Baltic Assembly Budget Report for 2010

 

 

1. General information

 

The budget expenditures of the Baltic Assembly for 2010 consist of the following categories:

–   Session of the Baltic Assembly and the Baltic Council

–   Meetings of the Presidium of the Baltic Assembly

–   Meetings of the Committees of the Baltic Assembly

–   International cooperation

–   Informative activities and other events

–   Baltic Assembly prizes for Literature, the Arts and Science

–   Secretariat of the Baltic Assembly

–   Unplanned expenses

 

The Budget 2010 sets membership fees from the national parliament of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania in 2010 in amount of EUR 91,380. The total BA budget 2010 is EUR 274,140.

2. Overview of the budget expenditures by categories

 

2.1. Session of the Baltic Assembly and Baltic Council

 

The 29th Session of the Baltic Assembly and the 16th Baltic Council took place on 21–22 October in Rīga (Latvia). During the Session, meetings of the BA Presidium and committees, as well as joint committee meetings, were held. Meetings with international organisations were also held. From the total amount of funds allocated for the Session and the Baltic Council, EUR 38,713 was spent.

 

2.2. Meetings of the Presidium of the Baltic Assembly

 

The following meetings took place:

–   Meeting of the Presidium of the Baltic Assembly (in connection with the BSPC Enlarged Standing Committee): 27–29 January, Brussels (Belgium).

–   Meeting of the Presidium of the Baltic Assembly, joint meeting of the BA – BICC Presidiums, joint meeting of the BA – BICC – NC Presidiums (in connection with the BICC Session): 18–20 March, Brussels (Belgium).

–   Participation in the European Speakers Conference: 10–13 June, Limassol (Cyprus).

–   Meeting of the Presidium of the Baltic Assembly, joint meeting of the BA – BICC Presidiums (in connection with the BICC Session): 17–20 June, Brussels (Belgium).

–   Meeting of the Presidium of the Baltic Assembly, participation in the 19th BSPC: 29–31 August, Marienhamn (Åland Islands).

–   Participation in the Session of the Inter-parliamentary Union: 3–5 October, Geneva (Switzerland).

–   Meeting with the BA – NC Presidium, participation in the Session of the Nordic Council: 1–4 November, Reykjavik (Iceland).

–   Meeting of the Presidium of the Baltic Assembly, joint meeting of the BA – BICC Presidiums, joint meeting of the BA – BICC – NC Presidiums (in connection with the BICC Session): 9–12 December, Brussels (Belgium).

From total amount of funds allocated for the Presidium meetings EUR 13,353 was spent.

 

2.3. Meetings of the Committees of the Baltic Assembly

 

The following meetings, seminars and roundtable discussions of the standing committees of the Baltic Assembly with participation of the partners from the Nordic Council and the Benelux Interparliamentary Consultative Council as well as standing committees of the national parliaments took place:

–   Meeting of the BA Budget and Audit Committee: 4–5 February, Rīga (Latvia).

–   Meeting of the BA Social Affairs Committee: 25–27 February, Tallinn (Estonia).

–   Meeting of the BA Economic Affairs, Communications and Informatics Committee:   25–27 March, Rīga (Latvia).

–   Meeting of the BA Education, Science and Culture Committee: 22–23 April, Vilnius (Lithuania).

–   Meeting of the BA Legal Affairs and Security Committee: 14 May, Rīga (Latvia).

–   Meeting of the BA Environmental Protection and Energy Committee: 3–4 June, Vilnius (Lithuania).

–   Meeting of the BA Budget and Audit Committee: 9–10 September, Rīga (Latvia).

From total amount of funds allocated for the Committee meetings EUR 22,207 was spent.

 

2.4. International Cooperation

 

From the total amount allocated for the international cooperation activities of the Baltic Assembly, EUR 44,973 was spent.

 

2.4.1. Trilateral Conference of the Baltic Assembly, the Nordic Council and the Benelux Parliamentary Consultative Council

 

Trilateral Conference of the Baltic Assembly, the Nordic Council and the Benelux Interparliamentary Consultative Council was held on 12–14 April in Oslo (Norway). From total amount of funds allocated for the conference meetings EUR 8,449 was spent.

 

2.4.2. International Conference of the Baltic Assembly and the Baltic Council of Ministers

 

International Conference of the Baltic Assembly and the Baltic Council of Ministers was held on 12–14 May in Rīga (Latvia). From total amount of funds allocated for the conference meetings EUR 8,425 was spent.

 

 

2.4.3. Annual Summit of the Baltic Assembly and Nordic Council

 

Annual Summit of the Baltic Assembly and Nordic Council took place on 7–8 December in Kirkkonummi (Finland). Total expenditures related to these events amounted to EUR 6,545.

