RESOLUTION

ON ENHANCING THE STRATEGIC DIALOGUE

BETWEEN LITHUANIA AND POLAND

The Seimas of the Republic of Lithuania,

evaluating the foreign policy priorities of the Government of the Republic of Lithuania emphasising cooperation among the Central and Eastern European  regions in the fields of economy, politics and defence;

assessing the similarity of the strategic interests of Lithuania and Poland and the necessity to make them the basis for close bilateral and regional cooperation;

recalling the constant attempts by hostile external forces to confront Lithuania and Poland, as well as  joint military actions and insurrections in the late 18th through the 19th centuries directed against the occupying power of tsarist Russia;

having regard to the aggressive foreign policy of the Russian Federation, aimed at disrupting the European security architecture,

welcomes the decisions adopted at the NATO Summit in Warsaw in July 2016, dispelling any doubts over allegations that NATO membership of the Central and Eastern European countries of is not fully-fledged, and emphasises the importance of bilateral and regional cooperation for the successful implementation of these decisions;

stresses that the strategic partnership with the United States of America is a security guarantor of the Nordic, Baltic and Central European countries, and, therefore, calls for joint promotion and strengthening of transatlantic relations;

calls on Poland to pursue the targeted implementation of the energy projects of the Electricity Interconnector LitPol Link and the Gas Interconnector Poland-Lithuania (GIPL) in order to synchronise the energy system of the Baltic States with the networks of Continental Europe, to ensure greater security of gas supply and competition in the region's gas market and to finally resolve the problem of the Baltic States as “energy islands” isolated from Europe;

encourages Lithuania and Poland to cooperate at international level with a view to evaluating the crimes of communism and national socialism;

invites Poland to get more involved and continue cooperation towards the smooth implementation of the Rail Baltica project, which is a strategic infrastructure project for all the Baltic States;

urges Poland to support Lithuania’s international initiatives aimed against the construction of the unsafe Ostrovets Nuclear Power Plant in Belarus, stressing that the lack of energy security is a key factor still allowing Russia to exert an influence over Europe;

proposes to the leaders of the Republic of Poland to develop, together with the partners in the region within the EU, an ambitious vision of the Eastern Partnership policy, based on the prospects of full European Union membership of the most advanced countries of the Eastern Partnership, bearing in mind that the success of the implementation of reforms under the Association Agreements between the European Union, the European Atomic Energy Community and their Member States and Ukraine, Georgia and Moldova will largely depend also on the EU’s political engagement and provision of increased financial incentives;

calls on the Russian Federation, taking into account the actions of the Russian Federation following the crash of the Polish President’s plane in 2010 and refusal to return the plane wreck to Poland, to fully cooperate with the competent authorities of the  Republic of Poland in carrying out the re-opened inquiry into the plane crash;

urges, on the basis of the principle of mutual respect for sovereignty, to continue and enhance the strategic dialogue between Lithuania and Poland at parliamentary level.
