Resolution on the preparation of the Republic of Lithuania for the Presidency of the Council of the European Union from 1 July until 31 December 2013

Seimas of the Republic of Lithuania, 

 

Noting that the Presidency of the Council of the European Union from 1 July until 31 December 2013 constitutes a legal and political commitment of the Republic of Lithuania as a Member State of the European Union with the major aim of ensuring the operation of the Council of the European Union and successful continuity of its activities for the benefit of all the citizens of the European Union;

 

Underlining that effective provisions of the Lisbon Treaty allowing the development of a more open and democratic, more united and efficient European Union do not replace the essential competences of the Member State presiding over the Council of the European Union;

 

Bearing in mind that following the provisions of the Treaty on European Union setting forth the procedure of presiding over the Council of the European Union, the Republic of Lithuania will hold the Presidency of the Council of the European Union jointly with the Republic of Ireland and the Hellenic Republic and therefore will have to lay down the presidency priorities and implementation instruments in a joint document – Trio Presidency Programme – and coordinate them with the aforementioned states;

 

Recognising a particular need to ensure the continuity of all commitments and obligations of the Republic of Lithuania to the European Union and the Member States – Trio partners following the 2012 elections to the Seimas of the Republic of Lithuania;

 

Considering the Presidency of the Council of the European Union as a great responsibility falling on a Member State and an exclusive opportunity for the Republic of Lithuania to strengthen its influence in the European Union and establish the values of the European Union on the national level; 

 

Hereby resolves:

 

Article 1

 

1. To request the Government of the Republic of Lithuania to submit to the Seimas:

 

(1) Until 11 June 2010, the Guidelines of the Preparation of the Republic of Lithuania for the Presidency of the Council of the European Union in 2013, defining the essential principles and provisions to be followed during further preparation of the Republic of Lithuania for the Presidency of the Council of the European Union and during the Presidency of the Council of the European Union in the second half of 2013;

 

(2) Until 15 November 2010, the updated Action Plan of the Preparation of the Republic of Lithuania for the Presidency of the Council of the European Union in 2013, elaborating the implementation of the provisions laid down in the Guidelines of the Preparation of the Republic of Lithuania for the Presidency of the Council of the European Union in 2013;

 

(3) Until 31 March 2011, the proposals on the goals, priorities and implementation instruments of the Lithuanian Presidency of the Council of the European Union.

 

2. To propose the Government of the Republic of Lithuania to take necessary measures for ensuring the consistency and effective management of the preparation of the Republic of Lithuania for the Presidency of the Council of the European Union, the establishment and implementation of budget appropriations, and the use of other financial resources.

 

Article 2

 

Following the assessment of the proposals received from the Government of the Republic of Lithuania and each political party represented at the Seimas, to adopt a resolution on the goals, priorities and implementation instruments of the Lithuanian Presidency of the Council of the European Union during the Seimas’ spring session in 2011.

 

Article 3

 

To commission the Seimas Committee on European Affairs:

(1) To ensure the smooth implementation of the agenda of the Seimas’ preparation to carry out the functions fulfilled by the National Parliament of the Presidency of the Council of the European Union and the coordination of these actions in cooperation with other specialised committees of the Seimas;

 

(2) In cooperation with the Government of the Republic of Lithuania and other authorities concerned, to carry out the parliamentary scrutiny of the preparation of the Republic of Lithuania for the Presidency of the Council of the European Union;

 

(3) To adopt decisions jointly with the Seimas Committee on Foreign Affairs on matters relating to its competence in the area of the external dimension of the European Union, as defined by the Statute of the Seimas.

 

Article 4

 

The Resolution shall enter into force on the date of its adoption.
