DECISION
 
ON THE BALTIC ASSEMBLY BUDGET FOR 2013
 
 
The Baltic Assembly approves its budget for the year 2013 in the amount of EUR 274,140 in accordance with the attached Baltic Assembly budget appropriations. The BA Budget for the year 2013 includes membership fees of all three Baltic States in the amount of EUR 91,380 for Estonia, EUR 91,380 for Latvia, and EUR 91,380 for Lithuania.
 
According to Paragraph 4 of Article 44 of the Baltic Assembly Statutes, the expenses necessary for ensuring the activities of the Baltic Assembly shall be shared equally by the parliaments of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania.

BUDGET OF THE BALTIC ASSEMBLY FOR 2013
 
1. General information
The budget of the Baltic Assembly for 2013 is planned in accordance with the preliminary working plan of the Baltic Assembly for 2013 and on the assumption that the income from membership fees of each national parliament will be EUR 91,380. The total budget of the Baltic Assembly for the year 2013 is EUR 274,140.
 
The budget of the Baltic Assembly for 2013 consists of the following categories:
1.   Session of the Baltic Assembly and the Baltic Council;
2.   Meetings of the Presidium of the Baltic Assembly;
3.   Meetings of the Committees of the Baltic Assembly;
4.   International cooperation:
4.1. International parliamentary seminars;
4.2. International Conference of the Baltic Assembly and the Baltic Council of Ministers;
4.3. Annual summit of the Baltic Assembly and the Nordic Council;
4.4. Participation in the activities of the Baltic Sea Parliamentary Conference and cooperation with the Baltic Sea organisations;
4.5. Cooperation with the Nordic Council;
4.6. Cooperation with the Benelux Parliament;
4.7. Cooperation with the GUAM Parliamentary Assembly and other partners within the European neighbourhood policy;
5.   Informative activities and other events:
5.1. Baltic Assembly medals;
5.2. Website of the Baltic Assembly;
5.3. Baltic Assembly basketball tournament;

2. Overview of the budget expenditures by categories
 
2.1. Session of the Baltic Assembly and the Baltic Council
The 32nd Session of the Baltic Assembly and the 19th Baltic Council will be held on 28 – 29 November 2013 in Rīga, Latvia.
During the Session of the Baltic Assembly and the Baltic Council, the following meetings will be held:
·    Meeting of the Presidium of the Baltic Assembly;
·    Meetings of the committees of the Baltic Assembly;
·    Meeting with the representatives of the Baltic Council of Ministers;
·    Meeting of the Baltic Assembly Presidium with the chairpersons and deputy chairpersons of the Baltic Assembly committees;
·    Meetings with the representatives of the Nordic Council and the Benelux Parliament;
·    Meetings with other international partners of the Baltic Assembly;
Total expenses planned for the Session and the Baltic Council amount to EUR 38,000.
 
2.2. Meetings of the Presidium of the Baltic Assembly
It is planned to organise the following meetings of the Presidium of the Baltic Assembly:
·    Meeting of the Presidium of the Baltic Assembly: 5 – 6 March, Brussels, Belgium;
·    Meeting of the Presidium of the Baltic Assembly: March (date – tbc), Russian Federation;
·    Meeting of the Presidium of the Baltic Assembly: 9 – 10 May, Rīga, Latvia;
·    Meeting of the Presidium of the Baltic Assembly, joint meeting of the Presidiums of the Baltic Assembly and the Benelux Parliament (in connection with the Session of the Benelux Parliament): 13 – 14  June, Luxembourg;
·    Meeting of the Presidium of the Baltic Assembly, joint meeting of the Presidiums of the Baltic Assembly and the Nordic Council (in connection with the 22nd BSPC): 25 - 28 August, Pärnu, Estonia;
·    Meeting of the Presidium of the Baltic Assembly: 12 – 13 September, Rīga, Latvia;
·    Meeting of the Presidium of the Baltic Assembly, joint meeting of the BA – NC Presidiums (in connection with the 65th Session of the Nordic Council): 29 – 31 October, Oslo (Norway).
Total expenses planned for the meetings of the Presidium (including expenses for one unplanned meeting) amount to EUR 14,550.
 
2.3. Meetings of the committees and working groups of the Baltic Assembly
The following meetings of the committees and working groups of the Baltic Assembly are planned for 2013.
·    Meetings of the Budget and Audit Committee: 7 – 8 February, Rīga, Latvia; 12 – 13 September, Rīga, Latvia;
·    Adhoc group meetings, working group meetings: time and venue tbc.
Total expenses planned for the committee meetings amount to EUR 8,000.
 
2.4. International cooperation
 
2.4.1. International parliamentary seminars
In 2013 five international parliamentary seminars with participation of the relevant standing committees of the national parliaments of the Baltic, Nordic, Benelux and GUAM countries, committees of the Nordic Council, Benelux Parliament and the GUAM PA, and representatives of the Baltic Council of Ministers, have been planned:
·    Parliamentary seminar organised by the BA Education, Science and Culture Committee and the BA Economics, Energy and Innovation Committee: 14 – 15 March, Latvia;
·    Parliamentary seminar organised by the BA Legal Affairs and Security Committee: 11 – 12 April, Lithuania;
·    Parliamentary seminar organised by the BA Natural Resources and Environment Committee: 18 – 19 April, Estonia;
·    Parliamentary seminar organised by the BA Welfare Committee: 6 – 7 June, Lithuania;
·    Parliamentary seminar organised by the BA Economics, Energy and Innovation Committee and the BA Education, Science and Culture Committee: 17 – 18 October, Lithuania.
Total expenses planned for these international parliamentary seminars amount to EUR 32,220.
 
