DECISION
 
On the Baltic Assembly Budget for 2012
 
 
 
The Baltic Assembly approves its budget for the year 2012 in the amount of EUR 274,140 in accordance with the attached Baltic Assembly budget appropriations. The BA Budget for the year 2012 includes membership fees of all three Baltic States in the amount of EUR 91,380 for Estonia, EUR 91,380 for Latvia, and EUR 91,380 for Lithuania.
 
According to Paragraph 4 of Article 44 of the Baltic Assembly Statutes, the expenses necessary for ensuring the activities of the Baltic Assembly shall be shared equally by the parliaments of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania.

Budget of the Baltic Assembly for 2012
 
1. General information
 
The budget of the Baltic Assembly for 2012 is planned in accordance with the preliminary working plan of the Baltic Assembly for 2012 and on the assumption that the income from membership fees of each national parliament will be EUR 91,380. The total budget of the Baltic Assembly for the year 2012 is EUR 274,140.
 
The budget of the Baltic Assembly for 2012 consists of the following parts:
1.  Session of the Baltic Assembly and the Baltic Council;
2.  Meetings of the Presidium of the Baltic Assembly;
3.  Meetings of the Committees of the Baltic Assembly;
4.  International cooperation:
4.1. International parliamentary seminars;
4.2. Trilateral Conference of the Baltic Assembly, the Nordic Council and the Benelux Parliament;
4.3. Annual summit of the Baltic Assembly and the Nordic Council;
4.4. Baltic Sea Parliamentary Conference and cooperation with the Baltic Sea organisations;
4.5. Cooperation with the Nordic Council;
4.6. Cooperation with the Benelux Interparliamentary Consultative Council;
4.7. Cooperation with the GUAM Parliamentary Assembly;
5.  Informative activities and other events:
5.1. Baltic Assembly medals;
5.2. Homepage of the Baltic Assembly;
5.3. Baltic Assembly Basketball tournament;
6.  Baltic Assembly Prizes for Literature, the Arts and Science and the Baltic Innovation Prize;

Estimates of the budget of the Baltic Assembly for the above activities are broken down into the following categories:
1.  Contract works, salaries, taxes;

2. Overview of the budget expenditures by categories
 
2.1. Session of the Baltic Assembly and the Baltic Council
 
The 31st Session of the Baltic Assembly and the 18th Baltic Council will be held on 8–9 November 2012 in Vilnius, Lithuania.
 
During the Session of the Baltic Assembly and the Baltic Council, the following meetings will be held:
–   Meeting of the Presidium of the Baltic Assembly;
–   Meetings of the committees of the Baltic Assembly;
–   Meeting with the representatives of the Baltic Council of Ministers;
–   Meeting of the Baltic Assembly Presidium with the chairpersons and deputy chairpersons of the Baltic Assembly committees;
–   Meetings with the representatives of the Nordic Council and the Benelux Interparliamentary Consultative Council;
–   Meetings with other international partners of the Baltic Assembly;
–   Meetings of the party groups of the Baltic Assembly.
Total expenses planned for the Session and the Baltic Council amount to EUR 35,000.
 
2.2. Meetings of the Presidium of the Baltic Assembly
 
It is planned to organise the following meetings of the Presidium of the Baltic Assembly:
–   Meeting of the Presidium of the Baltic Assembly: 19–20 January, Vilnius (Lithuania) (tbc).
–   Meeting of the Presidium of the Baltic Assembly: 27–28 February, Brussels (Belgium).
–   Meeting of the Presidium of the Baltic Assembly: 10–11 May, Vilnius (Lithuania).
–   Participation in the European Conference of Presidents of Parliaments: 7–8 June, Strasbourg (France).
–   Meeting of the Presidium of the Baltic Assembly, joint meeting of the BA – BICC Presidiums (in connection with the BICC Session): 14–15 June, the Hague (the Netherlands).
–   Meeting of the Presidium of the Baltic Assembly, joint meeting of the BA – NC Presidiums (in connection with the 21st BSPC): 26–28 August, St.Petersburg (Russian Federation).
–   Meeting of the Presidium of the Baltic Assembly: 20–21 September, Vilnius (Lithuania).
–   Meeting of the Presidium of the Baltic Assembly, joint meeting of the BA – NC Presidiums (in connection with the 64th NC Session): 30 October – 1 November, Helsinki (Finland).
Total expenses planned for the meetings of the Presidium (including expenses for one unplanned meeting) amount to EUR 14,550.
 
2.3. Meetings of the Committees of the Baltic Assembly
 
The following meetings of the committees of the Baltic Assembly are planned for 2012:
–   Meetings of the Budget and Audit Committee: 9–10 February, Vilnius (Lithuania); 20–21 September, Vilnius (Lithuania).
–   Meeting of the Legal Affairs and Security Committee: 12–13 April, Tallinn (Estonia).
Total expenses planned for the committee meetings amount to EUR 8,000.
 
