RESOLUTION
REGARDING THE PRESIDENTIAL ELECTION OF
THE REPUBLIC OF BELARUS ON 19 DECEMBER 2010

The Seimas of the Republic of Lithuania,
observing the 2010 presidential election of the Republic of Belarus, pre-election preparation and post-election events;
taking into consideration the proposals presented by the Organization for Security and Co-operation in Europe to the Republic of Belarus concerning elections, their conduct and the partial implementation of the said proposals;  
evaluating the 19 December 2010 presidential election of the Republic of Belarus in terms of its legitimacy, transparency and openness;
expressing concern over the disproportionate use of force by law enforcement institutions against peaceful residents at the rally on 19-20 December 2010;
being worried about the security of the arrested persons, among them the candidates for President of the Republic of Belarus, and the proper protection of their rights,
states with regret that the 19 December 2010 presidential election of the Republic of Belarus has failed to meet the requirements for democracy and transparency set out by the Organization for Security and Co-operation in Europe;
urges the immediate release of the arrested peaceful participants of the 19-20 December 2010 rally;
calls on the Government of the Republic of Belarus not to use the riots as a pretext for a crackdown on the opposition, political organizations and individual politicians;
calls upon the President and the Government of the Republic of Lithuania and all the Participating States of the Organization for Security and Co-operation in Europe, upon evaluating the processes taking place in the Republic of Belarus, to recognize the 19 December 2010 presidential election of the Republic of Belarus as undemocratic;
encourages the Government and the Seimas of the Republic of Lithuania, considering the Republic of Lithuania’s Chairmanship of the OSCE in 2011, to make active efforts in resolving the issues of democracy, human rights and freedom of elections in the Republic of Belarus;
urges the authorities of Belarus to get involved in a genuine, more open and more committed dialogue with the Organization for Security and Co-operation in Europe and other international organizations, to fully implement the proposals drafted by them so that truly democratic elections finally take place;
proposes that the President, the Government and the Committee on Foreign Affairs of the Seimas of the Republic of Lithuania consider the expediency of raising the issue of terminating suspension of sanctions against the Republic of Belarus at the EU level.
The Resolution shall enter into force as of adoption thereof.
