RESOLUTION

ON the acquisition of agricultural land by foreign subjects

The Seimas of the Republic of Lithuania,

having regard to the European Parliament resolution of 13 March 2013 on the European Council conclusions of 7/8 February concerning the Multiannual Financial Framework No P7_TA(2013)0078, which rejects the proposal for the multiannual financial framework for the years 2014-2020 approved by the European Council;

taking into consideration a real possibility to renegotiate harmonisation of farming conditions for farmers of all Member States of the European Union (hereinafter: ‘the EU’);

having regard to the fact that at the national farmers congress held on 22 March 2013 Lithuanian farmers took a strong stance on extension of the prohibition for foreign subjects to acquire agricultural land in Lithuania;

taking into consideration the fact that in order to reform the Common Agricultural Policy, the European Parliament does not have on its agenda the harmonisation of direct payments for all EU Member States, which will lead to lower competitiveness of Lithuanian farmers compared to farmers of other EU Member States,  r e s o l v e s:

 

Article 1.

To propose to the Government of the Republic of Lithuania to explore opportunities to seek, in the nearest future, amendment to the Treaty on the Functioning of the European Union or to take alternative measures for the prohibition of the acquisition of agricultural land by foreign subjects not to be regarded as a violation of the principle of the free movement of capital and to provide the information concerning the actions taken and achievements on a semi-annual basis to the Seimas of the Republic of Lithuania.

 

Article 2.

The Resolution shall enter into force on the day of its adoption.
