On the Baltic Assembly Budget for 2011

 

 

 

 

The Baltic Assembly approves its budget for the year 2011 in the amount of EUR 274,140 in accordance with the attached Baltic Assembly budget appropriations. The BA Budget for the year 2011 includes membership fees of all three Baltic States in the amount of EUR 91,380 for Estonia, EUR 91,380 for Latvia, and EUR 91,380 for Lithuania.

 

According to Paragraph 4 of Article 44 of the Baltic Assembly Statutes, the expenses necessary for ensuring the activities of the Baltic Assembly shall be shared equally by the parliaments of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania.

Budget of the Baltic Assembly for 2011

 

1. General information

 

The budget of the Baltic Assembly for 2011 is planned in accordance with the preliminary working plan of the Baltic Assembly for 2011 and on the assumption that the income from membership fees of each national parliament will be EUR 91,380. The total budget of the Baltic Assembly for the year 2011 is EUR 274,140.

 

The budget expenditures of the Baltic Assembly for 2011 consist of the following categories:

1.   Session of the Baltic Assembly, the Baltic Council, and marking of the 20th Anniversary of the Baltic Assembly

2.   Meetings of the Presidium of the Baltic Assembly

3.   Meetings of the committees of the Baltic Assembly

4.   International cooperation

4.1.   International parliamentary seminars

4.2.   International conference of the Baltic Assembly and the Baltic Council of Ministers

4.3.   Annual summit of the Baltic Assembly and the Nordic Council (NC)

4.4.   Participation in the activities of the Baltic Sea Parliamentary Conference (BSPC) and cooperation with the Baltic Sea organisations

4.5.   Cooperation with the Nordic Council

2. Overview of the budget expenditures by categories

 

2.1. Session of the Baltic Assembly, the Baltic Council, and marking of the 20th Anniversary of the Baltic Assembly

 

The 30th Session of the Baltic Assembly and the 17th Baltic Council will be held on 24 – 25 November 2011 in Tallinn, Estonia. During the Session and the Baltic Council, the following meetings will be held:

-    Meeting of the BA Presidium

-    Meetings of the BA committees

-    Meeting with the representatives of the Baltic Council of Ministers

-    Meeting of the Presidium with the chairpersons and vice chairpersons of the BA committees

-    Meetings with other international partners of the Baltic Assembly

-    Special events to mark the 20th anniversary of the Baltic Assembly

Total expenses planned for the Session and the Baltic Council amount to EUR 45,000.

 

2.2. Meetings of the Presidium of the Baltic Assembly

 

It is planned to organise the following meetings of the Presidium of the Baltic Assembly:

-    Meeting of the Presidium: 27 – 28 January, Tallinn, Estonia

-    Meeting of the Presidium, joint meeting of the BA – BICC Presidiums (in connection with the BICC Session): 17 – 19 March, the Hague, the Netherlands

-    Meeting of the Presidium: 12 – 13 May, Tallinn, Estonia

-    Meeting of the Presidium, joint meeting of the BA – BICC Presidiums (in connection with the BICC Session): 16 – 18 June, the Hague, the Netherlands

-    Meeting of the Presidium, joint meeting of the BA – BSPC Presidiums (in connection with the 20th BSPC): 29 – 31 August, Finland

-    Meeting of the Presidium: 15 – 16 September, Vilnius, Lithuania

-    Meeting of the Presidium, joint meeting of the BA – NC Presidiums (in connection with the 63rd NC Session): 1 – 3 November, Denmark

-    Meeting of the Presidium, joint meeting of the BA – BICC Presidiums (in connection with the BICC Session): 8 – 10 December, the Hague, the Netherlands

Total expenses planned for the meetings of the Presidium (including expenses for one unplanned meeting) amount to EUR 13,550.

 

2.3. Meetings of the Committees of the Baltic Assembly

 

The following meetings of the standing committees, with participation of representatives from the Nordic Council, the Benelux Interparliamentary Consultative Council and the GUAM Parliamentary Assembly, as well as two meetings of the Budget and Audit Committee, are planned for 2011.

 

-    Meetings of the Budget and Audit Committee: 27 – 28 January, Tallinn, Estonia; 15 – 16 September, Vilnius, Lithuania

-    Meeting of the Legal Affairs and Security Committee: 12 – 13 May, Tallinn, Estonia

-    Meeting of the Social Affairs Committee: 2 – 3 June, Latvia

Total expenses planned for the committee meetings amount to EUR 11,381.

 

2.4. International cooperation

 

2.4.1. International parliamentary seminars

 

In 2011 three international parliamentary seminars, with participation of the relevant standing committees of the national parliaments of the Baltic, Nordic, Benelux and GUAM countries, committees of the Nordic Council, BICC and the GUAM PA, representatives of the Baltic Council of Ministers, have been planned:

 

-    Parliamentary seminar organised by the BA Education, Science and Culture Committee and the BA Economic Affairs, Communications and Informatics Committee: 10 – 11 February, Estonia

-    Parliamentary seminar organised by the BA Environmental Protection and Energy Committee: 9 – 10 June, Lithuania

-    Parliamentary seminar organised by the BA Economic Affairs, Communications and Informatics Committee and the BA Legal Affairs and Security Committee: 13 – 14 October, Estonia

Total expenses planned for these international parliamentary seminars amount to EUR 22,068.