2.4.2. International Conference of the Baltic Assembly and the Baltic Council of Ministers
The international conference will be held on 9 – 10 May in Rīga, Latvia. Total expenses planned for the conference amount to EUR 10,403.
 
2.4.3. Annual summit of the Baltic Assembly and the Nordic Council
The annual summit of the Baltic Assembly and the Nordic Council will take place in December in one of the Nordic countries. Total expenses planned for the annual summit amount to EUR 5,098.
 
2.4.4. Participation in the activities of the Baltic Sea Parliamentary Conference and cooperation with the Baltic Sea organisations
Total expenses planned for the activities related to the work of the Standing Committee of the Baltic Sea Parliamentary Conference (BSPC), the BSPC Working Group on Green Growth and Energy Efficiency, as well as participation in the work of the BSPS Secretariat amount to EUR 8,505. Planned activities:
·    Meeting of the BSPC Secretariat, 10 – 11 January, Berlin (Germany);
·    Meeting of the BSPC Standing Committee, 28 – 29 January,  Brussels (Belgium);
·    The 3rd Northern Dimension Parliamentary Forum, date – tbc, Russia;
·    Meeting of the BSPC Working Group on Green Growth and Energy Efficiency, 28 February – 1 March,  Bergen (Norway);
·    Meeting of the BSPC Secretariat, 25 – 26 April, Estonia;
·    European Maritime Day, 20 – 21 May, Malta;
·    Meeting of the BSPC Standing Committee, 26 - 27 May, Tartu (Estonia);
·    Meeting of the BSPC Working Group on Green Growth and Energy Efficiency, 10 – 12 June, Bornholm (Denmark);
·    Meeting of the BSPC Secretariat, October, place – tbc.;
·    Meeting of the BSPC Standing Committee, November, place – tbc.

2.4.5. Cooperation with the Nordic Council (NC)
Total expenses planned for cooperation with the Nordic Council amount to EUR 7,000. Planned activities:
·    Meetings of the Presidiums and committees of the Baltic Assembly and the Nordic Council: 29 – 30 January, Reykjavik (Iceland)
·    Meetings of the Presidiums and committees of the Baltic Assembly and the Nordic Council: 10 – 11 April, Stockholm (Sweden)
·    Meetings of the Presidiums and committees of the Baltic Assembly and the Nordic Council: 17 – 18 September (Denmark)
 
2.4.6. Cooperation with the Benelux Parliament
Total expenses planned for seminars, roundtable discussions and meetings of the Presidiums and committees of the Baltic Assembly and the Benelux Parliament amount to EUR 13,444:
·    Parliamentary seminar organised by the Baltic Assembly and the Benelux Parliament: 26 – 27 September, Latvia
·    Unplanned meetings, special working groups.
 
2.4.7. Cooperation with the GUAM Parliamentary Assembly and other partners within the European neighbourhood policy
Total expenses planned for seminars, traineeship programmes, roundtable discussions and meetings of the Presidiums and committees of the Baltic Assembly and the GUAM PA, as well as meetings with other partners within framework of the EU neighbourhood policy amount to EUR 7,000:
·    Parliamentary seminar organised by the Baltic Assembly and the GUAM Parliamentary Assembly: 27 – 28 June, Georgia ;
·    Unplanned meetings, special working groups.
 
2.5. Informative activities and other events
 
2.5.1. Baltic Assembly medals
It is planned to award 9 Baltic Assembly medals for upholding the unity and cooperation of the Baltic States. Total expenses planned for Baltic Assembly medals amount to EUR 1,308.
 
2.5.2. Website of the Baltic Assembly
It is planned to maintain and update the website (incl. the software). The following expense categories are budgeted for maintaining the website: ensuring of the functionality of the website and updating of the information on the website. Total expenses planned for the website amount to EUR 925.
 
2.5.3. Baltic Assembly basketball tournament
It is planned to organise a basketball tournament on 12 – 13 September in Latvia. Total expenses planned for the BA basketball tournament amount to EUR 5,552.
 
2.6. Baltic Assembly Prizes for Literature, the Arts and Science, and the Baltic Innovation Prize
The Baltic Assembly awards its Prizes annually. Planned activities:
·    Meetings of National Juries;
·    Meeting of the Joint Jury;
·    Ceremony for awarding the Baltic Assembly Prizes for Literature, the Arts and Science, and the Baltic Innovation Prize.
Total expenses planned for the BA Prizes and the Baltic Innovation Prize amount to EUR 47,527.
 
2.7. Secretariat of the Baltic Assembly
The total amount of the planned expenses for the BA Secretariat is EUR 73,208. These expenditures include salaries for the staff of the BA Secretariat, expenses for office equipment, rent of the premises, as well as expenses for public utilities, communications and postal services, office and travel insurance, security, and other services.
 
2.8. Unplanned expenses
The total amount of unplanned expenses (changes in the currency exchange rates, commission fees for money transfers, etc.) is EUR 1,400.
