BUDGET OF THE BALTIC ASSEMBLY FOR 2018
 
1. General information
The Baltic Assembly budget for 2018 is planned in accordance with the preliminary working plan of the Baltic Assembly for 2018 and on the assumption that the income from membership fees of each national parliament will be EUR 91,380. The total amount of EUR 13,544 has been transferred from the budget of the Baltic Assembly 2017. The total budget of the Baltic Assembly for 2018 is expected to amount to EUR 287,684.
 
The expenditures of the Baltic Assembly for 2018 consist of the following categories:
1.    Session of the Baltic Assembly and the Baltic Council
2.    Meetings of the Presidium of the Baltic Assembly
3.    Meetings of the committees of the Baltic Assembly
4.    International cooperation
4.1. International parliamentary seminars in the Baltic States
4.2. Trilateral conference of the Benelux Parliament, Baltic Assembly and Nordic Council
4.3. Annual summit of the Baltic Assembly and the Nordic Council
4.4. Participation in the activities of the Baltic Sea Parliamentary Conference and cooperation with the Baltic Sea organisations
4.5. Cooperation with the Nordic Council

2. Overview of budget expenditures by categories
 
2.1. Session of the Baltic Assembly and the Baltic Council
The 37th Session of the Baltic Assembly and the 24th Baltic Council will be held on 25–26 October in Vilnius (Lithuania).
During the Session of the Baltic Assembly and the Baltic Council, it is planned to hold the following meetings:
-     meeting of the Presidium and committees;
-     meetings with Speakers of the national parliaments of the Baltic States;
-     meeting of the representatives of the Baltic Assembly with the representatives of the Baltic Council of Ministers;
-     meeting of the Presidium with the chairpersons and deputy chairpersons of the committees;
-     meetings of the representatives of the Baltic Assembly with the representatives of the Nordic Council, the Benelux Parliament, the GUAM PA and other international organisations.
Total expenses planned for the Session and the Baltic Council amount to EUR 41,500.
 
2.2. Meetings of the Presidium of the Baltic Assembly
It is planned to hold the following meetings of the Presidium:
-     meeting of the Presidium (on the margins of the meeting of the BSPC Standing Committee) and visit of the Presidium to the EU institutions: 21–22 February, Brussels (Belgium);
-     meeting of the Presidium, joint meeting of the Presidium of the Baltic Assembly and the Presidium of the Benelux Parliament (on the margins of the Session of the Benelux Parliament): 15–16 June, The Hague (the Netherlands);
-     meeting of the Presidium, joint meeting of the Presidium of the Baltic Assembly and the Presidium of the Nordic Council (on the margins of the 27th BSPC): 26–28 August, Marienhamn (Aland Islands);
-     meeting of the Presidium: 20–21 September, Vilnius (Lithuania);
-     joint meeting of the Presidium of the Baltic Assembly and the Presidium of the Nordic Council (on the margins of the 70th Session of the Nordic Council): 31 October – 2 November, Oslo (Norway).
Total expenses planned for the meetings of the Presidium (including expenses for one unplanned meeting) amount to EUR 12,060.
 
2.3. Meetings of the committees of the Baltic Assembly
It is planned to hold the following meetings of the committees:
-     meetings of the Budget and Audit Committee: 8–9 February, Vilnius (Lithuania); 20–21 September, Vilnius (Lithuania).
Total expenses planned for the committee meetings amount to EUR 500.
 
 
2.4. International cooperation
 
2.4.1. International parliamentary seminars in the Baltic States
The committees of the Baltic Assembly plan to hold international parliamentary seminars in the Baltic States with participation of the relevant standing committees of the national parliaments of the Baltic, Nordic and Benelux countries, committees of the Nordic Council, the Benelux Parliament and the GUAM PA, as well as representatives of the Baltic Council of Ministers:
-     parliamentary seminar organised by the Welfare Committee: 25–26 January, Latvia;
-     parliamentary seminar organised jointly by the Economics, Energy and Innovation Committee and Natural Resources and Environment Committee: 8–9 February, Vilnius (Lithuania);
-     parliamentary seminar organised by the Education, Science and Culture Committee: 12–13 April, Latvia;
-     parliamentary seminar organised by the Natural Resources and Environment Committee: 19–20 April, Biržai (Lithuania);
-     parliamentary seminar organised by the Legal Affairs and Security Committee: 10–11 May, Estonia;
-     parliamentary seminar organised by the Education, Science and Culture Committee: 7–8 June, Tartu (Estonia);
-     parliamentary seminar organised by the Legal Affairs and Security Committee: 3–7 December, Vilnius (Lithuania).
Total expenses planned for international parliamentary seminars amount to EUR 49,000.
 
