 Article 1 (Purpose)   print
The purpose of this Decree is to provide matters delegated by the Framework Act on the Video Industry Promotion (hereinafter referred to as the "Act") and matters necessary for enforcement thereof.

 Article 2 (Criteria for Video Works)   print
The criteria for video works referred to in subparagraph 1 of Article 2 of the Act shall be as follows:
1. Film video works: Continuous images which are fixed on films, such as motion pictures, animation, etc.;
2. Tape video works: Continuous images which are fixed on video tapes, such as motion pictures, animation, etc.;
3. Disk video works: Continuous images which are fixed on disks, such as motion pictures, animation, computer games, computer graphics, etc.;
4. Other video works: Continuous images that are fixed on tangible objects, but works other than those as provided in subparagraphs 1 through 3.

 Article 3 (Establishment of Comprehensive Policies for Video Promotion)   print
(1) The Minister of Culture, Sports and Tourism shall establish a comprehensive policy for the promotion of video culture and the video industry after consulting with the Minister of Knowledge Economy, the Minister of Education, Science and Technology, the Minister of Culture, Sports and Tourism, and the head of the related central administrative agency. <Amended by Presidential Decree No. 20676, Feb. 29, 2008>
(2) Where the Minister of Culture, Sports and Tourism establishes a comprehensive policy for video promotion under paragraph (1) (hereinafter referred to as "comprehensive policy for video promotion"), he/she shall undergo the deliberation by the Video Promotion Meeting as referred to in Article 4. <Amended by Presidential Decree No. 20676, Feb. 29, 2008>
(3) The Minister of Culture, Sports and Tourism may take counsel with related organizations or experts of the video industry field prior to the deliberation of the Video Promotion Meeting under paragraph (2). <Amended by Presidential Decree No. 20676, Feb. 29, 2008>
(4) The comprehensive policy for video promotion shall include the following matters:
1. Matters concerning the creation and production of video works;
2. Matters concerning survey and research for the promotion of video culture and the video industry;
3. Matters concerning the development and dissemination of production technology of video works;
4. Matters concerning the promotion of smooth circulation and distribution of video works;
5. Matters concerning training of technical experts of video culture and the video industry;
6. Matters concerning the scheme for the efficient operation of resources related to the promotion of video culture and video industry;
7. Matters concerning the expansion of a stable production foundation of video works and the video industry;
8. Matters concerning international exchange and cooperation for the promotion of video culture and the video industry;
9. Matters concerning the collection, preservation, and operation of video data.

 Article 4 (Video Promotion Meeting)   print
(1) A Video Promotion Meeting (hereafter referred to as the "Meeting" in this Article) shall be established to deliberate upon and coordinate the following matters in respect of the promotion of video culture and the video industry:
1. Matters concerning the basic direction and execution of the comprehensive policy for video promotion;
2. Matters concerning enactment and amendments of Acts and subordinate statutes and improvement of important systems related to video culture and video industry;
3. Other matters referred to deliberation as deemed necessary by the head of the related central administration agency.
(2) Members of the Meeting shall be comprised of the Vice Minister I of Culture, Sports and Tourism, the Vice Minister of Knowledge Economy, the Vice Minister of Education, Science and Technology and those designated or commissioned by the head of the central administrative agency related to the matters to be deliberated. <Amended by Presidential Decree No. 20676, Feb. 29, 2008>
(3) Where a member had an accident, any person designated or commissioned by the head of the central administrative agency shall act on his/her behalf.
(4) The chairperson of the Meeting shall be elected from among the Vice Minister I of Culture, Sports and Tourism, the Vice Minister of Knowledge Economy, and the Vice Minister of Education, Science and Technology. <Amended by Presidential Decree No. 20676, Feb. 29, 2008>
(5) Except as otherwise provided for in this Decree, matters necessary for the operation of the Meeting shall be determined by the Minister of Culture, Sports and Tourism through a resolution of the Meeting. <Amended by Presidential Decree No. 20676, Feb. 29, 2008>