2.4. International cooperation
 
2.4.1. International parliamentary seminars
 
In 2012 six international parliamentary seminars with participation of the relevant standing committees of the national parliaments of the Baltic, Nordic and Benelux countries, committees of the Nordic Council, BICC and the GUAM PA, representatives of the Baltic Council of Ministers, have been planned:
–   Parliamentary seminar organised by the BA Legal Affairs and Security Committee and the BA Economic Affairs, Communications and Informatics Committee: 9–10 February, Lithuania.
–   Parliamentary seminar organised by the BA Education and Science Committee: 8–9 March, Latvia.
–   Parliamentary seminar organised by the BA Social Affairs Committee: 29–30 March, Estonia.
–   Parliamentary seminar organised by the BA Legal Affairs and Security Committee and the BA Presidium: 10–11 May, Lithuania.
–   Parliamentary seminar organised by the BA Environmental Protection and Energy Committee: 7–8 June, Estonia.
–   Parliamentary seminar organised by the BA Economic Affairs and Communications Committee: 13–14 September, Lithuania.
Total expenses planned for these international parliamentary seminars amount to EUR 38,340.
 
2.4.2. Trilateral Conference of the Baltic Assembly, Benelux Parliament and Nordic Council
 
Trilateral Conference will be held on 19–20 April in the Netherlands. Total expenses planned for the conference amount to EUR 6,812.
 
 
 
2.4.3. Annual summit of the Baltic Assembly and the Nordic Council (NC)
 
The sixth summit of the Baltic Assembly and the Nordic Council will take place in December in the Baltic countries. Total expenses planned for the BA–NC annual summit amount to EUR 7,437.
 
2.4.4. Participation in the activities of the Baltic Sea Parliamentary Conference (BSPC) and cooperation with the Baltic Sea organisations
 
Total expenses planned for the activities related to the work of the BSPC Standing Committee, work of the BSPC Working Group on Green Growth and Energy Efficiency, as well as participation in the work of the BSPS Secretariat, and participation in the Baltic Sea Day amount to EUR 8,506. Planned activities:
–   Meeting of the BSPC Secretariat, January, place – tbc.
–   Meeting of the BSPC Standing Committee, January, place tbc.
–   Baltic Sea Day, March – date tbc., St.Petersburg (Russian Federation).
–   Meeting of the BSPC Secretariat, May, Moscow (Russian Federation).
–   Meeting of the BSPC Standing Committee, May, Kaliningrad (Russian Federation).
–   Meeting of the BSPC Secretariat, October, place – tbc.
–   Meeting of the BSPC Standing Committee, November, place – tbc.
–   In 2012 four/five meetings of the BSPC working group on green growth will take place. Dates and places – tbc.
 
2.4.5. Cooperation with the Nordic Council (NC)
 
Total expenses planned for meetings of the BA – NC committees amount to EUR 8,075. Planned activities:
–   Baltic – Nordic parliamentary meetings: 21–23 March, Iceland.
–   Baltic – Nordic parliamentary meetings: 21–22 June, Denmark and Sweden.
–   Baltic – Nordic parliamentary meetings: 18–19 September, place – tbc.
 
2.4.6. Cooperation with the Benelux Interparliamentary Consultative Council (BICC)
 
Total expenses planned for seminars, roundtable discussions and meetings of the BA – BICC Presidiums and committees amount to EUR 7,875.
 
2.4.7. Cooperation with the GUAM Parliamentary Assembly and with other partners within the European neighbourhood policy
 
Expenses for seminars, traineeship programmes, roundtable discussions and meetings of the BA – GUAM PA Presidiums and committees and other partners within framework of the EU neighbourhood policy have been planned and amount to EUR 9,325.
 
2.5. Informative activities and other events
 
2.5.1. Baltic Assembly medals
 
It is planned to award Baltic Assembly medals for upholding the unity and cooperation of the Baltic States. Total: EUR 1,308.
 
2.5.2. Website of the Baltic Assembly
 
It is planned to maintain and update the website (incl. the software). The following expense categories are budgeted for maintaining the website: ensuring of the functionality of the website and updating of the information on the website. Total expenses planned for the website amount to EUR 925.
 
2.5.3. Baltic Assembly basketball tournament
 
It is planned to organise a basketball tournament in Estonia in 2012. Total expenses planned for the BA basketball tournament amount to EUR 5,552.
 
2.6. Baltic Assembly prizes for Literature, the Arts and Science, and the Baltic Innovation Prize
 
The Baltic Assembly awards its prizes annually. Planned activities:
–   Meetings of the national judging committees;
–   Meeting of the Joint Judging Committees;
–   Awarding ceremony Baltic Assembly prizes for Literature, the Arts and Science, and the Baltic Innovation Prize.
Total expenses planned for the BA prizes amount to EUR 47,527.
 
2.7. Secretariat of the Baltic Assembly
 
The total amount of the expenses for the Secretariat is EUR 73,208. These expenditures include salaries for the staff of the BA Secretariat, expenses for office equipment, rent of the premises, as well as expenses for public utilities, communications and postal services, office and travel insurance and security, other services.
 
 
2.8. Unplanned expenses
 
The total amount of unplanned expenses (changes in the currency rate, etc.) is EUR 1,400.
