SEIMAS OF THE REPUBLIC OF LITHUANIA

 

RESOLUTION

ON THE ANNOUNCEMENT OF A REFERENDUM ON EXTENSION OF OPERATION OF THE IGNALINA NUCLEAR POWER PLANT

The Seimas of the Republic of Lithuania,

taking into consideration the current situation in the energy sector in light of specific risk factors and threats to national energy security;

stating that by 31 December 2009, when the Republic of Lithuania is under the obligation to decommission the Ignalina Nuclear Power Plant thus losing the main power generator, a new nuclear power plant and power transmission interconnections with the Kingdom of Sweden and the Republic of Poland will not have been constructed;

stressing that Lithuania has no guarantees that following the decommissioning of the Ignalina Nuclear Power Plant it will be able to directly purchase power, which will cause a considerable increase in the electricity prices and increase the state’s dependence on importers of natural resources;

complying with Article 9 and subparagraph 3 of Article 67 of the Constitution of the Republic of Lithuania and Articles 5, 9 and 15 of the Republic of Lithuania Law on Referendum, r e s o l v e s:

 

Article 1.

To announce a consultative (deliberative) referendum on extension of operation of the Ignalina Nuclear Power Plant for a technically safe period, but not longer than completion of the construction of a new nuclear power plant.

 

Article 2.

To establish that the referendum will be held on the second Sunday of October 2008 concurrently with the elections to the Seimas.

 

Article 3.

To present for the referendum the text of resolution of this issue of relevance for the life of the State and the Nation: “I approve of the extension of operation of the Ignalina Nuclear Power Plant for a technically safe period, but not longer than completion of the construction of a new nuclear power plant.”

 

Article 4.

The Resolution shall enter into force as adoption thereof.