 

2.4.2. International Conference of the Baltic Assembly and the Baltic Council of Ministers

 

The International Conference of the Baltic Assembly and the Baltic Council of Ministers will be held on 12 – 13 May in Tallinn, Estonia. Total expenses planned for the conference amount to EUR 12,105.

 

2.4.3. Annual summit of the Baltic Assembly and the Nordic Council (NC)

 

The fifth summit of the Baltic Assembly and the Nordic Council will take place in December in the Nordic countries. Total expenses planned for the BA–NC annual summit amount to EUR 7,840.

 

2.4.4. Participation in the activities of the Baltic Sea Parliamentary Conference (BSPC) and cooperation with the Baltic Sea organisations

 

Total expenses planned for the activities related to the work of the BSPC Standing Committee, the BSPC Enlarged Standing Committee, work of the BSPC Working Group on Integrated Maritime Policy and the BSPC Working Group on Civil Security, as well as participation in the work of the BSPS Secretariat, and participation in the Baltic Sea Day amount to EUR 9,506. Planned activities:

-    Meeting of the Working Group on Civil Security, January, place – tbc.

-    Meeting of the Secretariat, February, place – tbc.

-    2nd Northern Dimension Parliamentary Forum, meeting of the Enlarged Standing Committee, 22 – 23 February, Tromsö, Norway

-    Meeting of the Working Group on Civil Security, March, place – tbc.

-    Meeting of the Working Group on Integrated Maritime Policy, March, Stockholm, Sweden

-    Baltic Sea Day, March, St. Petersburg, Russia

-    Meeting of the Secretariat, May, place – tbc.

-    Meeting of the Enlarged Standing Committee, May, place – tbc.

-    Meeting of the Working Group on Civil Security, June, place – tbc.

-    Meeting of the Working Group on Integrated Maritime Policy, 20 – 21 June, Germany

-    Meeting of the Secretariat, October, place – tbc.

-    Meeting of the Standing Committee, November, place – tbc.

 

2.4.5. Cooperation with the Nordic Council (NC)

 

Total expenses planned for meetings of the BA–NC committees amount to EUR 8,750. Planned activities:

-    BA–NC committee meeting, January, place – tbc.

-    Nordic–Baltic–Belarus parliamentary seminar, March, place – tbc.

-    Visit of the BA Education, Science and Culture Committee to NordForsk, 28 – 29 April, Oslo, Norway

-    BA–NC committee meeting, April, place – tbc.

-    BA–NC committee meeting, September, place – tbc.

-    BA–NC committee meeting, December, place – tbc.

 

2.4.6. Cooperation with the Benelux Interparliamentary Consultative Council (BICC)

 

Total expenses planned for seminars, roundtable discussions and meetings of the BA–BICC Presidiums and committees amount to EUR 7,875.

 

2.4.7. Cooperation with the GUAM Parliamentary Assembly (GUAM PA)

 

Total expenses planned for seminars, roundtable discussions and meetings of the BA–GUAM PA Presidiums and committees amount to EUR 8,325.

 

2.5. Informative activities and other events

 

2.5.1. Baltic Assembly medals

 

It is planned to award Baltic Assembly medals for upholding the unity and cooperation of the Baltic States. Total: EUR 828.

 

2.5.2. Website of the Baltic Assembly

 

It is planned to maintain and update the website (incl. the software). The following expense categories are budgeted for maintaining the website: ensuring of the functionality of the website and updating of the information on the website. Total expenses planned for the website amount to EUR 925.

 

2.5.3. Baltic Assembly basketball tournament

 

It is planned to organise a basketball tournament in Estonia in 2011. Total expenses planned for the BA basketball tournament amount to EUR 3,552.

 


2.6. Baltic Assembly prizes for Literature, the Arts and Science, and the Baltic Innovation Prize

 

The Baltic Assembly awards its prizes annually. Planned activities:

-    Meetings of the national judging committees

-    Meeting of the Joint Judging Committees

-    Awarding ceremony Baltic Assembly prizes for Literature, the Arts and Science, and the Baltic Innovation Prize

Total expenses planned for the BA prizes amount to EUR 47,527.

 

2.7. Secretariat of the Baltic Assembly

 

The total amount of the expenses for the Secretariat is EUR 73,208. These expenditures include salaries for the staff of the BA Secretariat, expenses for office equipment, rent of the premises, as well as expenses for public utilities, communications and postal services, office and travel insurance and security, other services.

 

 

2.8. Unplanned expenses

 

The total amount of unplanned expenses (changes in the currency rate, etc.) is EUR 1,700.
