RESOLUTION
ON THE UNITED KINGDOM’S WITHDRAWAL FROM THE EUROPEAN UNION

The Seimas of the Republic of Lithuania,
taking into account the cordial and long-term ties between the Republic of Lithuania and the United Kingdom;
respecting the decision to withdraw from the European Union, expressed by the citizens of the United Kingdom in the referendum and endorsed by the country’s Parliament; 
considering this decision to be a stimulus for the EU Member States to enhance their efforts even more to achieve a strong and prosperous European Union, the development of which would ensure the security and prosperity of all the Member States and their citizens;
stressing that, despite its decision to leave the European Union, the United Kingdom remains a strategic partner of the Republic of Lithuania;
hoping that in the future the European Union and the United Kingdom will maintain a close relationship, based on equivalent rights and obligations;
expressing gratitude to the United Kingdom for the continued and determined support for the Baltic States in consolidating democracy, strengthening security and economy and seeking membership of the European Union, NATO and other international organisations;
noting that the unity of the EU Member States in negotiations with the United Kingdom is the sole prerequisite for guaranteeing the proper safeguarding of the interests of the European Union and its citizens and the Union’s indivisibility;
emphasising the importance of constructive negotiations and a smooth process of the United Kingdom’s withdrawal from the European Union as the basis for the development of further relations;
supporting the decision endorsed at the meeting of the Council of the European Union on 22 May 2017, authorising the opening of negotiations with the United Kingdom for an agreement,
states that the interests and rights of citizens are of particular importance in the course of conducting negotiations on the United Kingdom’s withdrawal from the European Union and therefore Lithuania calls on the United Kingdom to ensure the continuity and protection of rights of citizens of the Republic of Lithuania residing, working, studying and settling in the United Kingdom and assures that the Republic of Lithuania will make every effort to adequately protect the rights of citizens of the United Kingdom in the European Union and Lithuania;
points out that the United Kingdom plays an important role as a guarantor of geopolitical security, hence its participation in the shaping of the European security and defence policy and ensuring the security of the Baltic States is essential and indispensable;
notes that the United Kingdom is an important partner of the Eastern Partnership countries in the European Union and hopes that the successful cooperation and the United Kingdom’s engagement in the Eastern Partnership issues will continue also after the United Kingdom’s withdrawal from the European Union;
emphasises that the economic and political relations between the European Union and the United Kingdom have a direct impact on the economy of the Republic of Lithuania. The United Kingdom’s businesses are among the biggest investors in Lithuania and the country’s market is especially important for Lithuanian exports, therefore the development of mutually beneficial economic and political relations between the United Kingdom and the European Union is in Lithuania’s interest;
notes that the United Kingdom’s businesses operating in the areas of trade, services and industry and wishing to benefit from the advantages of the European Union’s single market are also welcome in Lithuania;
stresses that the commitments assumed during the United Kingdom’s membership of the European Union must be implemented with a view to preventing any negative impact on the EU’s multiannual financial framework and funding of the programmes of importance to Lithuania;
invites to hold an open discussion on the possible relations between Great Britain and the European Union;
calls on the Government of the Republic of Lithuania and the Ministry of Foreign Affairs of the Republic of Lithuania to seek, during the negotiations between the European Union and the United Kingdom, to maintain the closest possible cooperation on civil rights, political and economic issues and security and defence policy;
invites the Government of the Republic of Lithuania and the Ministry of Foreign Affairs of the Republic of Lithuania to regularly and fully inform the Seimas of the Republic of Lithuania about the progress of the negotiations between the United Kingdom and the European Union and the results achieved.