2.4.2. Trilateral conference of the Benelux Parliament, Baltic Assembly and Nordic Council
Trilateral conference of the Benelux Parliament, Baltic Assembly and Nordic Council will be held on 23–24 March in The Hague (the Netherlands). Total expenses planned for the theme conference amount to EUR 5,100.
 
2.4.3. Annual summit of the Baltic Assembly and the Nordic Council
 
The annual summit will be held in the week of 3–7 December in Vilnius (Lithuania). Total expenses planned for the annual summit amount to EUR 2,580.
 
2.4.4. Participation in the activities of the Baltic Sea Parliamentary Conference (BSPC) and cooperation with the Baltic Sea organisations
There are the following planned activities:
-     meeting of the BSPC Secretariat: 11–12 January, Berlin (Germany);
-     meeting of the BSPC Standing Committee: 22 February, Brussels (Belgium);
-     meeting of the BSPC Working Group on Migration and Integration: March, place – tbc;
-     meeting of the BSPC Secretariat: 23–24 April, Turku (Finland);
-     participation in the European Maritime Day 2018: 31 May – 1 June, Burgas (Bulgaria);
-     meeting of the BSPC Standing Committee: May, place – tbc;
-     meeting of the BSPC Working Group on Migration and Integration: June, place – tbc;
-     meeting of the BSPC Secretariat: October, place – tbc;
-     meeting of the BSPC Standing Committee: November, place – tbc;
-     meeting of the BSPC Working Group on Migration and Integration: November, place – tbc.
Total expenses planned for participation in the activities of the BSPC and cooperation with the Baltic Sea organisations amount to EUR 8,007.
 
2.4.5. Cooperation with the Nordic Council
Total expenses planned for cooperation with the Nordic Council amount to EUR 6,500.
 
2.4.6. Cooperation with the Benelux Parliament
Total expenses planned for cooperation with the Benelux Parliament amount to EUR 6,500.
 
2.4.7. Cooperation with the GUAM PA and other partners within the framework of the European Neighbourhood Policy
Total expenses planned for cooperation with the GUAM PA and other partners within the framework of the European Neighbourhood Policy amount to EUR 10,400.
 
2.5. Informative activities and other events
 
2.5.1. Baltic Assembly medals
Nine Baltic Assembly medals for upholding the unity and cooperation of the Baltic States will be awarded. Total expenses planned for the medals amount to EUR 3,108.
 
2.5.2. Baltic Assembly website
The Baltic Assembly website will be maintained, its functionality will be ensured, and the information posted on the website will be updated. Total expenses planned for the website amount to EUR 925.
 
2.5.3. Baltic Assembly basketball tournament
The basketball tournament will be organised in May in Lithuania. Total expenses planned for the basketball tournament amount to EUR 7,500.
 
2.5.4. Informative materials
Expenses are planned for the production of informative materials, folders and souvenirs; they amount to EUR 2,200.
 
2.6. Baltic Assembly prizes for literature, the arts and science, and the Baltic Innovation Prize
The Baltic Assembly awards its prizes annually. It is planned to hold the following activities:
-     meetings of the national juries;
-     meeting of the Joint Jury;
-     award ceremony of the Baltic Assembly prizes for literature, the arts and science, and the Baltic Innovation Prize.
Total expenses planned for the Baltic Assembly prizes and the Baltic Innovation Prize amount to EUR 52,056.
 
2.7. Secretariat of the Baltic Assembly
Total expenses planned for the Secretariat amount to EUR 79,148. These expenses include salaries for the staff members of the Secretariat, rent of the premises, office equipment, public utilities, communications, stationery, software, annual office insurance, repairs, postal services and other services, as well as unplanned expenses.
 
2.8. Unplanned expenses
Total amount of unplanned expenses (changes in currency exchange rate, etc.) is EUR 600.