 

2.4.4. Standing Committee of the Baltic Sea Parliamentary Conference and cooperation with the Baltic Sea organisations

 

The following meetings of the BSPC Standing Committee, the BSPC Expanded Standing Committee, the BSPC Working Groups, the BSPC Secretariat took place:

–   Meeting of the BSPC Secretariat: 11–12 January, Rīga (Latvia).

–   Meeting of the BSPC Working group on Integrated maritime safety: 20–22 January, Rostock (Germany).

–   Meeting of the BSPC Working group on civil security: 3 February, Copenhagen (Denmark).

–   XI Baltic Sea Day: 22–24 March, St.Petersburg (Russia).

–   Meeting of the BSPC Working group on civil security: 7–8 April, Stockholm (Sweden).

–   Meeting of the BSPC Working group on Integrated maritime safety: 14–16 April, Brussels (Belgium).

–   Meeting of the BSPC Secretariat: 6–7 May, Stockholm (Sweden).

–   Meeting of the BSPC Working group on civil security: 9–10 June, Oslo (Norway).

–   Meeting of the BSPC Working group on Integrated maritime safety: 14–15 June, Copenhagen (Denmark).

–   Meeting of the BSPC Secretariat: 27–28 September, Oslo (Norway).

–   Meeting of the BSPC Standing Committee: 17–19 October, Berlin (Germany).

–   Meeting of the BSPC Working group on civil security: 25–26 October, Hamburg (Germany).

–   Meeting of the BSPC Working group on Integrated maritime safety: 22–23 November, Tallinn (Estonia).

Total expenses spent for the participation in the activities of the Baltic Sea Parliamentary Conference amount to EUR 8,309.

 

2.4.5. Cooperation with the Nordic Council

 

The following joint events took place:

–   Joint seminar of the BA and the NC with participation of representatives from Belarus: 22–24 March, Minsk (Belarus).

–   Nordic Forum for Security Policy 2010: 24–26 April, St.Petersburg (Russia).

–   Meeting of the BA – NC Secretariats: 10–11 November, Copenhagen (Denmark).

Total expenses spent for cooperation with the Nordic Council amount to EUR 2,733.

 

2.4.6. Cooperation with the Benelux Interparliamentary Consultative Council

 

The following joint events took place:

–   Visit of the delegation of the Benelux Parliament was organised in connection with the BA international conference on security: 13–15 May, Rīga (Latvia).

–   Visit of the delegation of the Benelux Parliament was organised in connection with the BA Session: 21–24 October, Rīga (Latvia).

–   International conference of the Baltic Assembly and the Benelux Parliament: 25–27 November, Brussels (Belgium).

Total expenses spent for cooperation with the Benelux Parliament amount to EUR 8,676.

 

2.4.7. Cooperation with the GUAM PA

 

On 12–14 May a visit of the delegation of the GUAM PA was organised in connection with the BA international conference on security. Total expenses spent for cooperation with the GUAM PA amount to EUR 1,836.

 

2.5. Informative activities and other events

 

In 2010 the following activities have been held:

–   Medals: production of medals, certificates and folders.

–   Website: upkeep of the server and repairs of the website management system.

From the total amount of funds allocated for the informative activities and other events, EUR 1,932 was spent.

 

2.6. Baltic Assembly Basketball tournament

 

On 20–21 May in Cēsis (Latvia) the Basketball tournament was organised. Total expenses for the organizing of the basketball tournament were EUR 3,070.

 

2.7. Baltic Assembly prizes in Literature, the Arts and Science

 

The Baltic Assembly awards its prizes annually (monetary prize, certificate and statuette). In 2010, meetings of the National Juries were held Tallinn (Estonia), Riga (Latvia) and Vilnius (Lithuania), and one meeting of the BA Joint Jury was held on 23–24 September in Riga (Latvia). Expenses for advertisement for competition for the BA Prizes were covered. The BA Prize awards ceremony took place on 22 October 2010 in Riga (Latvia).The total amount of funds allocated for BA Prizes in 2010 was EUR 43,400.

 

2.8. Secretariat of the Baltic Assembly

 

From the total amount of funds allocated for the BA Secretariat, EUR 70,275 was actually spent. These expenditures included salaries for the staff of the BA Secretariat, expenses for office equipment, rent of the premises, as well as expenses for public utilities, communications and postal services, office and travel insurance and security, other services.

 

2.9. Unplanned expenses

 

Unplanned expenses of the Baltic Assembly amounted to EUR 1,754, which include expenses related to changes in currency exchange rates and for commission fees of money transfers.
