DIPLOMATIC AND CONSULAR FEES (AMENDMENT) REGULATIONS, 1996.
I, DICK SPRING, Minister for Foreign Affairs, in exercise of the powers conferred on me by section 3 of the Diplomatic and Consular Officers (Provision of Services) Act, 1993 (No. 33 of 1993), hereby, with the consent of the Minister for Finance, make the following Regulations:
1. (1) These Regulations may be cited as the Diplomatic and Consular Fees (Amendment) Regulations, 1996.
(2) The Diplomatic and Consular Fees Regulations, 1982 to 1993, and these Regulations may be cited together as the Diplomatic and Consular Fees Regulations, 1982 to 1996.
(3) These Regulations shall come into operation on the 1st day of August, 1996.
2. The Second Schedule to the Diplomatic and Consular Fees Regulations, 1982 ( S.I. No. 344 of 1982 ), is hereby amended by the substitution of the following Part for Part I (inserted by the Diplomatic and Consular Fees (Amendment) (No. 3) Regulations, 1993 ( S.I. No. 417 of 1993 )):
"PART I.
PASSPORTS

For the issue of a passport of 32 pages, valid for ten years.

For the issue of a passport of 48 pages, valid for ten years

For the issue of a passport of 32 pages to a person under 18 years of age or over 65 years of age, valid for three years,

For the issue of a new passport for the unexpired period of validity of an existing valid passport returned for cancellation or for endorsement

15.00

5.

For the issue of an emergency travel document.

EXPLANATORY NOTE.
The purpose of these Regulations is to amend the Diplomatic and Consular Fees (Amendment) (No. 3) Regulations, 1993 ( S.I. No. 417 of 1993 ) so as to discontinue (a) the lower fee for passports, applications for which are received in October and November, (b) the higher fee for 48 page passports issued for the unexpired period of validity of an existing passport returned for cancellation or endorsement and (c) the services of affixing and endorsing the fingerprints of merchant seamen to seamen's identity cards.
