residual sum in the Budget 2005 in the amount of EUR 3,080 was reserved for equalizing membership payments to the Budget 2007 (this amount of finances from the Budget 2005 was included directly in the Budget 2007).