 Article 5 (Video Promotion Working Meetings)   print
(1) A Video Promotion Working Meeting (hereinafter referred to as "Working Meeting") shall be established within the Video Promotion Meeting to manage the affairs related to the working affairs of the Video Promotion Meeting.
(2) Members of the Working Meeting shall be comprised of those designated by each of the Ministry of Culture, Sports and Tourism, the Ministry of Knowledge Economy, the Ministry of Education, Science and Technology, and the head of the central administrative agency related to the matters to be deliberated (hereafter referred to as "related agency" in this paragraph) from among the public officials of Grade III under their control or the public officials in general service who belong to the Senior Civil Service, and experts in the related field who are commissioned by the head of the related agency. <Amended by Presidential Decree No. 19513, Jun. 12, 2006; Presidential Decree No. 20676, Feb. 29, 2008>
(3) The chairperson of the Working Meeting shall be elected from among the members belonging to the Ministry of Culture, Sports and Tourism, the Ministry of Knowledge Economy, or the Ministry of Education, Science and Technology. <Amended by Presidential Decree No. 20676, Feb. 29, 2008>
(4) Except as otherwise provided for in this Decree, necessary matters concerning the composition and operation of the Working Meeting shall be determined by the Minister of Culture, Sports, and Tourism through a resolution of the Video Promotion Meeting. <Amended by Presidential Decree No. 20676, Feb. 29, 2008>

 Article 6 (Establishment of Task Forces in Each Field)   print
The Minister of Culture, Sports and Tourism, the Minister of Knowledge Economy, the Minister of Education, Science and Technology may organize and operate task forces in each field to have them carry out the following matters related to the establishment and execution of the comprehensive policy for video promotion: <Amended by Presidential Decree No. 20676, Feb. 29, 2008>
1. Matters concerning the improvement of related institution;
2. Matters concerning the analysis and evaluation of the comprehensive policy for the video promotion;
3. Matters concerning the development of technology for the promotion of video culture and the video industry;
4. Other necessary matters for the establishment and effective operation of the comprehensive policy for video promotion.

 Article 7 (Security of Resources for Promotion of Video Culture and Video Industry)   print
The Minister of Culture, Sports and Tourism, the Minister of Knowledge Economy, the Minister of Education, Science and Technology may instruct any person who manages and operates the following funds and capital to earmark and use part of the funds and capital for the promotion of video culture and the video industry under Article 12 of the Act: <Amended by Presidential Decree No. 14847, Dec. 29, 1995; Presidential Decree No. 14888, Dec. 30, 1995; Presidential Decree No. 16131, Feb. 26, 1999; Presidential Decree No. 16308, May 13, 1999; Presidential Decree No. 17303, Jul. 16, 2001; Presidential Decree No. 18620, Dec. 30, 2004; Presidential Decree No. 19719, Oct. 27, 2006; Presidential Decree No. 20261, Sep. 10, 2007; Presidential Decree No. 20676, Feb. 29, 2008; Presidential Decree No. 21480, May 6, 2009; Presidential Decree No. 21692, Aug. 18, 2009; Presidential Decree No. 21835, Nov. 20, 2009>
1. Culture and Arts Promotion Fund under Article 6 (3) of the Culture and Arts Promotion Act;
2. Capital for projects for industrial technology promotion under Article 7 of the Industrial Technology Innovation Promotion Act;
3. Capital for projects to construct foundation for industrial technology under Article 19 of the Industrial Technology Innovation Promotion Act;
4. Funds for the establishment and promotion of small and medium enterprises under Article 63 of the Small and Medium Enterprises Promotion Act;
5. The Information and Communications Promotion Fund under Article 41 of the Information and Communications Technology Industry Promotion Act;
6. Funds for the promotion of science and technology under Article 22 of the Framework Act on Science and Technology.
